The sector has achieved significant export success, yet raising productivity and staying competitive in world markets will require efforts to address bottlenecks in infrastructure, innovation and access to financial services. Maximising Costa Rica’s comparative advantage in higher-value niche products will depend upon more efficient services to agriculture, including better implementation of programmes, improved co-ordination among institutions, and reduced bureaucracy. While overall protection for agriculture is relatively low compared to OECD countries, it is nonetheless highly distorting to production and trade. Managing the transition to scheduled liberalisation presents an opportunity to reform costly policies, and to implement an alternative policy package with new investments in innovation, productivity and diversification, supported by transition assistance where needed. Costa Rican agriculture’s vulnerability to extreme weather events is expected to worsen with climate change, and even while the country is among global leaders in environmental protection, sustainable development and climate change mitigation, further adaptation efforts will be necessary.

The United States and other industrialized countries import food from Costa Rica and other regions. To safeguard the public health, importers now regulate the level and types of pesticides used in the exporters’ food production, which creates “regulatory risk” for the export farmers. Although farmers respond to export regulations by trying to avoid illegal pesticide residues, the food produced for their domestic market lacks similar regulation, creating a double standard of pesticide use. Food Systems in an Unequal World examines the agrochemical-dependent agriculture of Costa Rica and how its uneven regulation in export versus domestic markets affects Costa Rican vegetable farmers. Examining pesticide-dependent vegetable production within two food systems, the author shows that pesticide use is shaped by three main forces: agrarian capitalism, the governance of food systems throughout the commodity chain, and ecological dynamics driving local food production. Those processes produce unequal outcomes that disadvantage less powerful producers who have more limited choices than larger farmers, who usually have access to better growing environments and thereby can reduce pesticide use and production costs. Despite the rise of alternative food networks, Galt says, persistent problems remain in the conventional food system, including widespread and intensive pesticide use. Facing domestic price squeezes, vegetable farmers in Costa Rica are more likely to supply the national market with produce containing residues of highly toxic pesticides, while using less toxic pesticides on exported vegetables. In seeking solutions, Galt argues for improved governance and research into alternative pest control but emphasizes that the process must be rooted in farmers’ economic well-being.

Over the ten-year period, the program has changed from being a patchwork of various insulated specialist projects, into a truly interdisciplinary effort, leading to the development of innovative tools for analyzing land use on a number of geographical scales. These tools are presented in this book. Besides CATIE and MAG, cooperation with other Costa Rican partner institutions has been essential from the beginning, and this process of interaction has also evolved considerably over time.

The Agroecology movement, as it is named by the famous agronomist and agroecological expert Altieri, has its origins in Latin America. The approach of Agroecology is integrating ecological measures and traditional knowledge into the farming system, aiming to perform agriculture in a more sustainable and also to attain food sovereignty and food security. Regarding to the sheer size of Latin America, several regions are subdivided by having their own sub-movement. By focussing on Costa Rica as part of Central America, this case study aims to give a proper understanding how the Central American movement works. The sub-movement in Central America is called the farmer-to-farmer movement. Here, knowledge and technology are passed on between several farmers within one region, seeing themselves as peer. Trainers, so called promotors are installed, are doing the preparatory work, as they are the link between knowledge and the soon-to-be Agroecological farmers. Workshops are held, and a pre-structuring is given, to enable and simplify the application of Agroecology. CAC can be rather seen as a key methodology, having its origins in Central America. For the Agroecological farmers, the CAC approach is not to be categorised nowhere near Agroecology. CAC is just a method, whereas the farmers are practicing Agroecology as a philosophy. Their philosophy is including culture, traditional practices and community living, together with exchange and political advocacy. Public instruments and structures are not given solely for Agroecology, but for several sustainable agriculture approaches together. A law on Organic Agriculture was implemented in 2007. Organic Agriculture should not be equated to Agroecology. NGOs and public bodies, that are working on the field of sustainable agricultural approaches, are aiming to unite all different systems, e.g. Agroecology and Organic Agriculture. NGOs are aiming mostly for political power, coming with one big movement, while the government is rather interested in the economic aspects of a huge sustainable production. To the farmers, Organic Agriculture was introduced to be a way to gain price premiums, by just adding seals to their product.
