Book Synopsis Making Government Work by : United States. Congress. Office of Technology Assessment
Download or read book Making Government Work written by United States. Congress. Office of Technology Assessment and published by Congress. This book was released on 1993 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report, published in its entirety (OTA-TCT-578) and in a summary form (OTA-TCT-579) containing only the first chapter of the complete report, focuses on key topics and issues that are central to the successful use of electronic delivery by government. The review conducted by the Office of Technology Assessment concludes that the movement toward electronic delivery of government services is accelerating, but that many factors must be considered. The greatest risks of electronic delivery are overlooking the human element and users' needs, which would further widen the gap between the technologically literate and the technologically illiterate, and failing to capitalize on all the opportunities that partnerships among government agencies and the private sector could provide. Changes that will be required in federal management are outlined, and options for successful implementation of electronic delivery are sketched. Many rely on the amplification of existing structures. Five appendixes complement the complete report, including a list of the 11 boxes, 5 figures, and 22 tables that illustrate the discussion; and lists of acronyms and terms, contributors, field study participants, and contractor reports. The summary volume contains four tables and two boxes. (SLD)

Book Synopsis Projects, Government, and Public Policy by : Stanisław Gasik
Download or read book Projects, Government, and Public Policy written by Stanisław Gasik and published by CRC Press. This book was released on 2022-11-25 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many governments have effectively organized public project implementation systems in their jurisdictions. At the same time, many other countries remain at a less advanced level of public project management. Globally, there is a need for project management knowledge to be transferred between governments. However, no systematic review of these practices has been developed to date. Projects, Government, and Public Policy was written to fulfill this need and presents a review of project management practices in countries with developed project-based capabilities. This book uses its own rigorous model to present this review systematically. This book’s practical purpose is to give a structured overview of government-level project management practices. This knowledge can be used in the work of governments to improve the management of public projects and the implementation of public policies. Many professionals working in public institutions understand project management concepts differently than project management professionals. Therefore, this book begins with a chapter that describes the differences between the conceptual basis of public administration and project management. The body of this book has five parts. Part I is mainly intended for those involved in government and public administration who want to acquire or increase knowledge about project management. Part II provides an overview of the basic concepts from the theory of public administration, public policies, and development management. Part III describes what makes public projects unique and the success factors specific to projects of this sector. Knowledge about effective government project management practices is covered in Part IV. The concluding Part V begins with a general overview of the maturity model concept. Its main part covers the description of a maturity model showing ways to systematically improve the implementation of public projects. This book is written for governments and government administrators, including the most influential decision-makers, who craft policies to guide a country’s development as well as how to implement projects. This book is also intended for supporters and enthusiasts of project management in government and public administration by providing them with a description of the solutions used by project management in public administration. This book is intended, too, for all project management practitioners working for public projects: project managers, team members, sponsors, and middle-level executives of project-delivering private companies. By knowing public administration concepts, they can manage their projects better and use a common language with their clients.

Book Synopsis Wiring Governments by : John O'Looney
Download or read book Wiring Governments written by John O'Looney and published by Bloomsbury Publishing USA. This book was released on 2002-02-28 with total page 342 pages. Available in PDF, EPUB and Kindle. Book excerpt: Much current thinking about information technology in the public sector emerges from private sector experiences. While much can be transferred from sector to sector, much cannot. O'Looney provides a rare understanding of what transfers best, and the difference a good transfer can make in establishing a successfully wired government. O'Looney provides an overall strategic orientation to the challenges that public managers will face in the new age of cyberspace. He helps decision makers and executives understand what it takes to transform an agency or organization into a model of electronic government. He includes the policies, practices, technologies, and operating tactics one needs to do it. Especially important, he helps public managers find the best fit between new technologies, their current operating practices, and the special characteristics and goals of their organizations. Wiring Governments will help public managers with little technical background to navigate the IT terrain by identifying its key characteristics and explaining how to use them, not only to reform jobs but also to reinvent organizations. It explores how a fairly simple technology in the private sector—knowledge management—presents many policy and practical dilemmas in the public sector. O'Looney shows how IT systems stress existing organizational cultures. With this as a basis, he gives managers the practical advice they need to make better IT system choices, ones that match the current realities of organizational cultures as well as realistic expectations for performance gains. The book even outlines key architectural alternatives that public managers must know about when they embark on the task of building new electronic public meeting spaces.
Book Synopsis In Pursuit of Performance by : Patricia W. Ingraham
Download or read book In Pursuit of Performance written by Patricia W. Ingraham and published by JHU Press. This book was released on 2007-04-15 with total page 269 pages. Available in PDF, EPUB and Kindle. Book excerpt: Based on five years of extensive research by the Government Performance Project, this volume offers a comprehensive analysis of how government managers and elected officials use management and management systems to improve performance. Drawing on data from across the nation, it examines the performance of state, county, and city governments between 1997 and 2002 within the framework of basic management systems: financial information, human resources, capital and infrastructure, and results evaluation. Key issues addressed: • How governments strategically select elements of management to emphasize the role of leadership • How those governments that aim to improve performance differ from those that do not • What "effective management" looks like Through this careful, in-depth investigation, the contributors conclude that the most effective governments are not those with the most resources, but those that use the resources available to them most carefully and strategically. In Pursuit of Performance is an invaluable tool for government leaders and the scholars who study them.
Book Synopsis Telecommunications technology and Native Americans : opportunities and challenges. by :
Download or read book Telecommunications technology and Native Americans : opportunities and challenges. written by and published by DIANE Publishing. This book was released on 1995 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Telecommunications Technology and Native Americans: Opportunities and Challenges' examines the potential of telecommunications to improve the socioeconomic conditions of Native Americans - American Indians, Alaska Natives, and Native Hawaiians - living in rural, remote areas, and to help them maintain their cultures and exercise control over their lives and destinies. The report discusses the opportunities for Native Americans to use telecommunications (including computer networking, videoconferencing, multimedia, digital and wireless technologies, and the like) in the realms of culture, education, health care, economic development, and governance. It also explores the challenges and barriers to realizing these opportunities, notably the need to improve the technology infrastructure (and access to it), technical training, leadership, strategic partnerships, and telecommunications planning on Indian reservations and in Alaska Native villages and Native Hawaiian communities. Prepared at the request of the Senate Committee on Indian Affairs, this is the first federal government report on Native American telecommunications. It provides a framework for technology planning and policy actions by Congress and relevant federal agencies, as well as by Native leaders and governments. Native Americans were involved throughout the study. OTA made site visits to six states and consulted with Native leaders and technology experts in about two dozen other states. Computer networking was used extensively for research and outreach, and OTA developed the Native American Resource Page for this study, a World Wide Web home page accessible via OTA Online (http://www.ota.gov/nativea.html).
