It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.

Available in PDF, EPUB and Kindle. Book excerpt: Throughout the brief history of military aviation and the United States Air Force, there have been many great leaders. Several, such as Mitchell, Foulois, Spaatz, and Arnold, built the foundation for military aviation and championed an independent air force. Others, such as LeMay, Quesada, and Schriever, shaped the Air Force and developed specific elements of air and space power.1 While these leaders tend to be revered and studied by military professionals attending Air Force advanced education programs, Lt Gen William H. Tunner and his contributions to the airlift element of airpower do not receive similar attention and are typically underappreciated. Thus, a question arises: Was Tunner a successful Air Force leader? This question is answered using a framework that builds upon current Air Force leadership doctrine to examine and critique Tunner's military career during the interwar years, World War II, and early Cold War. Gen Curtis LeMay described Tunner as "the transportation expert to end transportation experts."2 As a graduate of the US Military Academy in 1928, Tunner pursued a career in aviation and gained valuable experience as an Army Air Corps pilot, leader, and staff officer during the interwar period. In 1941, this experience landed him a job on the staff of the newly formed Ferrying Command, which held the critical responsibility of moving aircraft from US factories to American and Allied combat units overseas. A year later, when Ferrying Command was expanded and reorganized into Air Transport Command (ATC), Tunner was chosen to command Ferrying Division. These early experiences and leadership opportunities provided Tunner with a strong foundation in air mobility. From 1944 to 1949, Tunner leveraged his expertise in air transportation to successfully command the "Hump" airlift operation and the Berlin airlift. Tunner thereafter served in a variety of Air Force leadership positions that included command of Combat Cargo Command during the Korean War, command of US Air Forces in Europe, and command of the Military Air Transport Service (MATS). As the MATS commander, he pressed for the development of a modern mobility aircraft fleet, resulting in the modernization of existing aircraft and the development and procurement of the C-141. While these later stages of Tunner's career are worthy of study, this paper focuses on his experience and actions up to 1949 and his performance as a leader while commanding two historic airlift campaigns.

Available in PDF, EPUB and Kindle. Book excerpt: "Sound leadership within a dynamic, ever-changing environment is at the heart of the Air Force's institutional character. It is key to bonding airmen and is the foundation for successful Air Force achievements in peace and in war. Of the many skills and abilities used in the profession of arms, none is prized more highly. As we transform to meet the challenges of the twenty-first century, leadership can strengthen the foundation of mutual trust and respect among the ranks and the organization as a whole. Most people who equate leadership with good management model their leadership practices based on readings and research published in the industrial era of the twentieth century. This understanding of leadership has dominated military organizations in the past but will not serve the mature Expeditionary Aerospace Force of tomorrow. This paper explores the advantages to adapting emerging leadership philosophies into the Air Force culture to meet the growing challenges of the twenty-first century work force. Leadership doctrine, leadership development programs, and the human resource management system should be aligned to support these changes in leadership philsophy and practice. This is critical in order to build Air Force leaders with a clearly recognizable set of competencies and attitudes that thrive regardless of a particular career-path or assigned location throughout an entire career."--Rand abstracts.

Good pay, great benefits -- an excellent career opportunity. -- This book will teach you how to tweak the system to help you enjoy the fullest benefits the U.S. Military has to offer. -- What little competition there is for this title is several years old and virtually obsolete. Uncle Sam Wants You -- more than ever. Since the tragic events of 9/11, all branches of the U.S. Military have seen a rise in enlistments. This is due to several factors: 1) A renewed sense of patriotism, and 2) a cooling off the economy and subsequent recession. Suddenly, job opportunities for recent high school and college grads are drying up quickly. That's why a career in the Army, Navy, Air Force, Marines, or even the Coast Guard, may be an excellent option. Author Bill Harris, working closely with recruiters from branch of the military, will detail the intricacies of getting the most out of a military career and discuss which branch of the military might be best for you. He'll explore age limits, guaranteed training, bonuses and benefits, and even the rigors of basic training. He'll also cover the many perks offered by a career in the military, and how best to obtain them.

Recruiting, training, and retaining people with the necessary mix of skills are major challenges for the U.S. Air Force's personnel community. With the end of the Cold War, the United States armed forces began to implement a substantial reduction in total personnel, or end strength. The Air Force, for example, went from a total end strength of 571,000 in 1989 to 368,000 in 2002, despite the fact that it was involved in numerous crisis deployments, including major operations to liberate Kuwait, stop Serbian operations in Kosovo, and after 9/11, pursue parts of the war on terror in Afghanistan and Iraq. All of these events left the Air Force with severe manpower problems at the beginning of the 21st century. Many career fields were understrength. Authorizations went unfilled, and many fields had severe skill imbalances, such as a dearth of middle-level people.
