Book excerpt: How can it be that 50 years after the passage of the Civil Rights Act, our institutions of higher education have still not found ways of reducing the higher education gaps for racial and ethnic groups? That is the question that informs and animates the Equity Scorecard model of organizational change. It shifts institutions’ focus from what students do (or fail to do) to what institutions can do—through their practices and structures, as well as the actions of their leaders and faculty—to produce equity in outcomes for racially marginalized populations. Drawing on the theory of action research, it creates a structure for practitioners to become investigators of their own institutional culture, to become aware of racial disparities, confront their own practices and learn how things are done on their own turf to ask: In what ways am I contributing to equity/inequity?The Equity Scorecard model differs significantly from traditional approaches to effecting change by creating institutional teams to examine and discuss internal data about student outcomes, disaggregated by race and ethnicity. Book excerpt: This case study provides an in depth view of the experiences of African American male students within the California Community College (CCC) system at one Northern California site. Each young man interviewed is or was an active participant in an on campus support program specifically for African American males. The participants' experiences as African American male students enrolled in a California community college, lead to a greater understanding of African American males in the California Community College system, as a demographic. Findings suggest the importance of appreciating the stories and lived experiences of the subjects prior to joining the on campus group for later success at the Community College level. Findings suggest that this all-male, student support group created a means of increasing student persistence, retention and transfer rates. Moreover, findings show how African American male students' academic engagement, self-perception and interpersonal relations are positively impacted by their participation in the group. Thus, the practices of this all-male support group should be replicated across the California Community Colleges. The all-male support group is demonstrative of an effective means that the California Community Colleges could employ to increase the persistence, retention, completion and transfer rates of their male students, in general and for African American students specifically. Further, the findings suggest the utility of the all-male support group on campus as positively affecting the educational and personal circumstance outcomes of African American male students. Future research could be employed to better uncover the positive components that undergird the effectiveness of the all-male support group on campus for African American male students. In summary, the participants appear to have greater perceived engagement with the Community College experience through the all male support group.

Book excerpt: Though Assembly Bill 705 was passed in California to reduce gaps in retention and completion for community college students of color, these equity gaps persist. This study used quantitative and qualitative research methods to examine factors that influence enrollment choices and success in gatekeeper courses, like English, for African American community college students. Of particular focus were institutional supports and the role of learning communities. This study's findings mostly confirm existing research on learning communities and other institutional supports, like counseling, and the ways in which these supports help students enroll in and complete courses. Primary findings from this study emphasize the importance of creating Educational Plans with counselors and frequent contact with counselors. The quality of professors was also perceived to influence students' academic success, in addition to precollege factors, such as pre-existing writing skills. This study was grounded in two theoretical frameworks: Regina Deil-Amen's (2011) Socio-Academic Integrative Moments and Laura Rendon's (1994) Theory of Validation. The important role that learning communities play in community building and increasing a sense of belonging among students of color are validated through the lenses of these theories.

Book excerpt: The issue of student success has become significant if not dominant in discussions at all levels of education since the early part of the 21st century. Discussions of public education have historically focused on issues of access, stemming from the belief that everyone should have the opportunity to benefit from education. In recent years, however, the focus of this discussion has shifted to the obligation of educational institutions to ensure students not only have access to education, but that they are successful. In response to the growing concerns about student success, the California State Senate, in 2010, passed SB 1143, which authorized the California Community College Board of Governors to form the California Community College Student Success Task Force, a body led by California Community College Chancellor Jack Scott. The task force was charged with producing actionable recommendations that would improve the success of California's community college students. The Student Success Task Force produced 22 recommendations, published in the Student Success Task Force Final Report (2012). Most of these recommendations were implemented by the time this study was completed. Implementation has had a considerable impact on the California community college system and its students. While the recommendations and their implementation have received considerable attention, relatively little is known about the process by which they were formed. This case study of the Student Success Task Force was designed to examine the ways in which educational policy is formed. Specifically, the study sought to examine policy formation from a systems theory perspective. The study explored ways in which student success was defined by the task force and by individual members, the ways in which these definitions were influenced by educational research and theory, and the degree to which the task force employed formal research methodology in the formation of its recommendations. The study found that the Student Success Task Force represented an effective model for policy development, and that its structure, developed by the architects of the task force, provided a sound foundation for discussions. The deliberate inclusion of all stakeholder groups provided representation from a broad range of perspectives, though faculty, community college administrators, and outside interests, which collectively had the largest numbers of representatives, appear to have had had the greatest influence on discussions. Stakeholder obligation also played a significant role in the development of the task force recommendations. Perhaps the most important influence on the task force and the development of its recommendations was the strength of leadership provided by Chancellor Jack Scott and by the California community college CEOs.

She examines in detail the messages of the school, including the ‘hidden curriculum’ and faculty perspectives, as well as the way these messages are transformed at a cultural level. The resulting work provides a major contribution to a number of debates on education and cultural and economic reproduction, as well as a leap forward in our understanding of the role schooling plays in the re-creation of race and class antagonisms. This work will be of great interest to anyone working with minorities, particularly in the context of education.
