Available in PDF, EPUB and Kindle. Book excerpt: In the context of the end of the Cold War and the spread of globalism, sub-regions are attracting attention as new social units of international society never before observed. In the "second wave" of regionalism that became active in the 1980s, a new regionalism, which differed qualitatively from the old regionalism, expanded globally. This "new regionalism" is characterized by multi-dimensionality, complexity, fluidity, and non-conformity, and within it we cannot overlook the fact that spaces on a new scale, such as sub-regions, are being formed in various parts of the world. The sovereign state system that has continued unbroken since the Westphalia Treaty is being transformed, and within this context, the increase in the number of sub-regions as new social units adds to the sense that we have arrived at a post-Westphalian international order. This book focuses on sub-region as a new social unit of international society. It is based on the findings obtained through meticulous fieldwork and joint studies conducted over the past 10 years by about 20 researchers, primarily from Japanese universities and Chiang Mai University, Thailand. The sub-regions described here are mostly international cross-border spaces or units in the interior of a certain region, which include: multiple states, states and parts of states, or more than two parts of states (often referred to as micro-regions). Such sub-regions have been formed in various parts of the world since the end of the Cold War. However, studies on sub-regions remain unexplored in the existing studies of regionalism. The few studies that do exist mainly focus on the economic aspects of sub-regions. In contrast, this book will specifically examine the sub-regions in Asia (especially the Mekong region and Europe) as main cases from a political science and international relations perspective, aiming to establish a new/alternative international relations by carving out a political angle of sub-region as a new social unit of international society and attempting to shift the paradigm of conventional international relations. To understand the political dimension of a sub-region, this book will mainly focus on three aspects: sub-regions and state strategies, bottom-up dimension of sub-regions, and sub-regions and borders.

It shows how far it has come and where it goes. The book recognizes that Korea-Africa relations, though relatively new, break ground by acknowledging the importance of a diligent endeavor to carry out post-colonial development, and have continued to grow as we find promising progress and opportunities in the mutual cooperation between the two. This book is all-inclusive, covering Korea’s academic, economic, diplomatic, and civil engagements with Africa. It investigates untold aspects of Korea-Africa relations.

Available in PDF, EPUB and Kindle. Book excerpt: Through detailed comparative case studies of civil society engagement with two major regional international organizations in Southeast Asia this book demonstrates the potentials and limitations of civil society actors as democratizing agents in governance beyond the nation-state. Drawing on previous research on civil society, social movements, transnational activism, and democratization, Uhlin develops an analytical framework focusing on a) how national and international political opportunities shape—and are shaped by—civil society advocacy; b) how civil society activists frequently combine inside and outside strategies when targeting international organizations; and c) how civil society advocacy can have a liberalizing impact on the targeted international organizations. Drawing on rich empirical data, including more than 100 qualitative interviews with civil society activists and representatives of the Asian Development Bank (ADB) and the Association of Southeast Asian Nations (ASEAN), the study demonstrates how civil society actors have contributed to pushing ADB—and to a much lesser extent ASEAN—in a political liberal direction, improving transparency, strengthening accountability, and introducing mechanisms protecting people from the abuse of power. With its innovative analytical framework, broad scope covering civil society activism across Southeast Asia, and in-depth analysis of civil society attempts to influence ADB and ASEAN the book makes important contributions to research on civil society activism in Southeast Asia as well as the more general field of civil society and governance beyond the nation-state.

Available in PDF, EPUB and Kindle. Book excerpt: An international river basin is an ecological system, an economic thoroughfare, a geographical area, a font of life and livelihoods, a geopolitical network and, often, a cultural icon. It is also a socio-legal phenomenon. This book is the first detailed study of an international river basin from a socio-legal perspective. The Mekong River Basin, which sustains approximately 70 million people across Cambodia, China, Laos, Myanmar, Thailand and Vietnam, provides a prime example of the socio-legal complexities of governing a transboundary river and its tributaries. The book applies its socio-legal analysis to bring a fresh approach to understanding conflicts surrounding water governance in the Mekong River Basin. The authors describe the wide range of uses being made of legal doctrine and legal argument in ongoing disputes surrounding hydropower development in the Basin, putting to rest lingering caricatures of a single, ‘ASEAN’ way of navigating conflict. They call into question some of the common assumptions concerning the relationship between law and development. The book also sheds light on important questions concerning the global hybridization or crossover of public and private power and its ramifications for water governance. With current debates and looming conflicts over water governance globally, and over shared rivers in particular, these issues could not be more pressing.

Book excerpt: Asia proved resilient to the effects of the 2008-2009 global financial crisis, but sustaining rapid growth became more difficult afterward. Development challenges intensified, the global development agenda became more ambitious, and new sources of development finance emerged. This volume shows how the Asian Development Bank (ADB) continued to reform in order to meet these challenges. A new long-term strategic framework, Strategy 2020, was launched in 2008, to respond to the changing needs of the region. A midterm review of Strategy 2020 was released in 2014, further refining and adjusting priorities in order for ADB to remain relevant and responsive to borrowers. Various organizational changes were introduced, internal business processes were improved, and several new instruments were adopted as part of ADB's efforts to become "stronger, better, faster." ADB's lending capacity expanded significantly, with the fifth general capital increase in 2009, followed by the unique and groundbreaking combination of the Asian Development Fund portfolio with the ordinary capital resources balance sheet approved in 2015. Lending reached record levels in 2015 and 2016, exceeding the earlier spike in 2009 when ADB had responded to the needs of countries affected by the global economic crisis. ADB also enhanced its accountability and results orientation, becoming the first multilateral development bank to adopt a corporate results framework in 2008.

Available in PDF, EPUB and Kindle. Book excerpt: Southeast Asia is one of the most diverse regions in the world – hosting a wide range of languages, ethnicities, religions, economies, ecosystems and political systems. Amidst this diversity, however, has been a common desire to develop. This provides a uniting theme across landscapes of difference. This Handbook traces the uneven experiences that have accompanied development in Southeast Asia. The region is often considered to be a development success story; however, it is increasingly recognized that growth underpinning this development has been accompanied by patterns of inequality, violence, environmental degradation and cultural loss. In 30 chapters, written by established and emerging experts of the region, the Handbook examines development encounters through four thematic sections: • Approaching Southeast Asian development, • Institutions and economies of development, • People and development and • Environment and development. The authors draw from national or sub-national case studies to consider regional scale processes of development – tracing the uneven distribution of costs, risks and benefits. Core themes include the ongoing neoliberalization of development, issues of social and environmental justice and questions of agency and empowerment. This important reference work provides rich insights into the diverse impacts of current patterns of development and in doing so raises questions and challenges for realizing more equitable alternatives. It will be of value to students and scholars of Asian Studies, Development Studies, Human Geography, Political Ecology and Asian Politics.

OSPF’s core function is to facilitate problem solving concerning ADB-assisted projects and programs using consensus-based methods, seeking agreement among all parties. In 2011, OSPF concluded the consultation process for two complaints, received and processed seven new complaints, and worked jointly with the Office of the Compliance Review Panel to inform stakeholders about the Accountability Mechanism through outreach sessions, both at ADB headquarters and in several countries. OSPF produced two new publications in 2011 and translated the Consultation Primer into the languages of three developing member countries to disseminate information about the complaint process and to promote the use of effective grievance redress mechanisms.

The country’s goal to become an upper-middle-income country by 2021 will require even stronger annual growth of 7.5%–8%. This study finds that the most critical constraints to growth are (i) insufficient reliable energy supply, (ii) policies that indirectly stunt development of economic activities unrelated to ready-made garment exports, and (iii) insufficient security about property and land rights due in part to inadequate registry systems. If policies are designed to urgently tackle these constraints, Bangladesh will be free to harness its potential for inclusive and sustainable growth.
