The fifth and final annual monitoring of remedial actions for the Southern Transport Development Project in Sri Lanka---the first compliance review request to complete the full compliance review phase under the 2003 Accountability Mechanism of the Asian Development Bank (ADB)---was concluded. The involvement of the CRP in this monitoring phase of the compliance review has (i) made ADB staff more aware of the safeguards policy and the need for better coordination with the government in its implementation; (ii) made ADB pay more attention to land-use planning and urban development; (iii) sparked improvements in the grievance redress mechanism within the project; and (iv) produced ideas for new, ongoing, and future road development projects in Sri Lanka.

Book excerpt: The third Sustainability Report of the Asian Development Bank (ADB) offers easily accessible information on ADB’s policies, programs, and practices as they relate to the social and environmental sustainability of development in Asia and the Pacific, and on changes in this work that have occurred since ADB published its second Sustainability Report, in 2009. The report also documents ADB’s continuing efforts to minimize its corporate environmental impact, especially at its Manila headquarters. For comparability, ADB’s current Sustainability Report is structured similarly to its first two. All three reports respond to the latest guidelines of the Global Reporting Initiative while adapting to the particular characteristics of ADB’s work and the many different audiences interested in the information presented.

Book excerpt: Once the exclusive preserve of member states, international organizations have become increasingly open in recent decades. Now virtually all international organizations at some level involve NGOs, business actors and scientific experts in policy-making. This book offers the first systematic and comprehensive analysis of this development. Combining statistical analysis and in-depth case studies, it maps and explains the openness of international organizations across issue areas, policy functions and world regions from 1950 to 2010. Addressing the question of where, how and why international organizations offer transnational actors access to global policy-making, this book has implications for critical issues in world politics. When do states share authority with private actors? What drives the design of international organizations? How do activists and businesses influence global politics? Is civil society involvement a solution to democratic deficits in global governance?

Book excerpt: The private sector contributes to economic development by generating jobs and incomes, as well as through investments, new technologies, knowledge transfer, and enhanced productivity. This is particularly true in Asia and the Pacific, where much of the recent success in reducing poverty has been due to robust economic growth stimulated by the private sector. The development challenges and investment needs of the region remain large and diverse. The Asian Development Bank (ADB) helps address these challenges and investment needs by assisting the private sector through the Private Sector Operations Department. This third annual report on the development effectiveness of ADB's private sector operations reviews how the Private Sector Operations Department has contributed to promoting ADB's development effectiveness agenda. The report features the direct and indirect impact of private sector assistance. It considers the value added of this assistance, highlighting performance trends and identifying actions required to improve results.

Book excerpt: This book provides innovative thinking from a variety of perspectives on the important human rights, human security, and national security policy issues of today—and how these issues intersect. The issue of human security comes into play in nearly every important policy debate in global politics, and the protection of human rights is now recognized as one of the main functions of any legitimate modern state. How can the international community best ensure that human rights are protected while simultaneously protecting state security? Who should intervene in cases of mass, gross violations, and when are military actions justified? This book seeks to address and explore these difficult and pressing questions by presenting the differing views of commentators from various ends of the spectrum. Human Rights, Human Security, and State Security: The Intersection consists of three volumes, with each focusing primarily on one of the three broad areas while also drawing connections between them. A powerful resource for policy makers and practitioners in national governments, members of international organizations, and scholars, the innovative thinking presented will give readers a deepened understanding of the various international issues and help them to formulate effective policies in today's complex international landscape.

Focusing on the region’s economic development, the evolution of the international development agenda, and the story of ADB itself, this book raises several key questions: What are the outstanding features of regional development to which ADB had to respond? How has the bank grown and evolved in changing circumstances? How did ADB’s successive leaders promote reforms while preserving continuity with the efforts of their predecessors? ADB has played an important role in the transformation of Asia and the Pacific the past 50 years. As ADB continues to evolve and adapt to the region’s changing development landscape, the experiences highlighted in this book can provide valuable insight on how best to serve Asia and the Pacific in the future.

Available in PDF, EPUB and Kindle. Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Available in PDF, EPUB and Kindle. Book excerpt: Economic growth continues to transform the economic and political landscape of Asia. Equally the policies now being adopted to promote private sector participation, re-structure state entities, and reduce the presence of the state in the provision of public goods and services, are tied to fundamental transformations in Asia's state-society relations. The global cast of contributors present a timely analysis of the impact of neo-liberalism on Asia's developmental policies and the organisation of Asian states and markets. Ironically, the "developmental state" that has historically driven Asia's rapid economic transformation is now threatened by an increasingly dominant neoliberal agenda that aims to roll back the state in the name of market fundamentalism.

Book excerpt: Drawing on contributions from leading academics in the field, this volume within the Routledge Series in Human Resource Development specifically focuses on Global Human Resource Development (HRD). Specifically, the volume provides an overview of 17 regions, 85 countries and includes one emerging market grouping, CIVETS. This book examines the role of the state in HRD, the relationship between HRD and the level of economic development in the country or region, the influence of foreign direct investment within the country or region, and firm-level HRD practices within countries or regions. Global Human Resource Development analyzes HRD from institutional and cross-cultural perspectives, making it possible, for the first time, to analyze trends across countries and regions and to draw conclusions about the value of institutional and cross-cultural perspectives in the HRD context. There is currently no book on the market that conceptualizes the discipline of global HRD in this way, making this a definitive book on HRD across the globe of particular interest to researchers and reflective practitioners.
