Book excerpt: Safety Theory and Technology of High-Speed Train Operation puts forward solutions for train dispatching and signal control. Frequent railway incidents have threatened the safety of rail transport. In 2013, more than 12 trains collided. In the same year, a Spanish train derailed due to speed, and two of China’s high-speed trains collided. In 2016, Germany and Italy both experienced serious train collisions. Global railway security is essential. Many accidents are caused by train dispatching errors and signal system failure. Chinese high-speed railway has developed very quickly and at a very large scale. However, many issues reagrding safety has not been addressed. This book considers the issue from the perspective of a system. A train operation control system structure is put forward in order to ensure safety. Five key technologies (namely system-level fail-safe, parallel monitoring, completeness of train control data, data sharing and fusion and prevention of common errors in monitoring), are proposed. In order to prevent collision, over-speed, derailment, and rear-end collision accidents, the concept and corresponding parallel monitoring technology of five core control items (train route, speed, tracking interval, temporary speed limit, train running state) is proposed. Puts forward solutions for train dispatching and signal control Views high-speed train safety and technology from a systems-theory perspective Describes five key technologies to ensure safety Proposes five parallel monitoring technologies to prevent collision, over-speed, derailment and rear-end collision incidents Considers the very quick and large-scale development of Chinese high-speed rail

Available in PDF, EPUB and Kindle. Book excerpt: The Rail Safety Improvement Act of 2008 (RSIA08) requires implementation of positive train control (PTC) on railroads which carry passengers or have high-volume freight traffic with toxic- or poisonous-by-inhalation hazardous materials. Chapters 1 and 2 discuss passenger railroads' PTC progress and FRA's steps to assist them, and how passenger railroads and FRA plan to approach the 2018 and 2020 deadlines. Chapter 3 reports on the FRA's passenger equipment safety standards using a performance-based approach to adopt new and modified requirements governing the construction of conventional and high-speed passenger rail equipment. Chapter 4 examines key characteristics of FRA's and FTA's rail safety oversight programs and strengths and limitations of FRA's and FTA's rail safety oversight programs. Crashes at highway-rail grade crossings are one of the leading causes of railroad-related deaths. Chapter 5 examines the focus of FRA's grade-crossing-safety research, how states select and implement grade-crossing projects and what data are available from FRA to inform their decisions, and the challenges states reported in implementing and assessing projects and the extent to which FHWA assesses the program's effectiveness. When a train is not moving but its engines are running, it can present risks and disruptions for the surrounding community as reported in chapter 6. Railroad bridges carry heavy and potentially dangerous loads over busy roadways and important waterways. Many of these bridges are a century old or more. However, unlike road bridges, which are the responsibility of public entities, railroad bridges are the responsibility of the private railroad companies that own or operate them. Congress has acted in recent years to improve oversight of railroad bridge safety, but incidents have prompted concerns about whether enough is being done to protect the public as discussed in chapter 7. Train derailments or collisions are often well-publicized events and receive significant attention from policymakers seeking to reduce their reoccurrence. Less attention has been devoted to trespassing, although it is a much greater cause of rail-related fatalities than derailments and collisions combined. As reported in chapter 8, over three-fifths of deaths in rail incidents have been pedestrian trespassers, and vehicle-train accidents at railroad grade crossings account for nearly one-third Congress created the Railroad Rehabilitation and Improvement Financing (RRIF) program to offer long-term, low-cost loans to railroad operators, with particular attention to small freight railroads, to help them finance improvements to infrastructure and investments in equipment. This program is the focus of chapter 9. Chapter 10 examines how WMATA spent its capital funds from fiscal years 2011 through 2017, how WMATA's new capital planning process addresses weaknesses it identified in the prior process, and WMATA's progress toward its track preventive maintenance program's goals and how the program aligns with leading program management practices.

At present, it serves as an independent entity, it is subordinated to the minister responsible for transport. Since its inception, the Institute has been the centre of competence for technology, technique and organization of operation and services in rail transport, particularly in respect to innovation. One of its fundamental tasks also includes activities connected with safety which are carried out in close cooperation with the National Safety Authority, i.e. the Office of Rail Transport. At the same time the Institute participated in the process of upgrading and modernization of the rail network in Poland. Experience in high speed rail, gained as a result of international cooperation and basing on the effort to increase speed on railway lines in Poland (so far 200 km/h), is included in the monograph “Koleje Dużych Prędkości w Polsce” (High Speed Rail in Poland) published in 2015 for the benefit of the Polish reader. This monograph aims at reaching an international audience of experts so as to present Polish determinants of HSR implementation. In order to elaborate this monograph, apart from specialists from the Railway Research Institute, experts from other research and academic centres were invited. Not only presenting a wide range of problems connected with future construction of High Speed Lines in Polish conditions, but also a number of operational ones. The authors have created a reference work of universal character, solving problems in order to build and operate high speed rail systems in countries on a similar level of development as Poland. Features: providing requirements for design and upgrade of engineering works on High Speed Rail development information on restructuring and building railway lines for countries starting to develop a High Speed Rail system dealing with organizational, engineering, socioeconomic and economic demands for transport services and the formation of human resources for constructing and operting a High Speed Rails system. Presenting these problems on the international arena will facilitate future cooperation and application of world experience to create HSR in Poland and integrate the Polish HSR network into the international one.

Available in PDF, EPUB and Kindle. Book excerpt: Rapid advancements in train control and in-cab technologies provide significant opportunities for rail operators to improve efficiency and enhance their operations. New technologies often provide elegant solutions to existing problems or new capabilities for the operator. However, new technologies may also represent a significant form of risk. Thus, it is important to balance the potential for significant improvement with justifiable concern about how the technology may unpredictably change the nature of the work. If a technology is designed and implemented without considering the substantive human factors concerns, that technology may lead to unintended consequences that can introduce safety issues and disrupt network performance. It is important to note that even a well-designed and beneficial technology may be rejected by the users who see it as a threat to their jobs, status or working conditions. This book discusses the issues surrounding rail technology and introduces a ’toolkit’ of human factors evaluation methods. The toolkit provides a practical and operationally focused set of methods that can be used by managers considering investing in technology, staff charged with implementing a technology, and consultants engaged to assist with the design and evaluation process. This toolkit can help to ensure that new rail technologies are thoughtfully designed, effectively implemented, and well received by users so that the significant investment associated with developing rail technologies is not wasted.
