Book excerpt: The study assesses the situation of people with disabilities within the European Union and the impact of the measures used to increase their employment. People with disabilities face low employment rates, a high dependency on benefits as well as increased poverty risk. Two types of measures exist to reinforce the social inclusion of disabled people: passive measures (cash benefits) and active measures (active labour market policies). Non-discrimination legislation and policy play an important part within the integration process of the European Union. It is argued that there is a need for an effective implementation and enforcement of the principle of non-discrimination. In addition, disability should be addressed from a broader scope by focusing on remaining or partial work capacity rather than work incapacity. Therefore, a right balance between flexibility on the one hand and security on the other hand is needed. The objective of promoting independent living for disabled people should be included as an explicit priority in the next Disability Action Plan.

Book excerpt: Increasing the overall level of employment is a goal of the Europe 2020 strategy and Active Labour Market Policies (ALMPs) have become a key tool used by the European Union and its Member States with a view to increasing employment. This article examines the use of ALMPs, with a special focus on their use with regard to persons with disabilities. The employment rate of persons with disabilities is significantly below that of persons without disabilities, and ALMPs have been seen as a way of addressing the high levels of unemployment experienced by this group. The article explores what ALMPs mean in the context of persons with disabilities and takes Denmark as a case study to explore the use of a particular set of ALMPs to promote the employment of persons with disabilities. Denmark is of particular interest because it has undertaken significant reforms of its labour market policy in recent years and placed a particular emphasis on ALMPs, including with regard to persons with disabilities. The article examines ALMPs in general as well as ALMPs which can be directed at persons with disabilities. The article provides an overview of ALMPs in Denmark which target persons with disabilities, with a special focus on the latest reform to the Danish wage subsidy system directed at workers with a disability. The article examines evidence on the effectiveness of ALMPs and assesses the effect the Danish ALMPs reforms have had on persons with disabilities and the benefits and risks that such policies entail.

Book excerpt: Active labour market policies aim to assist people not in work to move into employment through a range of interventions including job search, preparation, training and in-work support and development. While policies, programmes and scholarship predominantly focus on jobseekers’ engagement with these initiatives, this book is the first text to shed light on the employer’s perspective. Bringing together renowned scholars from social and public policy and human resource management, the book draws on empirical research, comparative case studies and real-life examples from practice, providing a comprehensive analysis of this under-explored issue. This go-to resource will inform HRM and public policy scholarship and promote collaborations between the disciplines.

Book excerpt: Developing better employment and management practices for a diverse workplace is quickly becoming a major concern amongst most modern organisations; however, a lack of research into good practices has a limiting effect. Dealing specifically with disabilities, this pioneering work is based on international research spanning several European countries to demonstrate best practice. Aiming to fill a gap in knowledge, the authors offer interdisciplinary insights into managing diversity in the workplace, taking into account various social and cultural contexts. Providing analysis and recommendations for adapting organisational practices to different workplace settings, this Palgrave Pivot is a vital read for scholars of HRM and diversity management, as well as policy-makers and practitioners.
