Book excerpt: In thought-provoking fashion,R. S.Murali contemplates the problems facing the decision makers of India in the twenty first century. Accountability in governance is the key issue today and the world is looking for some approach to understand the same. He examines in detail the demand side of accountability for the first time ever and provides an in-depth analysis, and means, for all the stakeholders, particularly the policy makers and researchers. The ATA© model (the accountability- ansparencyactionability trio) arising out of this research is bound to be a useful tool for those involved in conceptualization, implementation or evaluation of accountability/transparency. This book, the result of his research based on hard urban data, makes compelling reading, and is a must-read for both policy-makers and those affected by such policies. This book is being released at a time when the national debate is dominated by the elections to the 16th Lok Sabha. The UPA which has been ruling the country for nearly a decade after the 2004 elections has left a very poor track record of governance marked by a series of high profile scams and brazen corruption. The three recent agitations led by three charismatic leaders – Anna Hazare, Baba Ramdev and Arvind Kejriwal –have made accountability and good governance especially with the focus on eradicating corruption from public life the key issue. In this context, well conceived ideas for good governance become vital to add depth to the contents of the debates. More importantly they may have an impact in the framing of the public policies of the incoming government. N VITTAL Retd. Chief Vigilance Commissioner This book is an important contribution to the literature on public accountability and transparency, offering valuable conceptual models, grounded in the reality of urban life through a case study of Chennai. Samuel Paul Founder, Public Affairs Centre and former Director, IIMA A must-read for anyone interested in the challenges of fixing our cities, and the role played by systemic reforms related to information, accountability and participation in improving urban services. The book ‘Demand side of Accountability’ brings much-needed rigour to the critical element in a ‘city-systems’ framework, and holds much value for practitioners as well as policy makers. It deserves wide dissemination and discussion. Ramesh Ramanathan Convener, Janaagraha A major effort in understanding the theoretical underpinnings of governance in civic bodies. M.R.Sivaraman Retd. Available in PDF, EPUB and Kindle. Book excerpt: In India the highest form of urban local government is a municipal corporation. Municipal Corporation as well as local bodies of all categories have always been subject to state control, however, the nature and purpose of the state control has been changing from time to time. The present study is to examine and evaluate the state control over municipal corporations in India with special focus on metropolis. Two view points have stood in the way of a proper appreciation of state-municipal relations: (i) The municipal corporation have to be regularly controlled, supervised, guided and occasionally punished to get work out of them. (ii) The municipal democracy run by elected city fathers is opposed to any sort of interference from the state governments. There has been almost continuous controversy between state control and local autonomy. In many states the ideal of municipal corporation is lacking and state control over local bodies and municipal corporations is either excessive or exercised in a wrong way. It is however, universally admitted now that local bodies are the creations of the state government and some amount of State control over them is not only necessary but is a must in modern times. The problem is how should the State control be designed and exercised that a balance is struck between the autonomy which a locally elected body should enjoy to meet the wishes of the people and the overall responsibilities of the State to see that the Municipal Corporations function properly in order to foster the welfare of the citizens.

Book excerpt: Over the next 20 years, most low-income countries will, for the first time, become more urban than rural. Understanding demographic trends in the cities of the developing world is critical to those countries - their societies, economies, and environments. The benefits from urbanization cannot be overlooked, but the speed and sheer scale of this transformation presents many challenges. In this uniquely thorough and authoritative volume, 16 of the world's leading scholars on urban population and development have worked together to produce the most comprehensive and detailed analysis of the changes taking place in cities and their implications and impacts. They focus on population dynamics, social and economic differentiation, fertility and reproductive health, mortality and morbidity, labor force, and urban governance. As many national governments decentralize and devolve their functions, the nature of urban management and governance is undergoing fundamental transformation, with programs in poverty alleviation, health, education, and public services increasingly being deposited in the hands of untested municipal and regional governments. Cities Transformed identifies a new class of policy maker emerging to take up the growing responsibilities. Drawing from a wide variety of data sources, many of them previously inaccessible, this essential text will become the benchmark for all involved in city-level research, policy, planning, and investment decisions. The National Research Council is a private, non-profit institution based in Washington, DC, providing services to the US government, the public, and the scientific and engineering communities. The editors are members of the Council's Panel on Urban Population Dynamics.
