Book excerpt: This report discusses the growth of the National Information Infrastructure (NII), or the information superhighway, and its implications for people with disabilities. Advantages for people with disabilities include: increasing the ability of individuals with some types of disabilities to access and use information; decreasing personal isolation due to mobility and communication restrictions; allowing individuals to interact with others in a way that makes their disability invisible or irrelevant; and allowing convenient access to educational and medical services. The barriers to the NII include: socioeconomic barriers; the complexity in the design of many products; the use of graphic interfaces; the use of touchscreens and pointing interfaces where alternate input techniques are not available; virtual environments; sound; animation and interactive systems; and the sealed nature of public systems that must have built-in access accommodations if they are to be made accessible. The report makes recommendations on how facets of the NII can be modified to allow greater access by those with disabilities and strategies that can be used to achieve changes. A list of 17 additional readings is included. An appendix describes the mission of the National Council on Disability. (CR)

Book excerpt: This edited collection brings together keynote articles from the journal Disability & Society to provide a comprehensive and though-provoking exploration of the place of technology in disabled people’s lives, documenting and analysing the growing impact of technology on disability and society over recent decades. The authors explore theoretical, empirical and moral dilemmas that arise with the changing relationship between technological change and the lives, aspirations and possibilities of disabled people. The volume is organised into three parts which consider early foundational work connecting disability and technology; key empirical studies related to the optimum use of technologies for independence and inclusion; and new moral and social dynamics thrown up by technological developments for disabled people’s lives.

Book excerpt: This report provides an overview of multimedia access barriers and solutions for people with sensory disabilities, including recommended public policy interventions. A letter of transmittal to the President and both houses of Congress precedes the main body of the report. An executive summary groups recommendations under the following categories: establishment and tasks of a National Advisory Task Force on Multimedia Access; legislative/regulatory policies (at both federal and state levels); and research, education, and collaboration. The report's main body is divided into five sections which address: (1) use and importance of multimedia; (2) barriers to accessing multimedia; (3) solutions for making multimedia products accessible; (4) voluntary efforts to improve access to multimedia; and (5) recommendations for further action. Seven appendices provide information on a framework of multimedia categories; statistics on the number of people who are visually or hearing impaired in the United States; results of a survey of educators of people with visual impairments working with multimedia products; results of a questionnaire for educators of people who are blind or visually impaired; questions for educators and media specialists working with people with hearing impairments; a listing of current multimedia projects focusing on accessibility; and the mission statement of the National Council on Disability. A glossary is included. (Contains 90 references.) (DB)

Book excerpt: Media representation of and for the disabled has been recharged in recent years with the expansion of new media worldwide. Interactive digital communications -- such as the Interact, new varieties of voice and text telephones, and digital broadcasting -- have created a need for a more innovative understanding of new media and disability issues. This engaging analysis offers a global perspective on how people with disabilities are represented as users, consumers, viewers, or listeners of new media, by policymakers, corporations, programmers, and the disabled themselves.

Available in PDF, EPUB and Kindle. Book excerpt: "Freedom and Justice for all" is a phrase that can have a hollow ring for many members of the disability community in the United States. Jacqueline Vaughn Switzer gives us a comprehensive introduction to and overview of U.S. disability policy in all facets of society, including education, the workplace, and social integration. Disabled Rights provides an interdisciplinary approach to the history and politics of the disability rights movement and assesses the creation and implementation, successes and failures of the 1990 Americans with Disabilities Act (ADA) by federal, state and local governments. Disabled Rights explains how people with disabilities have been treated from a social, legal, and political perspective in the United States. With an objective and straightforward approach, Switzer identifies the programs and laws that have been enacted in the past fifty years and how they have affected the lives of people with disabilities. She raises questions about Congressional intent in passing the ADA, the evolution and fragmentation of the disability rights movement, and the current status of disabled people in the U.S. Illustrating the shift of disability issues from a medical focus to civil rights, the author clearly defines the contemporary role of persons with disabilities in American culture, and comprehensively outlines the public and private programs designed to integrate disabled persons into society. She covers the law's provisions as they apply to private organizations and businesses and concludes with the most up-to-date coverage of recent Supreme Court decisions-especially since the 2000-2002 terms-that have profoundly influenced the implementation of the ADA and other disability policies. For activists as well as scholars, students, and practitioners in public policy and public administration, Switzer has written a compassionate, yet powerful book that demands attention from everyone interested in the battle for disability rights and equality in the United States.

The book walks readers through the Center’s nascent attempts to solve individual challenges with augmentative communication devices through contemporary efforts to establish global frameworks and infrastructures for accessibility. This book is premised on the Center’s mission to maximize the potential of people with disabilities by harnessing evolving technologies while at the same time dismantling the barriers created by those same technological advancements. Readers will learn how this has been done in the past and why this practice should be a fundamental and integrated feature in new technology planning and implementation. The book touches on pre-internet technologies before exploring the huge implications of, first, the personal computer and, second, the Internet. In parallel with the massive growth in scale rendered by the launch of the Web, the book traces the expansion of the Center’s focus from the individual to the universal, particularly in working to establish accessibility standards and infrastructures. Learning from the successes and failures of the Center, the book outlines many past challenges and future directions for the development of technologies for people with disabilities from the research and industry perspectives.
