The Chernobyl disaster has been variously ascribed to human error, reactor design flaws, and industry mismanagement. Six former Chernobyl employees were convicted of criminal negligence; they defended themselves by pointing to reactor design issues. Other observers blamed the Soviet style of ideologically driven economic and industrial management. In Producing Power, Sonja Schmid draws on interviews with veterans of the Soviet nuclear industry and extensive research in Russian archives as she examines these alternate accounts. Rather than pursue one “definitive” explanation, she investigates how each of these narratives makes sense in its own way and demonstrates that each implies adherence to a particular set of ideas—about high-risk technologies, human-machine interactions, organizational methods for ensuring safety and productivity, and even about the legitimacy of the Soviet state. She also shows how these attitudes shaped, and were shaped by, the Soviet nuclear industry from its very beginnings. Book excerpt: In 1996, the US and the Russian Federation completed an initial joint study of the candidate options for the disposition of surplus weapons plutonium in both countries. The options included long term storage, immobilization of the plutonium in glass or ceramic for geologic disposal, and the conversion of weapons plutonium to spent fuel in power reactors. For the latter option, the US is only considering the use of existing light water reactors (LWRs) with no new reactor construction for plutonium disposition, or the use of Canadian deuterium uranium (CANDU) heavy water reactors. While Russia advocates building new reactors, the cost is high, and the continuing joint study of the Russian options is considering only the use of existing VVER-1000 LWRs in Russia and possibly Ukraine, the existing BN-60O fast neutron reactor at the Beloyarsk Nuclear Power Plant in Russia, or the use of the Canadian CANDU reactors. Six of the seven existing VVER-1000 reactors in Russia and the eleven VVER-1000 reactors in Ukraine are all of recent vintage and can be converted to use partial MOX cores. These existing VVER-1000 reactors are capable of converting almost 300 kg of surplus weapons plutonium to spent fuel each year with minimum nuclear power plant modifications. Higher core loads may be achievable in future years.

This model will provide a significant analytical capability for the Bulgarian nuclear regulatory body (Committee on the Use of Atomic Energy For Peaceful Purposes) and the Bulgarian technical specialists located at the power plant site (Kozloduy Nuclear Power Plant). In addition, the initial validation of computer model has been completed and is described in the paper. The analytical results are compared with data obtained during planned testing at the power plant; the test performed was the trip of a single main coolant pump. In addition, the paper provides a discussion of various other RELAP5 parameters calculated for the main coolant pump trip scenario. This model development and validation analysis represents an important accomplishment in the analyses of Russian designed nuclear power plants with computer codes developed and used in Western countries. The results indicate that RELAP5 can predict the thermal-hydraulic behavior of the VVER-1000 reactor for the class of transients represented by test results. 8 refs., 11 figs., 1 tab.
