Book excerpt: The private working land base of America's forests is being converted to developed uses, with implications for the condition and management of affected private forests and the watersheds in which they occur. The Forests on the Edge project seeks to improve understanding of the processes and thresholds associated with increases in housing density in private forests and likely effects on the contributions of those forests to timber, wildlife, and water resources. This report, the first in a series, displays and describes housing density projections on private forests, by watershed, across the conterminous United States. An interdisciplinary team used geographic information system (GIS) techniques to identify fourth-level watersheds containing private forests that are projected to experience increased housing density by 2030. Results indicate that some 44.2 million acres (over 11 percent) of private forests--particularly in the East, where most private forests occur--are likely to see dramatic increases in housing development in the next three decades, with consequent impacts on ecological, economic, and social services. Although conversion of forest land to other uses over time is inevitable, local jurisdictions and states can target efforts to prevent or reduce conversion of the most valuable forest lands to keep private working forests resilient and productive.

Book excerpt: Oregon State University researchers conducted a survey in 1994 of non-industrial private forest (NIPF) landowners in western Oregon and western Washington. Private forests provide valuable ecological services, such as fish and wildlife habitat, and are also partially filling the gap created by recent reductions in federal timber harvest in the region. The purpose of the study was to assess demographic characteristics, timber management practices, harvest decisions, attitudes toward government regulation, and the use of government assistance by NIPF landowners in western Oregon and western Washington. NIPF owners are a very heterogenous class with diverse objectives, ranging from timber production to the enjoyment of owning "green space". Most of the owners surveyed had harvested timber from their land and had used a variety of methods, including clearcuts (28%) and thinnings and other partial cuts (60%). A majority (68%) said they would alter the amount and timing of their harvest if it were necessary to maintain a healthy ecosystem. However, most owners would not be willing to give up their right to harvest timber altogether, even if offered a tax incentive. Many of the results differed between owners of large acreages and owners of small acreages.

A telephone survey of residents in the five-county region of northern Vermont and New Hampshire was conducted to determine resident attitudes and resource use patterns. Respondents were asked to: (1) Assess problems confronting their communities and region and express their attitudes toward local and regional planning; (2) Indicate their frequency of participation in a variety of outdoor recreational activities and their knowledge of ownership of the land they used for recreation; and (3) Indicate their support for or opposition to certain options that might be available to ensure the continuation of the large, single landownership patterns within northern forest lands. Book excerpt: A tectonic shift in land ownership by the forest products industry has transformed private forestland across the United States. Previous research has focused primarily on documenting the total extent of land transfers from vertically integrated forest products companies to new owners, especially corporate investors in the form of timberland investment management organizations (TIMOs) and real estate investment trusts (REITs). The primary goal of this research was to determine how the new owners of former industrial forestland have altered the distribution and functions of Wisconsin's working forests. I drew on several complementary methodologies, beginning with stakeholder interviews and document analysis to determine the motivations of land owners and managers through profiles of the state's largest private ownerships. I then explored the location-specific predictors of land sales, parcelization, and conservation easements using a quantitative analysis of data from a statewide conservation program with ownership change information assembled from public, corporate, and archival sources. Finally, I combined this extensive ownership dataset with records of timber product harvesting in a fixed effects model to analyze the effects of ownership type and change on timber harvesting while accounting for property location, conservation easement status, and annual variation. The result is an in-depth study that documents the transition of industrial forest ownership in a state where private forestland is embedded in a complex landscape of control, use, and production. Wisconsin's private forests are critical resources for a wide range of residents, recreationists, and local economies. Investor owners have maintained open access to nearly all of their properties, and guaranteed access to a significant portion through permanent conservation easements. However, they have also sold a substantial amount of property to private owners, especially smaller properties with greater development and residential value. Remaining large ownerships have condensed into a smaller set of the most productive forestland holdings. Timber harvesting practices on these properties have been reduced and shifted towards uneven-aged management strategies. I use the results of these three studies to draw conclusions about the role of forest stakeholders at different scales, the interactions of forest conservation strategies, and the importance of private forest monitoring and reporting.
