The average American municipal police academy only requires 26 weeks of training, despite previous studies showing overwhelming support that college educated police officers apply more discretion in their use of force than officers without a college degree. Taking into account contemporary public/police conflicts and how American perceptions of police are based largely on officer use of force, this study offers a more current perspective on the profession’s changing dynamic over the past decade. With data gathered from over 400 officers from 143 distinct municipal police agencies in 6 American states, the study examines the association between a college education and the level of force used to gain compliance during arrest situations, and notes discrepancies between previously studied factors and contextual variables. This brief will be useful for researchers of policing and for those involved with police training.

Available in PDF, EPUB and Kindle. Book excerpt: This book details a 2-year study that examined and compared the efficacy of an andragogical instructional methodology to that of a traditional, prescriptive, pedagogical, and militaristic format of basic police training. The study not only revealed that an andragogical approach yielded greater outcomes in terms of skills and competencies, but was preferred among recruits, in great part due to the emphasis placed on experiential learning and a collegiate and collaborative approach to learning. In his research, Robert F. Vodde identified six thematic, categorical constructs by which basic police training programs can be organized and administered, to include the importance for not only working within a quasi-military hierarchal organizational structure, but in preparing recruits for the emotional and physical challenges associated with police work. When properly administered, an andragogical approach represents a well-planned and skillfully orchestrated process that holistically integrates all aspects of the curriculum; one that capitalizes on the use of multi-sensory, experiential, hands-on learning activities that allow recruits to apply what they have learned. Considering the short and long-term impacts of basic police training, Vodde illuminates in this book that "an andragogical instructional methodology serves as a pragmatic, effective, and responsive approach to training"; it is one that creates a physical and psychological climate that takes into consideration the affective needs of the recruit, thus providing for a healthy, engaging, challenging, and collaborative atmosphere in which future police officers "develop a clear understanding and perspective of their role within the greater context of society."

Available in PDF, EPUB and Kindle. Book excerpt: 520 This 1989 study examined the impact of a college requirement on the proportionate recruitment of minorities for police work. The first phase of the study was a comprehensive review of related research in police education, and the second phase was a survey of 699 State, county, and municipal law enforcement agencies. The third phase consisted of site visits to selected police departments to collect policy-related materials and explore educational issues in greater depth through document review and interviews. The final phase of the research involved extensive legal research on the bona fide occupational qualifications (BFOQ), discrimination in employment, and affirmative action practices. The data indicate that in the aggregate, law enforcement agencies in the research population had minority group members in proportions comparable to the general population. Educational levels of minority police officers were approximately the same as white officers at the undergraduate level and higher than white officers at the graduate level. Although a number of factors make college education disproportionately inaccessible to minorities, the courts have ruled that job requirements justify making a college degree a qualification for employment. Apparently there is an adequate pool of both minority and majority college-educated men and women interested in police employment. A college education can be both empirically and legally justified as a BFOQ and should be established.

The author also explains why POP programs have obtained such positive results. This is the only book recommended by the Center for Problem-Oriented Policing for all modules of its Model POP Curriculum, including courses for undergraduates and graduate students, and training programs for pre-service and in-service police personnel. The second edition has been greatly expanded to include many more analyses of key concepts, results from real-world applications, and recommendations for improved POP programming.
