Book excerpt: Since 1987, the investigation of the relationship between female labour market behaviour and fertility, which forms part of the research programme of the Economic Institute / Centre for Interdisciplinary Research on Labour Market and Distribution Issues (CIAV) of Utrecht University, also became a part of the research programme of the Netherlands Interdisciplinary Demographic Institute (NIDI). Since then, I have been entrusted with research on this topic. In this context, I acted on a suggestion made by Frans Willekens to organize an international workshop, with the help of other members of the NIDI staff and with the administrative and organizational support of the NIDI. This resulted in the workshop "Female Labour Market Behaviour and Fertility: Preferences, Restrictions, Behaviour," held at the Netherlands Interdisciplinary Demographic Institute in The Hague, April 20-22, 1989, under the auspices of the European Association for Population Studies (EAPS). In this workshop, demographers, econometricians, economists, psychologists and socio logists discussed the paths to a truly interdisciplinary approach to the relationship between female labour market behaviour and fertility. Such an interdisciplinary approach requires a common theoretical framework. The rational-choice framework was considered to be best suited to this purpose. As a consequence, the workshop was not only structured by what was studied, but also by how it was studied. This volume consists of the papers presented at the above-mentioned workshop, as revised by the authors in collaboration with the editors.

Before 1960, there were substantial improvements in life expectancy, but fertility declines were very rare. Few people used modern contraceptives, and couples had large families. Since 1960, however, fertility rates have fallen in virtually every major geographic region of the world, for almost all political, social, and economic groups. What factors are responsible for the sharp decline in fertility? What role do child survival programs or family programs play in fertility declines? Casual observation suggests that a decline in infant and child mortality is the most important cause, but there is surprisingly little hard evidence for this conclusion. The papers in this volume explore the theoretical, methodological, and empirical dimensions of the fertility-mortality relationship. It includes several detailed case studies based on contemporary data from developing countries and on historical data from Europe and the United States.

Book excerpt: This paper analyzes the relationship between fiscal and structural policies and gender inequality in education and labor force participation for countries at different stages of development. Due to the substantial number of possible factors that link with gender inequality previously highlighted in the literature, we pay particular attention to addressing model uncertainty and using various statistical methods to find the variables with the strongest links to gender gaps. We find that higher public spending on education, better sanitation facilities, low adolescent fertility, and narrower marriage age gaps are significantly related to narrower gender gaps in education. We also find that better infrastructure, a stronger institutional environment, more equal legal rights, and low adolescent fertility rates are strongly associated with higher female labor force participation. When labor market protection is low, an increase in protection is associated with a narrowing of labor force participation gaps between men and women. But when labor market protection levels are high, an increase in protection is associated with a widening in labor force participation gaps.

Beyond Six Billion asks what such projections really say, why they say it, whether they can be trusted, and whether they can be improved. The book includes analysis of how well past U.N. and World Bank projections have panned out, what errors have occurred, and why they have happened. Focusing on fertility as one key to accurate projections, the committee examines the transition from high, constant fertility to low fertility levels and discusses whether developing countries will eventually attain the very low levels of births now observed in the industrialized world. Other keys to accurate projections, predictions of lengthening life span and of the impact of international migration on specific countries, are also explored in detail. How good are our methods of population forecasting? How can we cope with the inevitable uncertainty? What population trends can we anticipate? Beyond Six Billion illuminates not only the forces that shape population growth but also the accuracy of the methods we use to quantify these forces and the uncertainty surrounding projections. The Committee on Population was established by the National Academy of Sciences (NAS) in 1983 to bring the knowledge and methods of the population sciences to bear on major issues of science and public policy. The committee's work includes both basic studies of fertility, health and mortality, and migration; and applied studies aimed at improving programs for the public health and welfare in the United States and in developing countries. The committee also fosters communication among researchers in different disciplines and countries and policy makers in government, international agencies, and private organizations. The work of the committee is made possible by funding from several government agencies and private foundations.
