As políticas aqui descritas caracterizam-se por agir junto das pessoas quer em antecipação do mercado de trabalho - introduzindo a prospetiva estratégica - quer em retificação das necessidades da economia através da educação ao longo da vida. Defendendo que a empregabilidade deve situar-se muito para além das clássicas políticas de emprego, o autor propõe uma arquitetura de intervenção num perímetro de atuação alargado, pois incidindo sobre os estudantes, os jovens sem educação, formação ou emprego, os NEET - para os quais a resposta é o grande desafio para as metas da Europa 2020 -, os trabalhadores, os inativos e os desempregados.

De fato, a crise do emprego coincide com a aplicação de um modelo econômico, fundamentado no ideário neoliberal, e com a substituição do padrão de intervenção pública, até então vigente, por um novo padrão, fundamentado na intervenção mediante políticas públicas. Tais informações passaram a ser adotadas na América Latina nos anos 80, introduzindo um conjunto de reformas de caráter estrutural que revolucionaram o mundo do trabalho. Os efeitos dessas reformas incidiram de tal maneira que, hoje, vivemos uma crise que ultrapassa a dimensão econômica da problemática do desemprego e afeta os diferentes âmbitos em que o indivíduo se insere nesta sociedade. Baseado na formulação de uma compreensão da crise do emprego como a acima descrita, o presente trabalho desenvolve uma análise das políticas públicas de geração emprego que foram implementadas, nas regiões metropolitanas de Buenos Aires e São Paulo, como políticas de caráter compensatório perante as reformas estruturais realizadas na região desde a década 80. Para tanto, sâo analisadas todas as políticas públicas ativas de geração direta de emprego colocadas em prática nessas regiões no periodo em estudo, visando a elaboração de uma avaliação quanto aos limites da sua eficácia no enfrentamento da p.

That tradition has tended to atrophy in the last decade, largely because of an enormous expansion of the domain of neoc1assical economics. The expansion has fed on two sdentific developments: first, human capital theory; second, contract theory. Both developments have taken phenomena critical to the operation of the economy but previously understood in terms of categories separate and distinct from those with which economists generally work and sought to apply the same analytical techniques that we use to understand other economic problems. Human capital theory has applied conventional techniques to questions of labor supply. It began this endeavor with the supply of trained labor and then expanded to a general theory of labor supply by broadening the analysis to the allocation of time over the individual's life, the interdependendes of supply decisions within the family, and finally to the formation of the family itself. Similarly, contract theory has moved from a theory that explains the existence of c10sed economic institutions to a theory of their formation and internaioperation. The hallmark of both of these developments is the extension and applica tion of analytical techniques based on purposive maximization under con traints and the interaction of individual decision makers through a com petitive market or its analogue.
