Book excerpt: People still think of the Cold War as a simple two-sided conflict, a kind of gigantic arm wrestle on a global scale," writes Marc Trachtenberg, "but this view fails to grasp the essence of what was really going on." America and Russia were both willing to live with the status quo in Europe. What then could have generated the kind of conflict that might have led to a nuclear holocaust? This is the great puzzle of the Cold War, and in this book, the product of nearly twenty years of work, Trachtenberg tries to solve it. The answer, he says, has to do with the German question, especially with the German nuclear question. These issues lay at the heart of the Cold War, and a relatively stable peace took shape only when they were resolved. The book develops this argument by telling a story--a complex story involving many issues of detail, but focusing always on the central question of how a stable international system came into being during the Cold War period. A Constructed Peace will be of interest not just to students of the Cold War, but to people concerned with the problem of war and peace, and in particular with the question of how a stable international order can be constructed, even in our own day.

Available in PDF, EPUB and Kindle. Book excerpt: Italy’s Foreign Policy in the Twenty-First Century: The New Assertiveness of an Aspiring Middle Power, edited by Giampiero Giacomello and Bertjan Verbeek, fills a gap in the middle powers literature in general because of its focus on Italy. Relying on insights from foreign policy analysis, it offers an innovative theoretical inroad into Italian foreign policy by linking European and international factors with domestic processes of status making. Finally, this volume focuses on actors, issues, and policy instruments in vital areas of Italy’s foreign policy rather than bilateral relations between Italy and other counties or regions.

Available in PDF, EPUB and Kindle. Book excerpt: This is a practical guide to the historical study of international politics. The focus is on the nuts and bolts of historical research--that is, on how to use original sources, analyze and interpret historical works, and actually write a work of history. Two appendixes provide sources sure to be indispensable for anyone doing research in this area. The book does not simply lay down precepts. It presents examples drawn from the author's more than forty years' experience as a working historian. One important chapter, dealing with America's road to war in 1941, shows in unprecedented detail how an interpretation of a major historical issue can be developed. The aim throughout is to throw open the doors of the workshop so that young scholars, both historians and political scientists, can see the sort of thought processes the historian goes through before he or she puts anything on paper. Filled with valuable examples, this is a book anyone serious about conducting historical research will want to have on the bookshelf.

Available in PDF, EPUB and Kindle. Book excerpt: In the United States, discussion of the Vietnam War has tended to focus on the U.S. role, U.S. strategy, U.S. diplomacy, and the war's effects on American society. The tendency to hold U.S. domestic politics responsible for the war's outcome implies that events in Indochina were nothing more than a backdrop for an essentially American drama. In contrast, The Second Indochina War emphasizes the Vietnamese dimensions of a conflict in which all of Indochina—Vietnam, Laos, and Cambodia—was treated as a single strategic unit. The author contends that only from this perspective is it clear how the war began, why its scale outstripped U.S. expectations, and why the Communists prevailed. Professor Turley gives a balanced account of events in, and views from, Washington, Saigon, and Hanoi. Drawing on years of research in primary documents and interviews conducted by the author in Saigon and Hanoi, the book focuses on the experience, strategies, leadership, and internal politics of the revolutionary side. To set the scene, the author considers the legacies of colonial rule in Indochina and the origins of the U.S. commitment there. He recounts the development of the Saigon regime and explains the bases of revolution in the South, the key communist decisions, and the North's response to bombing. The major military campaigns are clearly described and analyzed, as are the negotiations that led to the Paris Agreement and its aftermath. Vietnam is the central focus, but the reader's attention is also drawn to the strategies and events that unified the conflict in all three countries of Indochina into a single war. Concise yet comprehensive, The Second Indochina War is suitable for the general reader, as a text for courses on the war, or as supplementary reading for courses on Southeast Asian politics, U.S. foreign policy, revolutionary conflict, and Asian regional security. An annotated bibliography and chronology enhance its usefulness. Original material on communist internal debates and military campaigns, based on primary documents in Vietnamese, will also make this book a valuable resource for scholars of Southeast Asia.
