Book excerpt: Unmanned Aircraft Systems (UAS) represent a significant potential for growth in the aerospace industry. Their use in military operations has increased exponentially in the last decade alone, requiring a corresponding increase in training airspace in the United States. In addition to military usage, UAS have the potential to fulfill a myriad of roles for both the public and private sectors. However, the use of UAS has been limited in the National Airspace System (NAS) to military and public applications and only under fairly restrictive Certificates of Authorization or Waiver (COA). The only way to truly realize the potential of UAS is to fully integrate them into the NAS. The desire to integrate UAS was recently codified into law with the 2012 FAA Modernization Act, mandating integration by specific, fairly short timelines. There are several challenges currently preventing the full integration of UAS that range from technological to procedural areas. However, the one common theme in all of these challenges is Safety. Across the literature on this topic there is no consensus on how safe UAS need to be to achieve integration, whether UAS can currently meet specified safety targets, and if not, what is the best way to achieve the safety goals. The purpose of this effort was to demonstrate a comprehensive framework for analyzing UAS integration efforts using a Target Level of Safety (TLS) approach. Using reliability tools, aircraft encounter models, and data from a wide variety of sources ranging from manned aircraft safety, explosives, falling debris and earthquake damage, the primary outcome of the effort was a better understanding of the risk to second and third party persons as a result of UAS operations in the NAS. This framework and associated models are validated using reliability and casualty data from manned aircraft operations. The framework is then applied to several relevant and specific cases to demonstrate the impact of policy decisions on UAS reliability and allowed operational areas. The supporting research and analysis can serve as a baseline for future integration analysis and decision-making efforts, and was designed to allow stakeholders and decision makers in this field to assess UAS safety, and set minimum system reliability requirements and mitigation system effectiveness standards.

In addition, FAA has not established a regulatory framework for UAS integration and is also not effectively collecting and analyzing UAS safety data or managing its oversight of UAS operations. Furthermore, FAA is behind schedule in meeting most of the UAS-related provisions of the FAA Modernization and Reform Act, including the August 2014 milestone for issuing a final rule on small UAS operations. The perspectives and information available from these individual activities create a framework and reveal an evolving capability for the integration of UAS into the NAS.Representatives from the Next Generation Air Transportation System (NextGen) partner agencies – the Departments of Transportation (DOT), Defense (DoD), Commerce (DOC), and Homeland Security (DHS), the National Aeronautics and Space Administration (NASA), and the Federal Aviation Administration (FAA) – as well as industry representatives, provided through the FAA's UAS Aviation Rulemaking Committee (ARC), have actively participated in constructing this Plan. The completed work is a testament to the collaboration among representatives from the partner agencies and the UAS community.The continued safe integration of UAS in the NAS and increased NAS access for UAS will be driven by incremental advances in: research and development (R&D) (including test ranges); rulemaking (including operational approval and airworthiness standards); and development of UAS-related technologies. Safe integration will lead us from today's need for accommodation of UAS through individual approvals to a time when standardized/routine integration into the NextGen environment is well defined.Six high-level strategic goals that are specific, measureable, attainable, realistic, and timely were developed to reflect the principal objective of safe UAS integration into the NAS. These high-level goals – summarized below – were derived from existing goals provided by the partner agencies and should therefore resonate with the wide range of UAS stakeholders.The overarching approach for the Goals is to allow public integration to lay the framework for civil integration. The first two Goals apply to small UAS (under 55 pounds) within visual lineof- sight (VLOS), assuming the public realm would be accomplished first and civil would follow; the third and fourth Goals apply to the other UAS, with the same process: public would occur first and civil would follow. Goal 5 was established to plan and manage growing automation capabilities through research, and Goal 6 provides the opportunity for the U.S. to remain leaders in the international forum. The sum of these Goals shows a phased-in approach for UAS integration in the NAS.The UAS Comprehensive Plan sets the overarching, interagency goals, objectives, and approach to integrating UAS into the NAS. Each partner agency will work to achieve these national goals, and may develop agency-specific plans that are aligned to the national goals and objectives. The FAA's Integration of Civil UAS in the NAS Roadmap is an example of one such plan. It outlines, for planning purposes and within a broad timeline, the tasks, assumptions, dependencies, and considerations needed to enable UAS integration in the NAS within the wider UAS community. It will remain consistent with the UAS Comprehensive Plan. The FAA's UAS Concept of Operations (ConOps) reflects their desired end-state, and lays out the pathway for achieving this end-state, anticipating the technological and procedural enhancements required to make integration happen. In addition, it begins the engineering process of incorporating UAS-specific changes into the NextGen Implementation Plan.

Book excerpt: A need exists for utility companies to incorporate unmanned aircraft systems (UAS) into their operations to reduce the cost and increase the safety of asset inspections. The FAA is allowing the use of UAS for commercial purposes under strict operational restrictions that would limit utility companies from realizing the full potential of UAS operations. The goal of this thesis is to provide a comprehensive risk analysis for National Grid as well as other utility companies to guide some of the Federal Aviation Administration's (FAA) imposed restrictions to enable wider use of UAS in utility operations. Through a probability-based risk analysis, a level of safety (LOS) was determined for utility applications based upon two major failure modes identified by a hazard tree analysis: midair and ground collisions. The factors considered in the ground collision model include: UAS reliability, wind gust data, population density, time use survey data and the FAA-published LOS for aircraft in the National Airspace (NAS). These factors were combined to determine the minimum UAS mean time between failure (MTBF) required to meet the FAA LOS requirement. The results of this analysis determine that the UAS must have a minimum MTBF of 478 hours to operate within National Grid's service territory. This MTBF measurement varies per town due to differences in wind speed and population density. For the midair collision, the factors considered were helicopter flight patterns near power lines, UAS potential flights patterns, and the reliability of system processes to keep UAS and helicopters out of conflict. For the New England territory, an 88.2% measure of reliability of the system is required to maintain the stated LOS, while New York requires 60.7%. This difference is due to a larger amount of lockout patrols over a smaller overall mileage area in New England. Various mitigation factors can be used to ensure even further safer operation, including geofencing and see-and-avoid systems. Through this risk analysis, National Grid and other utilities have additional data on the safety of operating UAS for their use cases. This analysis will be used as supporting data for Edison Electric Institute's request to the FAA for a beyond visual line of sight pilot study on utility assets.
