Book excerpt: After the crisis, the longstanding debate on a European unemployment benefits scheme (EUBS) was revived as part of a much larger debate on the need for a supranational automatic stabilization function for Europe. The American unemployment insurance (UI) system, given its two-tier structure, has often been regarded as a model for a potential EUBS. Previous research has examined the lessons to be learned from the US UI. This paper builds on this literature but goes one step further as it carefully assesses whether the lessons from the US system could actually be implemented in a European context. Indeed, while there are important parallels between the US and the EU in some areas, significant differences in others may complicate implementation or even render it impossible. In this paper, the aim, therefore, is to identify the aspects of the US system to draw inspiration from--in light of the EU's institutional and political realities--and explain how they inform a potential EUBS. This exercise concentrates on the design and implementation of a potential EUBS. The paper highlights that a two-tier system helps to better attain the goals of unemployment insurance, as demonstrated by the American experience. It also shows the advantages of being pragmatic and taking an incentives-based approach. Other issues, such as solidarity and redistribution, seem more difficulty to tackle in Europe than in the American context and would require further examination. Finally, discretionary measures should be considered with caution.

In a monetary union, counter-cyclical fiscal policy can deliver only limited help to minimize the loss of monetary policy for adjustment to idiosyncratic shocks. As fiscal capacity at EMU level could transfer a significant part of the cyclical aspects of fiscal policy to the su¬pranational level and help the euro area members to focus their fiscal policy on structural balances. A variety of such risk-sharing mechanisms have been suggested in the academic literature. This Master’s Thesis evaluates the concept of euro area wide unemployment insurance, in comparison with cyclical transfers between the Eurozone members based on their business cycle position. The European unemployment insurance scheme surpasses other concepts with regards to the criteria distributional neutrality and transparency, both of which are essential in order to gain support of European policymakers and voters.

Book excerpt: Regulating the Risk of Unemployment offers a systematic comparative analysis of the recent adaptation of European unemployment protection systems to increasingly post-industrial labour markets. These systems were mainly designed and institutionalized in predominantly industrial economies, characterized by relatively standardized employment relationships and stable career patterns, as well as plentiful employment opportunities even for those with low skills. Over the past two to three decades they have faced the challenge of an accelerating shift to a primarily service-based economy, accompanied by demands for greater flexibility in wages and terms and conditions in low-skill segments of the labour market as well as pressures to maximise labour force participation given the more limited potential for productivity-led growth. The book develops an original framework for analysing adaptive reform in unemployment protection along three discrete dimensions of institutional change, which are termed benefit homogenization, risk re-categorization, and activation. This framework is then used to structure analysis of twenty years of unemployment protection reform in twelve European countries. In addition to mapping reforms along these dimensions, the country studies analyse the political and institutional factors that have shaped national patterns of adaptation. Complementary comparative analyses explore the effects of benefit reforms on the operation of the labour market, assess evolving patterns of working-age benefit dependency, and examine the changing role of active labour market policies in the regulation of the risk of unemployment.

It examines the major controversies about how far entrapment in unemployment is due to resource constraints, motivational problems, or skill deficiency. It examines the forms that new policies have taken, the way they vary between EU countries, and the effects they have had on the life experiences of the unemployed. Its central concern is how far the new policies developed in the 1990s, in particular the spread of activation and welfare-to-work policies, address the major sources of vulnerability of the unemployed. The chapters draw on the results of a number of major comparative research programmes funded by the European Commission. These provide for the first time rigorous comparative data across a range of different countries. They bring together the insights of researchers from different disciplines: economists, jurists, social-psychologists, and social policy analysts. The book shows that while the new policy initiatives helped to mitigate the severity of the experience of unemployment, they were far from providing an adequate response to the underlying factors that put people at risk of marginalization. These were primarily due to skill deficiencies that were rooted in disadvantages that people experienced when they were young and in the persisting inequalities in training opportunities during people's work careers. The case is made for a major new policy initiative to improve the quality of working life of the low-skilled and their opportunities for skill development.
