Foi investigada a literatura sobre a organização da administração pública municipal e os instrumentos legais de planejamento governamental, em que se analisou o orçamento público, a receita e a despesa pública, suas composições, os restos a pagar, a contabilidade pública nos seus mais diferentes aspectos, os balanços e a demonstração das variações patrimoniais e a prestação de contas e respectiva fiscalização. Foi feita a análise dos dados apresentados através dos balanços dos exercícios de 1998, 1999 e 2000 dos municípios investigados, através de quadros comparativos de receita, despesa e elementos patrimoniais deles constantes. A partir desta análise ficou evidenciado o papel da contabilidade como importante instrumento de suporte ao planejamento e controle de gestão operacional na administração pública de pequenos e médios municípios. A pesquisa empírica conduziu ao delineamento de uma proposta de instrumentos de planejamento e controle de gestão operacional para pequenos e médios municípios, na busca de maior eficiência da administração pública.
