It is designed to facilitate the stocktaking and analysis of national climate change mitigation and adaptation priorities, barriers to implementation and support needs specific to the AFOLU sector in order to inform country programming and guide the flow of external support. It can also be used at the country-level to facilitate NDC enhancement and encourage compliance with the Enhanced Transparency Framework (ETF) of the Paris Agreement. As such, it is directed at national policy makers sitting in ministries of environment, agriculture, finance and social planning, as well as at international and non-governmental organizations, development agencies and banks and finance institutions. To date, the framework has been adopted by FAO to conduct a series of regional-level analysis of the role of the AFOLU sector in the NDCs.

Book excerpt: Climate change is one of the most critical social and environmental concerns and the biggest threat to economic stability in human history. Türkiye, Azerbaijan, and Central Asia countries, namely Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, are vulnerable to the negative impacts of climate change. Although average forest cover is only 10.2 percent of these countries (FAO-SEC countries), they play an essential role in climate change mitigation and adaptation, including human well-being and biodiversity co-benefits. The NbS concept has gained attention since the late 2000s. Its practical contribution to global climate change mitigation and adaptation efforts has found significant implementation opportunities in forestry to support the protection and conservation, restoration and expansion, and sustainable management of forests under the impact of climate change.Globally, implementing NbSs to combat the negative impact of climate change on forestry is promoted by the United Nations Forum on Forests (UNFF), United Nations Framework Convention on Climate Change (UNFCCC), the Paris Agreement, United Nations Convention to Combat Desertification (UNCCD), Convention on Biological Diversity (CBD), The United Nations Human Settlements Programme (UN-Habitat), and the 2030 Agenda for Sustainable Development.Regionally, implementing NbSs to combat the negative impacts of climate change on forestry has been included in the forest policy initiatives of the countries in the sub-region recently. As a result, governments have implemented NbSs through national strategies and programs to address societal challenges by enhancing ecosystem services and promoting human well-being and biodiversity co-benefits. For example, Azerbaijan has implemented afforestation, reforestation, rehabilitation, and restoration activities in forest fund lands on an average of 9 727 hectares (ha) annually since 2000. Kazakhstan aims to save the Aral Sea basin from salinity and improve soil fertility through afforestation activities of saxaul species on 0.25 million ha, and the afforestation area in the Aral Sea will be extended by 1 million ha till 2025. Kyrgyzstan has planned a 1,000-ha annual plantation program to expand protected natural areas to 10 percent. Tajikistan implements 2,000 ha of annual plantation activities to increase the greenhouse gas (GHG) mitigation potential through participatory forestry sector development. Türkiye implemented afforestation, soil conservation, forest rehabilitation, pasture rehabilitation, private afforestation, artificial regeneration, and establishment of energy forests activities on 9.62 million ha from 1946 to 2022. Turkmenistan conducts afforestation activities with drought-resistant plant species and established the "Golden Century Lake" in the Karakum Desert to improve the climate conditions and conserve biodiversity. Book excerpt: This evaluation assesses the extent to which FAO adopted an effective, coherent and transformative approach to its work on climate action from 2015 to 2020, by contributing to the achievement of SDG 13 targets and the Paris Agreement. The methodology included portfolio analysis, quantitative content analysis of over 500 documents, participatory stakeholder workshops, desk reviews, interviews with 488 stakeholders, analysis of key FAO products, 3 global surveys, and 13 country case studies. The evaluation’s findings are (i) FAO’s Strategic Framework is aligned with SDG 13 and the Paris Agreement. However, FAO has not expressed a long-term vision on its leadership role in agriculture for climate action; nor does FAO governance yet reflect a clear and strategic focus on its mission on climate action; (ii) The 2017 Climate Change Strategy has effectively supported FAO’s work, but it is not fully integrated into corporate decision-making; (iii) FAO has made relevant contributions by supporting national capacity building for climate action; (iv) FAO’s contributions to SDG 13 and the uptake of products and tools are not systematically monitored and reported; (v) There is little alignment of portfolios between divisions and no systematic approach to trade-offs. Consequently, the root causes of climate change on agriculture are not being addressed in an integrated way; (vi) FAO has strong capacity, but the current business model results in uneven distribution of human and financial resources and in fragmented, short-term projects reach; (vii) FAO contributed to climate adaptation and mitigation by collaborating with Members and other partners, although it has engaged less in innovative partnerships with the private sector, financing institutions and civil society; (viii) FAO has progressed on the inclusion of gender-specific climate action initiatives. The recommendations of the evaluation include developing a corporate narrative on climate change and food systems; formulating a new Climate Change Strategy and action plan; improving the climate change labelling of its project portfolio; mainstreaming climate action into all offices, divisions and levels, and including coordination and guidance to embed procedures in the project cycle, quality assurance and learning mechanisms; adopting a climate action-focused programmatic approach; running an assessment to identify capacity gaps, needs and opportunities and, accordingly, strengthening the capacity of staffing, funding and inter-office communication; enhancing its partnerships and seeking out innovative partnerships; and mainstreaming the core “leave no one behind” by including women, youth, the extreme poor, indigenous peoples and other vulnerable groups.

Book excerpt: The Nationally Determined Contribution Expert Tool (NEXT) is a greenhouse gas accounting tool developed by the Food and Agriculture Organization of the United Nations (FAO) to support annual environmental impact assessment for the Agriculture, Forestry and Other Land Use sector (AFOLU). It provides a 30-year time series of annual and cumulated estimates of carbon removal and greenhouse gas emission reductions from actions determined by Parties in their climate policies. NEXT was developed using the Intergovernmental Panel on Climate Change (IPCC) methodologies, and estimates can be made using either the IPCC 2006 guidelines or the IPCC 2019 refinement to the IPCC 2006 which are both complemented with the IPCC 2013 Wetlands Supplement. The tool was designed to provide results that directly respond to the provisions of the Enhanced Transparency Framework and support the Nationally Determined Contributions (NDC) development as required by the modalities, procedures and guidelines. NEXT provides a detailed temporal series of results and a wide set of indicators, including the social value of carbon, enabling a comprehensive environmental and economic overview of climate actions in achieving mitigation targets. The tool helps countries to interpret, track and scale up ambition of their NDCs which could ultimately inform the global stocktake of the Paris Agreement in a harmonized way.

The aim of this mapping exercise is to explore the extent to which the two agendas are aligned for the prioritization of those climate actions that have the potential to co-deliver on the Paris Agreement and 2030 Agenda. As the window of opportunity is closing to bridge the emission gap and adapt to climate change before it is too late, the inter-linked and mutually reinforcing climate and sustainable development agendas present a natural. framework for designing policies that leverage synergies between both. While the Paris Agreement and SDGs are generally planned and implemented in silos, their intersection in the agriculture sectors highlights an opportunity for integrated implementation. The methodological framework presented in this document attempts to facilitate the identification of policy and investment entry-points in the agriculture sectors that can accelerate progress across both agendas in tandem. The analysis aims to push national policy makers and decision makers, as well as international negotiators and global agenda setters, towards an integrated approach to climate action and sustainable development, particularly in the agriculture sectors, upon which 80 percent of the world’s poor and most vulnerable depend for their livelihoods.
