But there is a much bigger untold story about a threat to the global economy--and to the very existence of global civilization--yet so rarely mentioned anywhere that, as described by the title of this book, it is an "Apocalypse Unknown." The biggest story is this. December 2012 commenced the solar maximum, and significantly increased the possibility of a geomagnetic super-storm, something like a space hurricane, that could collapse electric grids and all the critical infrastructures that support modern civilization, and the lives of billions worldwide. The Sun is a gigantic ongoing thermonuclear explosion, equivalent to billions of nuclear warheads detonating every second, contained by gravity. During the solar maximum the Sun hurls into space more solar flares and coronal mass ejections--basically enormous chunks of itself, many times larger than the Earth. If one of these solar torpedoes hits the Earth, it could generate a powerful electromagnetic pulse (EMP) that would collapse electric power grids everywhere, plunging every modern nation into a protracted blackout. Perhaps permanently. Worldwide, billions could die. The Earth is overdue for a solar super-storm that could inflict a global catastrophe. The last such super-storm, called the Carrington Event, happened in 1859. It caused fires in telegraph stations and destroyed the newly laid trans-Atlantic cable. But in those horse and buggy days civilization did not depend upon electricity. The Congressional EMP Commission estimated that a Carrington class geomagnetic super-storm probably occurs every century. Arithmetic suggests that, as of this writing in December 2012, as we enter another solar maximum, we are 53 years overdue for another Carrngton Event. There is another part of this biggest story never told by the major media. Nightly news shows, to the extent they discuss foreign affairs, sometimes mention Iran's nuclear weapons program, and how it poses a threat to Israel and could provoke a nuclear arms race in the Middle East. The untold story is that a nuclear Iran--or nuclear terrorists, or North Korea, China, Russia or any state or non-state actor armed with a single nuclear missile--could make an EMP attack on the United States that would collapse the life-sustaining critical infrastructures, and threaten the existence of American civilization. The damage from a nuclear EMP attack would be deeper and harder to repair than the damage from a natural EMP catastrophe caused by a Carrington class geomagnetic super-storm. Making a nuclear EMP attack is relatively easy to do. Iran openly writes about making a nuclear EMP attack to eliminate the United States as an actor on the world stage. Hurricanes Sandy and Katrina have given America a slight foreshadowing of what life without electricity would be like, in the aftermath of an EMP inflicted by terrorists or the Sun. This book is the story of a handful of political leaders, scientists, strategists, and grassroots activists who have struggled against gargantuan bureaucracies in government and industry to protect the nation from an EMP catastrophe. On April 23, 2019, the Coast Guard-Navy Integrated Program Office for the PSC program awarded a $745.9 million fixed-price, incentive-firm contract for the detail design and construction (DD&C) of the first PSC to VT Halter Marine of Pascagoula, MS, a shipyard owned by Singapore Technologies (ST) Engineering. VT Halter was the leader of one of three industry teams that competed for the DD&C contract. The first PSC is scheduled to begin construction in 2021 and be delivered in 2024, though the DD&C contract includes financial incentives for earlier delivery. The DD&C contract includes options for building the second and third PSCs. If these options are exercised, the total value of the contract would increase to $1,942.8 million (i.e., about $1.9 billion). The figures of $745.9 million and $1,942.8 million cover only the shipbuilder's costs; they do not include the cost of government-furnished equipment (GFE), which is equipment for the ships that the government purchases and then provides to the shipbuilder for incorporation into the ship, or government program-management costs. When GFE and government program-management costs are included, the total estimated procurement cost of the first PSC is between $925 million and $940 million, and the total estimated procurement cost of the three-ship PSC program is about $2.95 billion.

Book excerpt: The Navy is developing three new ship-based weapons that could improve the ability of Navy surface ships to defend themselves against missiles, unmanned aerial vehicles (UAVs), and surface craft: the Surface Navy Laser Weapon System (SNLWS), the electromagnetic railgun (EMRG), and the gun-launched guided projectile (GLGP), previously known as the hypervelocity projectile (HVP). The Navy refers to the initial (i.e., Increment 1) version of SNLWS as HELIOS, an acronym meaning high-energy laser with integrated optical dazzler and surveillance. EMRG could additionally provide the Navy with a new naval surface fire support (NSFS) weapon for attacking land targets in support of Marines or other friendly ground forces ashore. The Department of Defense is exploring the potential for using GLGP across multiple U.S. military services. Any one of these three new weapons, if successfully developed and deployed, might be regarded as a "game changer" for defending Navy surface ships against enemy missiles and UAVs. If two or three of them are successfully developed and deployed, the result might be considered not just a game changer, but a revolution. Rarely has the Navy had so many potential new types of surface-ship air-defense weapons simultaneously available for development and potential deployment. Although the Navy in recent years has made considerable progress in developing technologies for these new weapons, a number of significant development challenges remain. Overcoming these challenges will require additional development work, and ultimate success in overcoming them is not guaranteed. The issue for Congress is whether to approve, reject, or modify the Navy's funding requests and proposed acquisition strategies for these three potential new weapons. Potential oversight questions for Congress include the following: Using currently available air-defense weapons, how well could Navy surface ships defend themselves in a combat scenario against an adversary such as China that has or could have large numbers of missiles and UAVs? How would this situation change if Navy surface ships in coming years were equipped with SNLWS, EMRG, GLGP, or some combination of these systems? How significant are the remaining development challenges for SNLWS, EMRG, and GLGP? Are current schedules for developing SNLWS, EMRG, and GLGP appropriate in relation to remaining development challenges and projected improvements in enemy missiles and UAVs? When does the Navy anticipate issuing roadmaps detailing its plans for procuring and installing production versions of SNLWS, EMRG, and GLGP on specific Navy ships by specific dates? Will the kinds of surface ships that the Navy plans to procure in coming years have sufficient space, weight, electrical power, and cooling capability to take full advantage of SNLWS and EMRG? What changes, if any, would need to be made in Navy plans for procuring large surface combatants (i.e., destroyers and cruisers) or other Navy ships to take full advantage of SNLWS and EMRGs? Given the Navy's interest in HPV, how committed is the Navy to completing the development of EMRG and eventually deploying EMRGs on Navy ships? Are the funding line items for SNLWS, EMRG, and GLDP sufficiently visible for supporting congressional oversight?

Russia, in particular, often appears to use messaging and intimidation as part of its efforts to influence multiple actors and countries, including the United States and its European allies. Unfortunately, however, concepts and practices for understanding and resisting the potential effects of efforts conducted by Russia and its agents are few. To address this, United States European Command (USEUCOM) asked the RAND Corporation to identify strategies for defending against the effects of Russia’s efforts to manipulate and inappropriately influence troops, government decisionmaking, and civilians. In this report, RAND researchers describe apparent efforts conducted by Russia and its agents involving the use of information to shape Russia’s operating environment, focusing on the European context; review and apply existing research on influence and manipulation to these efforts; and draw from existing practice to describe possible defensive approaches that USEUCOM and its various partners can consider using when defending against these actions. The framework they use offers a way to conceptualize the objectives, tactics, and tools of Russian information efforts in Europe.
