Book excerpt: Most state legislatures face recurrent budget problems for 1993 and are struggling with major policy reforms in health care and education. A National Conference of State Legislatures survey confirms that many states have confronted the same core problems and policy restraints for more than 3 years. Revenues for FY 1993 are likely to fall short of expectations in at least half the states. Health-care costs, especially Medicaid, continue to exceed revenues. Lawmakers are struggling to fund educational improvements to better prepare graduates for careers. Many states are expanding their prison capacities at great expense to deal with the growing number of inmates. Meanwhile, it is difficult for legislatures to raise taxes to pay for these expenses. Voters in several states are endorsing constitutional amendments that severely restrict tax increases. However, most legislative leaders are committed to reform in two areas--education improvement and health-care reform. In educational reform, many state policymakers support an approach that considers a child's health, family environment, and emotional support, as well as formal instruction. Controlling health-care costs and health insurance were concerns of nearly all states. Other state priorities included economic development, jobs, infrastructure, environment, state political reform, and state-federal relations. (JPT)
