Book excerpt: ORIGINS OF THE CONCEPT The origins of the concept of virtual elimination are unclear, but it seems to have first appeared during final closed negotiations leading to the 1978 update to the 1972 Great Lakes Water Quality Agreement (GLWQA) between the United States and Canada.(1).
