The religious conflicts of this era and the motives behind them, however, demand a radical break with this tradition. If the United States is to prevail in its long-term contest with extremist Islam, it will need to re-examine old assumptions, expand the scope of its thinking to include religion and other "irrational" factors, and be willing to depart from past practice. A purely military response in reaction to such attacks will simply not suffice. What will be required is a long-term strategy of cultural engagement, backed by a deeper understanding of how others view the world and what is important to them. In non-Western cultures, religion is a primary motivation for political actions. Historically dismissed by Western policymakers as a divisive influence, religion in fact has significant potential for overcoming the obstacles that lead to paralysis and stalemate. The Incorporation of religion as part of the solution to such problems is as simple as it is profound. It is long overdue. This book looks at five intractable conflicts and explores the possibility of drawing on religion as a force for peace. It builds upon the insights of Religion, the Missing Dimension of Statecraft (OUP, 1994) -- which examined the role that religious or spiritual factors can play in preventing or resolving conflict -- while achieving social change based on justice and reconciliation. The world-class authors writing in this volume suggest how the peacemaking tenets of five major world religions can be strategically applied in ongoing conflicts in which those religions are involved. Finally, the commonalities and differences between these religions are examined with an eye toward further applications in peacemaking and conflict resolution.

David Campbell pursues this question -- and its implications for the politics of community, democracy, justice, and multiculturalism -- through readings of media and academic representations of the conflict in Bosnia. National Deconstruction is a rethinking of the meaning of "ethnic/nationalist" violence and a critique of the impoverished discourse of identity politics that crippled the international response to the Bosnian crisis. Rather than assuming the preexistence of an entity called Bosnia, Campbell considers the complex array of historical, statistical, cartographic, and other practices through which the definitions of Bosnia have come to be. These practices traverse a continuum of political spaces, from the bodies of individuals and the corporate body of the former Yugoslavia to the international bodies of the world community. Among the book's many original disclosures, arrived at through a critical reading of international diplomacy, is the shared identity politics of the peacemakers and paramilitaries. Equally significant is Campbell's conclusion that the international response to the Bosnian war was hamstrung by the poverty of Western thought on the politics of heterogeneous communities. Indeed, he contends that Europe and the United States intervened in Bosnia not to save the ideal of multiculturalism abroad but rather to shore up the nationalist imaginary so as to contain the ideal of multiculturalism at home. By bringing to the fore the concern with ethics, politics, and responsibility contained in more traditional accounts of the Bosnianwar, this book is a major statement on the inherently ethical and political assumptions of deconstructive thought -- and the reworkings of the politics of community it enables.

It develops a novel framework, calling into question both primordial and modernist approaches to nationalism and national identity, before applying that framework to Croatia. An explanation is given of how Croatian national identity was formed in the abstract, via a historical narrative that traces centuries of yearning for a national state. The book shows how the government, opposition parties, dissident intellectuals and diaspora groups offered alternative accounts of this narrative in order to legitimise contemporary political programmes based on different versions of national identity. It then looks at how these debates were manifested in social activities as diverse as football, religion, economics and language. This book attempts to make an important contribution to both the way we study nationalism and national identity, and our understanding of post-Yugoslav politics and society.

Book excerpt: Croatian Radical Separatism and Diaspora Terrorism During the Cold War examines one of the most active but least remembered groups of terrorists of the Cold War: radical anti-Yugoslav Croatian separatists. Operating in countries as widely dispersed as Sweden, Australia, Argentina, West Germany, and the United States, Croatian extremists were responsible for scores of bombings, numerous attempted and successful assassinations, two guerilla incursions into socialist Yugoslavia, and two airplane hijackings during the height of the Cold War. In Australia alone, Croatian separatists carried out no less than sixty-five significant acts of violence in one ten-year period. Diaspora Croats developed one of the most far-reaching terrorist networks of the Cold War and, in total, committed on average one act of terror every five weeks worldwide between 1962 and 1980. Tokić focuses on the social and political factors that radicalized certain segments of the Croatian diaspora population during the Cold War and the conditions that led them to embrace terrorism as an acceptable form of political expression. At its core, this book is concerned with the discourses and practices of radicalization—the ways in which both individuals and groups who engage in terrorism construct a particular image of the world to justify their actions.
