Book excerpt: The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of 'humanitarian intervention' squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions-but without Security Council authorization. This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper. The Commission recommends a new status for Kosovo, 'conditional independence', with the goal of lasting peace and security for Kosovo-and for the Balkan region in general. But many of the conslusions may be beneficially applied to conflicts the world-over.

Available in PDF, EPUB and Kindle. Book excerpt: Yugoslavia was well positioned at the end of the cold war to make a successful transition to a market economy and westernization. Yet two years later, the country had ceased to exist, and devastating local wars were being waged to create new states. Between the fall of the Berlin Wall in November 1989 and the start of the war in Bosnia-Herzegovina in March 1992, the country moved toward disintegration at astonishing speed. The collapse of Yugoslavia into nationalist regimes led not only to horrendous cruelty and destruction, but also to a crisis of Western security regimes. Coming at the height of euphoria over the end of the cold war and the promise of a "new world order," the conflict presented Western governments and the international community with an unwelcome and unexpected set of tasks. Their initial assessment that the conflict was of little strategic significance or national interest could not be sustained in light of its consequences. By 1994 the conflict had emerged as the most challenging threat to existing norms and institutions that Western leaders faced. And by the end of 1994, more than three years after the international community explicitly intervened to mediate the conflict, there had been no progress on any of the issues raised by the country's dissolution. In this book, Susan Woodward explains what happened to Yugoslavia and what can be learned from the response of outsiders to its crisis. She argues that focusing on ancient ethnic hatreds and military aggression was a way to avoid the problem and misunderstood nationalism in post-communist states. The real origin of the Yugoslav conflict, Woodward explains, is the disintegration of governmental authority and the breakdown of a political and civil order, a process that occurred over a prolonged period. The Yugoslav conflict is inseparable from international change and interdependence, and it is not confined to the Balkans but is part of a more widespread phenomenon of politic

Book excerpt: NOTE: NO FURTHER DISCOUNT FOR THIS PRINT PRODUCT--OVERSTOCK SALE -- Significantly reduced list price while supplies last The sudden disintegration of Yugoslavia from 1992 to 1995 led to a series of violent armed ethnic conflicts that resulted in the deaths of more than a quarter-million civilians and almost 1.5 million refugees. Although NATO forces were able to end these conflicts and bring stability to most of the region, a brief flare-up occurred in 1998-99 in the autonomous province of Kosovo, which was part of Serbia. After a sustained bombing campaign against the Serbian aggressors, the United States Army entered the troubled province and eventually enforced a tenuous peace between the Kosovars and Serbs. This brief study chronicles the origins of U.S. involvement and the peace enforcement operation that followed through 2005. Military leaders, peace negotiators, military science, AP high school global studies students, and international relations students may find this resource helpful for research papers. Historians, especially military historians and political scientists may also be interested in this work. The Kosovo Conflict and International Law provides international lawyers, scholars and students with access to material on the conflict in Kosovo. As well as the basic material relating to Kosovo's status in Yugoslavia before 1999, this volume reproduces the significant documentation on the following issues: the development of the human rights situation, the diplomatic efforts for the settlement of the crisis, the military action against Yugoslavia and the international community's response, court action with regard to the conflict, and the implementation of the principles for a political solution with an international civil and security presence in Kosovo. Dr Krieger's analytical introduction provides the historical and political context as well as an overview of the various legal aspects of the conflict. A chronology and detailed index make the documents more accessible.

Book excerpt: This volume explores in a novel and challenging way the emerging norm of the Responsibility to Protect (R2P), initially adopted by the United Nations World Summit in 2005 following significant debate throughout the preceding decade. This work seeks to uncover whether this norm and its founding values have resonance and grounding within diverse cultures and within the experiences of societies that have directly been torn apart by mass atrocity crimes. The contributors to this collection analyze the responsibility to protect through multiple disciplines—philosophy, religion and spirituality, anthropology, and aesthetics in addition to international relations and law—to explore what light alternative perspectives outside of political science and international relations shed upon this emerging norm. In each case, the disciplinary analysis emanates from the global South and from scholars located within countries that experienced violent political upheaval. Hence, they draw upon not only theory but also the first-hand experience with conscience-shocking crimes. Their retrospective and prospective analyses could and should help shape the future implementation of R2P in accordance with insights from vastly different contexts. Offering a cutting edge contribution to thinking in the area, this is essential reading for all those with an interest in humanitarian intervention, peace and conflict studies, critical security studies and peacebuilding.
