Book excerpt: Yugoslav-American Economic Relations Since World War II provides a comprehensive study of the economic relations between the United States and Yugoslavia over the past four decades. The authors recount how Yugoslavia and the United States, despite great differences in size, wealth, and ideology, overcame early misunderstandings and confrontations to create a generally positive economic relationship based on mutual respect. The Yugoslav experience demonstrated, the authors maintain, that existence outside the bloc was possible, profitable, and nonthreatening to the Soviet Union. The authors describe American official and private support for Yugoslavia's decades-long efforts at economic reform that included the first foreign investment legislation in 1967 and the first introduction of convertible currency in 1990 for any communist country. Also examined are the origins of Yugoslavia's international debt crisis of the early 1980s and the American role in the highly complex multibillion-dollar international effort that helped Yugoslavia surmount that crisis. In the past, U.S. support for the Yugoslav economy was proffered in part, the authors claim, to counter perceived threats from the Soviet Union and its allies. This may have enabled Yugoslavia to avoid some of the hard but necessary economic policy choices; hence, future U.S. support, the book concludes, will likely be tied more closely to the economic and political soundness of Yugoslavia's own actions.

Perica Hadzi-Jovancic challenges the conventional scholarly wisdom which recognises economics as mainly being a tool of German foreign policy towards Yugoslavia. Instead, he successfully places economic dealings on both sides within the broader context of both the German economic and financial plans and policies of the 1930s, as well as the existing trading ties between the two countries as they had been developing since the 1920s. At the same time, through detailed analysis of unpublished archival material, Hadzi-Jovancic explores the shared political relations from a new perspective; one from which there is a much deeper understanding of Yugoslavia's motives and the resulting implications for the other great powers and the wider regional framework. The book concludes that, contrary to the traditional view in historiography and despite the dependency of Yugoslavia's foreign trade on the German market at the dawn of the Second World War, Yugoslavia maintained both its economic and political agency in the shadow of the Third Reich. It was only international political developments beyond Yugoslavia's control in the years ahead that lead to a more receptive stance towards German demands."--

Book excerpt: Despite French President Charles de Gaulle's persistent efforts to constructively share French experience and use his resources to help engineer an American exit from Vietnam, the Kennedy administration responded to de Gaulle's peace initiatives with bitter silence and inaction. The administration's response ignited a series of events that dealt a massive blow to American prestige across the globe, resulting in the deaths of over fifty-eight thousand American soldiers and turning hundreds of thousands of Vietnamese citizens into refugees. This history of Franco-American relations during the Kennedy presidency explores how and why France and the US disagreed over the proper western strategy for the Vietnam War. France clearly had more direct political experience in Vietnam, but France's postwar decolonization cemented Kennedy's perception that the French were characterized by a toxic mixture of short-sightedness, stubbornness, and indifference to the collective interests of the West.
