Book excerpt: This publication points out that to reduce poverty in Asia and the Pacific, countries need to step up their investment in people, in particular on social protection, education and health care. To be effective, existing social development policies need to reach the furthest behind. This requires policymakers to identify the country-specific population groups that are disproportionally poor and deprived as well as the specific barriers that hinder their escape from poverty. Recognizing the centrality of addressing poverty in all its manifestations, Sustainable Development Goal (SDG) 1 of the 2030 Agenda for Sustainable Development sets out to end poverty in all its forms everywhere.

Book excerpt: The Social Outlook is a flagship ESCAP publication produced every two years with a dedicated focus on social development issues in Asia and the Pacific. In 2022, under the theme of “The Workforce We Need”, the Social Outlook focuses on building a healthy, protected and productive workforce in Asia and the Pacific to achieve inclusive and sustainable development and build back better after COVID-19 pandemic, particularly in the presence of four key megatrends including climate change, ageing, digitalization and rising inequalities which has already prompted green, demographic and digital transitions that are altering the future world of work. Through its analysis, the Social Outlook aims to strengthen the evidence base and build capacity of policymakers on how to design and expand social protection, active labour market policies and health systems to achieve a resilient workforce today and in the future. The Report is structured along six chapters. Next, Chapters 2-4 delve into three components of a resilient workforce, namely a healthy, productive, and protected workforce and emphasize the role of such a workforce in inclusive and sustainable development. Chapter 5 discusses policy recommendations for attaining such a workforce in Asia and the Pacific and proposes the renewal of the social contract which can put the region on a path for breakthrough and prosperity. Chapter 6 concludes.

Social protection has been identified as one of the key enablers for implementing the 2030 Agenda and achieving the Sustainable Development Goals (SDGs). In most countries, however, large population groups remain unprotected from normal life contingencies. Meanwhile, unprecedented demographic transformations are underway, and the changing world of work introduces new risks for the majority of workers currently occupying jobs in the informal sector. This publication will provide the evidence and impetus to progressively realize social protection for all over the next decade (Decade for Action), based on country-specific contexts, opportunities and challenges.

Book excerpt: The Asia-Pacific region has been leading the global economic growth over the past few decades. However, rapid economic growth without sufficient inclusiveness is now constraining the region's future economic and broader development prospects. The COVID-19 pandemic has further revealed the vulnerability of the region due to lack of inclusiveness. The Survey 2021 estimated that 89 million people could have been pushed back into extreme poverty in the region due to COVID-19, contributing to an already increasing trend in income inequality in Asia and the Pacific. Going forward, concerns over a “K-shaped” economic recovery, both within and across countries, and the desire to ensure that the post-pandemic recovery is consistent with long-term inclusive development are broadly shared among policy makers and experts, as revealed during policy dialogues organized to disseminate the messages of Survey 2021. Additionally, international commitment to inclusive development, as manifested in the 2030 Agenda for Sustainable Development, is pushing distributional issues to the forefront of global policy agenda. With a focus on the role of economic policies in promoting inclusive development, the Economic and Social Survey of Asia and the Pacific 2022 will analyze the importance of effective government actions and the role of fiscal, monetary/financial and structural policies in enhancing inclusiveness, keeping in view the considerable impacts of COVID-19 on inclusiveness and inequality.

This book deals with three questions: What have been the trends of inequality in Asia and the Pacific? What are the key drivers of rising inequality in the region? How should Asian countries respond to the rising inequality? Technological change, globalization, and market-oriented reform have been the key drivers of Asia’s remarkable growth and poverty reduction, but they have also had significant distribution consequences. These three drivers of growth cannot be hindered because they are the sources of productivity improvement and betterment of quality of life. This book will be useful to those interested in policy options that could be deployed by Asian countries in confronting rising inequality.

Book excerpt: The Survey 2016 assesses the region’s outlook as it navigates through global uncertainties, providing policy options and strategies to support countries in striving towards achieving the Sustainable Development Goals. The report analyses a wide range of areas including economic growth, inflation, trade and investment, financial markets, inequality, employment, and environmental concerns. The special theme of Survey 2016 highlights how both economic growth and productivity growth have declined in the aftermath of the 2008 economic and financial crisis in the Asia-Pacific region. In doing so, the report examines underlying trends of productivity growth and argues that the 2030 Agenda for sustainable development provides an entry point to strengthen productivity as investing in the SDGs can foster productivity growth, thereby creating a virtuous cycle between sustainable development, productivity and development.

Available in PDF, EPUB and Kindle. Book excerpt: The annual Asian Development Outlook analyzes economic performance in the past year and offers forecasts for the next 2 years for the 45 economies in Asia and the Pacific that make up developing Asia. Growth prospects in the region are upbeat, buoyed by favorable demand at home and abroad. A strong performance in 2017 reflected a surge in exports, which will likely abate this year and next, and rapidly expanding domestic demand. While the outlook is for steady growth, risks to it are decidedly on the downside: Trade friction could weaken recently deepened trade links, tightening US monetary policy could diminish investment in developing Asia, and rising domestic private debt may hamper growth. New technologies drive higher productivity, the foundation for economic growth, better-paid jobs, and poverty reduction. The latest technologies in robotics and artificial intelligence may threaten some jobs, however, and leave less-skilled workers behind. To maximize gains in productivity while safeguarding social welfare, governments in developing Asia should protect workers but not preserve particular jobs. Meanwhile, they should facilitate the countervailing forces in new technologies that generate new jobs. Dealing with the downsides of new technology requires synchronized effort on skills development, labor regulation, social protection, and income redistribution.

Book excerpt: The Survey 2015 assesses the region's outlook as it navigates through global uncertainties, providing policy options and strategies to sustain inclusive and sustainable growth. The report analyses a wide range of areas including economic growth, inflation, trade and investment, financial markets, inequality, employment, and environmental concerns. The special theme of Survey 2015 argues that although rapid economic growth in the Asia-Pacific region has been accompanied by significant declines in poverty rates, development is about more than growth and poverty. The report reviews trends and patterns of inclusive growth in the region and motivates why both the private and public sectors should do more to address existing inequalities. This edition comes in two parts, which will not be sold separately.

Available in PDF, EPUB and Kindle. Book excerpt: After a disappointing 2019, growth prospects in developing Asia have worsened under the impact of the current health crisis. Signs of incipient recovery near the turn of this year were quickly overthrown as COVID-19 broke out in January 2020 in the region’s largest economy and subsequently expanded into a global pandemic. Disruption to regional and global supply chains, trade, and tourism, and the continued spread of the outbreak, leave the region reeling under massive economic shocks and financial turmoil. Across Asia, the authorities are responding with policies to contain the outbreak, facilitate medical interventions, and support vulnerable businesses and households. Assuming that the outbreak is contained this year, growth is expected to recover in 2021. Especially to face down fundamental threats such as the current medical emergency, innovation is critical to growth and development. As some economies in developing Asia challenge the innovation frontier, many others lag. More and better innovation is needed in the region to sustain growth that is more inclusive and environmentally sustainable. Five key drivers of innovation are sound education, productive entrepreneurship, high-quality institutions, efficient financial systems, and dynamic cities that excite knowledge exchange. The journey to creating an innovative society takes long-term commitment and hard work.

Book excerpt: This book examines the concept and public service value of social equity in public administration research and practice outside of the Western context, considering the influence that historical, cultural, and social trends of Asian and Pacific societies may have on how social equity is conceptualized and realized in the Asia-Pacific region. The book presents the results of an effort by a group of scholars from seven countries (Australia, China, Hong Kong, Japan, Korea, The Philippines, and Singapore), one American State (the Hawaiian Islands), and the Pacific Islands to discover what social equity means in their respective contexts. It concludes by synthesizing and analyzing the chapter authors’ findings to advance a more global conceptualization of social equity.
