During the authoritarian New Order regime they constituted part of a vast network of sub-contracted coercion and social control on behalf of the state. Indonesia’s subsequent democratisation has seen gangs adapt to and take advantage of the changed political context. New types of populist street based organisations have emerged that combine predatory rent-seeking with claims of representing marginalised social and economic groups. Based on extensive fieldwork in Jakarta this book provides a comprehensive analysis of the changing relationship between gangs, militias and political power and authority in post-New Order Indonesia. It argues that gangs and militias have manufactured various types of legitimacy in consolidating localised territorial monopolies and protection economies. As mediators between the informal politics of the street and the world of formal politics they have become often influential brokers in Indonesia’s decentralised electoral democracy. More than mere criminal extortion, it is argued that the protection racket as a social relation of coercion and domination remains a salient feature of Indonesia’s post-authoritarian political landscape. This ground-breaking study will be of interest to students and scholars of Indonesian and Southeast Asian politics, political violence, gangs and urban politics.

New studies on local politics, ethnicity, the democratic transition, corruption, Islam, popular culture, and other areas hint at novel concepts of the state, though often without fully articulating them. This book captures several dimensions of this shift. One reason for the new thinking is a fresh wind that has altered state studies generally. People are posing new kinds of questions about the state and developing new methodologies to answer them. Another reason for this shift is that Indonesia itself has changed, probably more than most people recognize. It looks more democratic, but also more chaotic and corrupt, than it did during the militaristic New Order of 1966–1998. State of Authority offers a range of detailed case studies based on fieldwork in many different settings around the archipelago. The studies bring to life figures of authority who have sought to carve out positions of power for themselves using legal and illegal means. These figures include village heads, informal slum leaders, district heads, parliamentarians, and others. These individuals negotiate in settings where the state is evident and where it is discussed: coffee houses, hotel lounges, fishing waters, and street-side stalls. These case studies, and the broader trend in scholarship of which they are a part, allow for a new theorization of the state in Indonesia that more adequately addresses the complexity of political life in this vast archipelago nation. State of Authority demonstrates that the state of Indonesia is not monolithic, but is constituted from the ground up by a host of local negotiations and symbolic practices.

However, such an approach can neglect the powerful influences exerted upon the state by social and economic forces. This important and controversial new book examines the way in which one of these forces, capital, has emerged in the past two decades as a major influence upon the state, its officials and policies. The emergence of the capitalist class is examined, along with its internal divisions and conflicts and its relations with the state. In particular, attention is given to the fusion of the ruling strata of state officials and the capitalist class - the potential basis for a new ruling class. This is set against the weakness of capital caused by its division into domestic and international, state and private, Chinese and indigenous. These factors are in turn set in the context of international influences - the rise and fall of the oil boom, the activities of the IBRD and IMF, the decline of export earnings and the fiscal difficulties of the state. Since its original publication in 1986, Indonesia: The Rise of Capital has been the best selling academic book on Indonesian politics and the most cited in the SSCI and Google Scholar citation indexes. About the Author At the time of this publication in 1986, Richard Robison was Senior Lecturer in the Asian Studies Program at Murdoch University.
