Cross-national differences are explained with a focus on cultural change and the development of welfare state, labour markets, the family and social movements. It is evident that change took place along different development paths that were based on deep-rooted historical differences in the cultural ideals of the family. Such historical differences and their explanations also form part of the analysis. The results of this survey contribute to the further development of cross-national sociology on social change, social and gender inequality, welfare state, labour markets and family structures.

The book's dual focus on micro and macro approaches clarifies the extent to which these variances can be ascribed to differences in the institutional context of employment or to the individual characteristics of female employees. It thereby provides a valuable contribution both to gender studies and to studies on the sociology of work. Women's employment changed dramatically during the second half of the twentieth century. Countries in the northern hemisphere have faced similar trends in labor and employment, yet there are still many contrasts between them when it comes to women's work. In this volume, women's employment is studied in different institutional, structural, and social settings, with the intention of exploring the causes of the differences and similarities in women's employment in different countries and at different times. Three perspectives are used: the macro approach, which provides a thorough and focused understanding of the influence of the institutional context on women's work; the micro approach, which gives insight into the employment behavior of individual women who live in the same social or institutional context; and the macro-micro approach, which makes clear the relative importance to women's work of both individual characteristics and institutional context. While a good deal of information is available on women's employment, a cross-national comparison over time has been lacking. This book fills that all-important niche. Book excerpt: This thesis examines how different welfare state regimes affect gender relations by examining variations in welfare regimes and outcomes for women between Western European countries. The research seeks to understand how the diverse systems of social provision affect women: particularly with regard to their position in the labor market and in their ability to balance occupational and domestic work. Using a comparative, qualitative approach, I compare three Western European welfare states (Germany, the United Kingdom, and Sweden) to evaluate gender-relevant welfare policy with female employment rates, unemployment rates, and wage differentials. Welfare states and labor market policies affect outcomes for women because these policies influence and structure women's ability to enter paid labor and at the same time perform the majority of household labor and care work. To study the effect of welfare state variations upon women, I argue that a gender-focused model of welfare states is necessary. I borrow from Diane Sainsbury's (1996) framework establishing two contrasting ideal-types and combine this with Pascal and Lewis' (2004) gender equality model. Using this framework, I will assess whether my case studies vary around specific gender dimensions of variation including bases of entitlement, maternal and parental leave, pension, and the organization of care work. Preliminary findings align Germany and the United Kingdom with a male breadwinner gender model and Sweden with a dual-earner dual-carer model, although recent policy reforms in Germany and the United Kingdom oriented toward a Scandinavian welfare model may affect future gender outcomes. My research question hopes to uncover how welfare regimes and specific gender-relevant policies support or ignore women's labor force participation by reconciling work and home for women through an evaluation of gender-relevant outcomes for women. Systematically looking at the structure of welfare state provision and outcomes through a gender-relevant framework enhances our knowledge of the ways in which the varieties of gender regimes accommodate or perpetuate women's inequality in democracies.

Instead, civil society, government, and the market are viewed as interdependent and equal partners in the provision of welfare, and the challenge for government is to create equilibrium between these three pillars. The individual is to be 'pushed' towards self-help, and independent, active citizenship, while business and government must contribute to economic and social cohesion. This book provides a comprehensive and critical analysis of 'Third Way' social policy and policy processes in the welfare systems of industrialized economies, and examines the extent to which 'Third Way' ideology and institutional structures converge or vary in different national settings. It examines substantive areas of public policy in a broad comparative context of key trends and debates. By assessing the extent to which the post-war social contract in developed welfare states is being renegotiated, the text contributes to a better understanding of the current restructuring and modernization of the State. Finally the book explores the implications of the new politics of welfare for theorizing inequality, social justice, and the future of welfare.

Book excerpt: Provisioning for basic human needs is done in three main kind of institutions: the familial household; the commercial enterprise selling goods and services; the institutions of the Welfare State that provide education, medical care and other goods and personal services to all or to some specific groups of citizens in need. The purpose of this book is to study the interplay of these institutions and their impact on well-being, and to analyze key policies and measures that have been implemented in European countries. Institutions determine labour demand (men and women are hired by the institutions of the Welfare State or by market providers of care), the possibilities of consumption (wages earned can be used to buy goods and services only if such goods and services are provided by the market) and allocate people's time, in particular women's time, between paid work and unpaid domestic production and provision of care, shaping both the gender relations and time use of people of both sexes. The proper balance of these institutions is a prerequisite of well-being both of the care givers and of the care receivers, and also for satisfactory gender relations. The chapters in this book focus on the following sub-topics: gender and welfare regimes; gender, well-being and the provision of care in the family and the household; and gender and well-being in the labour market. They emphasise the interdependence of social and labour market policies in the context of fundamental changes in both working patterns (the increase in female labour-force participation rates) and social needs (including population ageing) and demonstrate that we need a more integrated approach to welfare policy which takes account not only of basic welfare entitlements, but also the need for supportive forms of service provision and employment regulation.
