Download or read book Bio-Inspired Innovation and National Security written by National Defense University and published by NDU Press. This book was released on 2010-10 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the vital importance of the emerging area of biotechnology and its role in defense planning and policymaking, no definitive book has been written on the topic for the defense policymaker, the military student, and the private-sector bioscientist interested in the "emerging opportunities market" of national security. This edited volume is intended to help close this gap and provide the necessary backdrop for thinking strategically about biology in defense planning and policymaking. This volume is about applications of the biological sciences, here called "biologically inspired innovations," to the military. Rather than treating biology as a series of threats to be dealt with, such innovations generally approach the biological sciences as a set of opportunities for the military to gain strategic advantage over adversaries. These opportunities range from looking at everything from genes to brains, from enhancing human performance to creating renewable energy, from sensing the environment around us to harnessing its power.

Book excerpt: The world is being transformed physically and politically. Technology is the handmaiden of much of this change. But since the current sweep of global change is transforming the face of warfare, Special Operations Forces (SOF) must adapt to these circumstances. Fortunately, adaptation is in the SOF DNA. This book examines the changes affecting SOF and offers possible solutions to the complexities that are challenging many long-held assumptions. The chapters explore what has changed, what stays the same, and what it all means for U.S. SOF. The authors are a mix of leading experts in technology, business, policy, intelligence, and geopolitics, partnered with experienced special operators who either cowrote the chapters or reviewed them to ensure accuracy and relevance for SOF. Our goal is to provide insights into the changes around us and generate ideas about how SOF can adapt and succeed in the emerging operational environment.

Book Synopsis Biotechnology Research in an Age of Terrorism by : National Research Council
Download or read book Biotechnology Research in an Age of Terrorism written by National Research Council and published by National Academies Press. This book was released on 2004-03-02 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years much has happened to justify an examination of biological research in light of national security concerns. The destructive application of biotechnology research includes activities such as spreading common pathogens or transforming them into even more lethal forms. Policymakers and the scientific community at large must put forth a vigorous and immediate response to this challenge. This new book by the National Research Council recommends that the government expand existing regulations and rely on self-governance by scientists rather than adopt intrusive new policies. One key recommendation of the report is that the government should not attempt to regulate scientific publishing but should trust scientists and journals to screen their papers for security risks, a task some journals have already taken up. With biological information and tools widely distributed, regulating only U.S. researchers would have little effect. A new International Forum on Biosecurity should encourage the adoption of similar measures around the world. Seven types of risky studies would require approval by the Institutional Biosafety Committees that already oversee recombinant DNA research at some 400 U.S. institutions. These "experiments of concern" include making an infectious agent more lethal and rendering vaccines powerless.
Download or read book Disarming Iraq written by Hans Blix and published by Pantheon. This book was released on 2004-03-09 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: The war against Iraq divided opinion throughout the world and generated a maelstrom of spin and counterspin. The man at the eye of the storm, and arguably the only key player to emerge from it with his integrity intact, was Hans Blix, head of the UN weapons inspection team. This is Dr. Blix’s account of what really happened during the months leading up to the declaration of war in March 2003. In riveting descriptions of his meetings with Tony Blair, Jacques Chirac, Colin Powell, Condoleezza Rice, and Kofi Annan, he conveys the frustrations, the tensions, the pressure and the drama as the clock ticked toward the fateful hour. In the process, he asks the vital questions about the war: Was it inevitable? Why couldn’t the U.S. and UK get the backing of the other member states of the UN Security Council? Did Iraq have weapons of mass destruction? What does the situation in Iraq teach us about the propriety and efficacy of policies of preemptive attack and unilateral action? Free of the agendas of politicians and ideologues, Blix is the plainspoken, measured voice of reason in the cacophony of debate about Iraq. His assessment of what happened is invaluable in trying to understand both what brought us to the present state of affairs and what we can learn as we try to move toward peace and security in the world after Iraq.

Special attention is given to the changing roles and responsibilities of the major powers in arms control efforts.

Book excerpt: Nuclear, biological and chemical weapons are designed to cause destruction on a vastly greater scale than any conventional weapons, with the potential to kill thousands in a single attack and with effects that may persist in the environment and in our bodies indefinitely. This report by the independent Weapons of Mass Destruction Commission, chaired by Dr Hans Blix, sets out 60 recommendations on how the world community, national governments and civil society should address this global challenge under the following headings: preventing the proliferation of nuclear weapons; preventing nuclear terrorism; reducing the threat and numbers of existing nuclear weapons; moving from regulating nuclear weapons to outlawing them; biological and toxin weapons; chemical weapons; weapons of mass destruction (WMD) delivery means, missile defences and weapons in space; export controls, international assistance and non-governmental actors; compliance, verification, enforcement and the role of the United Nations.

Book excerpt: “The greatest danger of another catastrophic attack in the United States will materialize if the world's most dangerous terrorists acquire the world's most dangerous weapons.” —The 9/11 Commission Report The bipartisan Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism was established by the U.S. Congress to build on the work of the 9/11 Commission by assessing our nation's progress in preventing weapons of mass destruction proliferation and terrorism, and providing a roadmap to greater security with concrete recommendations for improvement. The Commission has interviewed over 200 experts inside and outside of government. They have met with counterterrorism and intelligence officials here at home and abroad who are working to stop proliferation and terrorism The Commission's report examines the government's current policies and programs, identifies gaps in our government's prevention strategy and recommends ways to close them. The threat of terrorist attacks in the United States and elsewhere is still very real. The world remians at risk There is more that can and must be done. Our security depends on it.
