Sector-specific measures to the COVID-19 pandemic provides a quasi-experimental variation in consumption patterns to infer a causal effect of tax policy changes. Using a novel dataset of daily debit and credit card transactions, this paper investigates the effectiveness of Lithuania’s decision to cut the standard value-added tax (VAT) rate from 21 percent to 9 percent on restaurants and catering services during the pandemic in a difference-in-differences regression framework. I obtain robust evidence that the VAT reduction has had no statistically significant impact on consumer spending on restaurants and catering services, while other policy interventions such as mobility restrictions and vaccination have more pronounced effects. These results have important policy implications in terms of the expected stimulative effect of sector-specific VAT reductions and the effective design of fiscal policy interventions to counter the impact of pandemics during which mobility is highly constrained.

Book excerpt: This luxurious photography book on New Orleans restaurants celebrates the city's love affair with food. From the legendary Tujague's to the down-home Uglesich's, these beloved establishments are shown off in all their glory for residents and visitors alike. From the antebellum legacies of grand old restaurants like Antoine's, Commander's Palace, and Bruning's to the newcomers like Jacques-Imo's, Bayona, and Clancy's, not to mention the legion in between, the countless stories of establishments dedicated to the je ne sais quoi of dining form part of the essential history of New Orleans. This rich mix of history and evocative photographs documents an unparalleled majesty of the senses, a decadent revelry in the past, and the daily marking of pleasure. Kerri McCaffety is the first-place winner of the 1999 Society of American Travel Writers Lowell Thomas Award for a self-illustrated article. The New Orleans Gulf South Booksellers Association named McCaffetyis first book, Obituary Cocktail, Book of the Year for 1998. Her second book, The Majesty of the French Quarter, was called 'a vision to behold' by Gambit literary reviewer Julia Kamysz Lane, and 'easily one of the most handsome coffee table books in years' by the Jackson (Miss.) Clarion-Ledger . The New Orleans Times-Picayune referred to her third book, The Majesty of St. Charles Avenue, as 'fit for royalty.' Her writing and photojournalism appear in publications including the Oxford American, Town and Country, Historic Traveler, Colonial Homes, Southern Accents, Travel Leisure, Metropolitan Home, and the Seattle Times.

Book excerpt: From the accounts of 18th-century travelers to the interpretations of 21st-century historians, Jumonville lists more than 6,800 books, chapters, articles, theses, dissertations, and government documents that describe the rich history of America's 18th state. Here are references to sources on the Louisiana Purchase, the Battle of New Orleans, Carnival, and Cajuns. Less-explored topics such as the rebellion of 1768, the changing roles of women, and civic development are also covered. It is a sweeping guide to the publications that best illuminate the land, the people, and the multifaceted history of the Pelican State. Arranged according to discipline and time period, chapters cover such topics as the environment, the Civil War and Reconstruction, social and cultural history, the people of Louisiana, local, parish, and sectional histories, and New Orleans. It also lists major historical sites and repositories of primary materials. As the only comprehensive bibliography of the secondary sources about the state, ^ILouisiana History^R is an invaluable resource for scholars and researchers.

Available in PDF, EPUB and Kindle. Book excerpt: Offers a comprehensive exploration of Seattle’s cuisine from geographical, historical, cultural, and culinary perspectives. From glaciers to geoducks, from the Salish Sea with swift currents sweeping wild salmon home from the Pacific Ocean to their original spawning grounds, to settlers, immigrants, and restaurateurs, Seattle’s culinary history is vibrant and delicious, defining the Puget Sound region as well as a major U.S. city. Exploring the Pacific Northwest ‘s history from a culinary perspective provides an ideal opportunity to investigate the area’s Native American cooking culture, along with Seattle’s early boom years when its first settlers arrived. Waves of immigrants from the mid-1800s into the early 1900s brought ethnic culinary traditions from Europe and beyond and added more flavor to the mix. As Seattle grew from a wild frontier settlement into a major twentieth century hub for transportation and commerce following World War II, its home cooks prepared many All-American dishes, but continued to honor and prepare the region’s indigenous foods. Taken altogether and described in the pages of this book, it’s quickly evident few cities and regions have culinary traditions as distinctive as Seattle’s.
