Book excerpt: This paper uses life satisfaction data to help the design of climate mitigation policies in the United Kingdom. We assess the effects of the exposure to ambient pollutants on long-term life satisfaction and short-term mental health in the UK. We estimate augmented Cobb-Douglas utility functions using pooled and random effects ordinal logit models. Results show that increases in NO2, PM10 and PM2.5 significantly decrease the odds of longterm happiness and short-term mental health in the UK. The willingness to pay for clean air is also significant and increases with level of education. These measurements derived can be used as benchmarks for pollution abatement subsidies or pollution taxes and can help in projecting a more comprehensive assessment of costs and benefits.

Available in PDF, EPUB and Kindle. Book excerpt: "Environmental goods such as clean air and water do not enter the commercial market; nonmarket valuation methods are required to place monetary values on such public goods. Fairbanks, Alaska has a history of troubling air quality and is facing nonattainment with the ERA in terms of fine particulate matter (PM2.5) concentration. The objective of this study is to estimate the economic benefits / willingness to pay (WTP) for a 50% reduction of PM2.5 using two nonmarket valuation methods: Contingent Valuation (CVM) and Benefit Transfer (BTM). Open-ended (OE) and interval open-ended (IOE) formats were used in the CVM split sample survey. From the BTM, the estimated benefit of air quality improvement for the city of Fairbanks, Alaska is $1,006,607 per annum. The estimated benefit from the OE survey is $765,393 p.a., while the IOE survey produced the range of $525,398 p.a. and $1,914,313 p.a."--Leaf iii.

Available in PDF, EPUB and Kindle. Book excerpt: Using a national survey of the UK population this paper explores demographic, attitudinal and behavioural characteristics of UK consumers who have stated a willingness to pay a premium for green energy. Using a number of ordered probit models it is found that willing consumers tend to have higher income, are better informed with respect to energy matters, show concern for the environment and believe individual actions can make a difference to environmental decay. More generally, attitudinal variables provide the greatest explanatory power, while behavioural variables performed poorly. These results are consistent with the findings of recent North American studies and represent an addition to previous research on the subject in the UK. It is concluded that, if policy makers and utility marketeers want a role for consumers in funding new renewable investment, individuals need to be persuaded that, not only action is necessary, but also that others are partaking and that this critical mass is making a difference.

Book excerpt: An “essential” (Times UK) and “meticulously researched” (Forbes) book by “the skeptical environmentalist” argues that panic over climate change is causing more harm than good Hurricanes batter our coasts. Wildfires rage across the American West. Glaciers collapse in the Artic. Politicians, activists, and the media espouse a common message: climate change is destroying the planet, and we must take drastic action immediately to stop it. Children panic about their future, and adults wonder if it is even ethical to bring new life into the world. Enough, argues bestselling author Bjorn Lomborg. Climate change is real, but it's not the apocalyptic threat that we've been told it is. Projections of Earth's imminent demise are based on bad science and even worse economics. In panic, world leaders have committed to wildly expensive but largely ineffective policies that hamper growth and crowd out more pressing investments in human capital, from immunization to education. False Alarm will convince you that everything you think about climate change is wrong -- and points the way toward making the world a vastly better, if slightly warmer, place for us all.

Applications of the technique include changes in air and water quality; noise nuisance; health care; risk; recorded heritage; cultural assets; habitats; Landscape and so on. It shows how to choose the most appropriate technique and how to design the questionnaires. Detailed advice on econometric analysis is provided, as well as explanation of the pitfalls that need to be avoided.

From a policy perspective, the book examines the attitudes and preference of respondents on trade-offs between economic growth and ecological use.

Book excerpt: There are often blanket claims that the world is facing more problems than ever but there is a lack of empirical data to show where things have deteriorated or in fact improved. In this book, some of the world's leading economists discuss ten problems that have blighted human development, ranging from malnutrition, education, and climate change, to trade barriers and armed conflicts. Costs of the problems are quantified in percent of GDP, giving readers a unique opportunity to understand the development of each problem over the past century and the likely development into the middle of this century, and to compare the size of the challenges. For example: how bad was air pollution in 1900? How has it deteriorated and what about the future? Did climate change cost more than malnutrition in 2010? This pioneering initiative to provide answers to many of these questions will undoubtedly spark debate amongst a wide readership.

Available in PDF, EPUB and Kindle. Book excerpt: 'The book is a pioneering attempt to see exactly what difference economic valuation of environmental effects would have made to six actual, on-going, development projects, if it had been done at the time of appraisal. It combines theoretical rigour with applied economic skills, presented with robust common sense.' - James Winpenny, Overseas Development Institute This book is a practical and readable guide to valuing the environment and the implications for public investment and policy, useful for students as well as professional economists, policy-makers, engineers, environmental and social planners. It describes how the environment can be valued and how these valuation concepts can be applied to investment decisions. The book provides first a general introduction to the key issues and concepts, considering the nature and magnitude of environmental problems, the cost-benefit method of evaluation and detailed methods for valuing the environment. It then analyses in detail six case-studies, based on actual or proposed major investment projects by the UK Overseas Development Administration or the World Bank. These include water quality in China, the supply of electricity in Bangladesh, slum improvements in India, mass transit in Nigeria, forest conservation in Kenya and soil quality in Bolivia. Thus the book is expected to be of special interest to professionals and students in developing countries, although much of the material has general application in developed as well as in developing countries.
