Does our century? In Third Ways, social historian Allan Carlson tells the story of how different thinkers from Bulgaria to Great Britain created economic systems during the twentieth century that were by intent neither capitalist nor communist. Unlike fascists, these seekers were committed to democracy and pluralism. Unlike liberal capitalists, they refused to treat human labor and relationships as commodities like any other. And unlike communists, they strongly defended private property and the dignity of persons and families. Instead, the builders of these alternative economic systems wanted to protect and renew the "natural" communities of family, village, neighborhood, and parish. They treasured rural culture and family farming and defended traditional sex roles and vital home economies. Carlson's book takes a fresh look at distributism, the controversial economic project of Hilaire Belloc and G. K. Chesterton which focused on broad property ownership and small-scale production; recovers the forgotten thought of Alexander Chayanov, a Russian economist who put forth a theory of "the natural family economy"; discusses the remarkable "third way" policies of peasant-led governments in post-World War I Bulgaria, Poland, and Romania; recounts the dramatic and largely unknown effort by Swedish housewives to defend their homes against radical feminism; relates the iconoclastic ideas of economic historian Karl Polanyi, including his concepts of "the economy without markets" and "the great transformation"; and praises the efforts by European Christian Democrats to build a moral economy on the concept of homo religious--"religious man." This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. An innovative system to re-link these fundamental forces must be expeditiously ordained to equitably share the capitalist blessings of wealth and avert a looming social calamity. "Inclusive" capitalism would change the playing field by offering significant tax incentives to corporations willing to establish employee stock ownership plans (ESOPs), allowing employees to acquire capital shares without depleting their own savings. Stock holdings would provide the middle and lower classes with what they so desperately need: income capital in ADDITION to earnings via their labor. Co-authors Veny W. Musum and Upendra Chivukula offer a bipartisan exploration of employee ownership, its history, how ESOPs work, and the simple, common sense policies Americans must demand the government implement for this PROVEN wealth building system to grow exponentially. Nevertheless, the authors conclude that an authoritarian form of government is necessary, but this will be governance by experts and not by those who seek power. There are in existence highly successful authoritarian structures—for example, in medicine and in corporate empires—that are capable of implementing urgent decisions impossible under liberal democracy. Society is verging on a philosophical choice between liberty or life. But there is a third way between democracy and authoritarianism that the authors leave for the final chapter. Having brought the reader to the realization that in order to halt or even slow the disastrous process of climate change we must choose between liberal democracy and a form of authoritarian government by experts, the authors offer up a radical reform of democracy that would entail the painful choice of curtailing our worldwide reliance on growth economies, along with various legal and fiscal reforms. Unpalatable as this choice may be, they argue for the adoption of this fundamental reform of democracy over the journey to authoritarianism.
