China's reservations about the development of democracy in Hong Kong lies at the heart of the problem. The conceptual inadequacies set out in the Basic Law, Hong Kong's mini-constitution, show a correlation between a lack of democracy and a loss of autonomy. This book argues that genuine autonomy from the central government in Beijing is impossible without a democratic system in Hong Kong. Developments since the handover have, however, demonstrated that democratic trends have been halted and even reversed and that democracy is not likely to be established in Hong Kong in the near future.

The book covers several decades of Hong Kong's recent past, from the time James Hayes joined the Administrative Grade of the Hong Kong Civil Service in the 1950s to his retirement in the 1980s, thirty-two years later. Spending practically his whole career in departments rather than in the central Secretariat, serving in posts that brought him into direct contact with the public, we follow him as a young cadet fresh from language school to his first posting in the District Administration, New Territories, through all of his varied assignments to his final post between 1985-87, when he again served in a very changed New Territories in charge of an equally altered District Administration. James Hayes is also a scholar, known for his books on the Hong Kong region and its people, with a Ph.D. from London University and an Honorary Doctorate of Letters bestowed by the University of Hong Kong in 1992. Neoliberals grew excited by popular welfare systems that cost little in expenditure and bureaucracy. Social-democrats thought they had found a model for social cohesion and equality. In fact the reality in East Asia is rather different from these stereotypes. In this book six specialists of six different societies in East Asia (Japan, South Korea, Taiwan, China, Singapore and Hong Kong) examine the role of the state in their welfare systems. There are detailed case studies on pensions, health insurance, housing and personal social services. They provide an up-to-date detailed account of how these systems have developed as well as an examination of the question of whether these welfare regimes are the natural outgrowth of cultural traditions or the result of economic and political conditions. This broad-ranging and detailed study will be welcomed by both students and policy makers as the first proper academic study in English to have such a wide coverage of this topic.
