Book excerpt: This World Bank report is a rich compilation of information on teaching learning materials (TLM) in Africa based on the extensive and multi-faceted experience of the author's work in the education sector in Africa. The study examines a wide range of issues around TLM provision including curriculum, literacy and numeracy, language of instruction policy, procurement and distribution challenges, TLM development and production and their availability, management and usage in schools. It also looks at the role of information and communication technology (ICT) based TLMs and their availability. The study recognizes that improved TLM system management is a critical component in achieving affordable and sustainable TLM provision for all students. This study, which draws from more than 40 Anglophone, Francophone, Lusophone, and Arabic-speaking countries will be particularly useful for policymakers, development partners, and other stakeholders attempting to understand the wide range of issues surrounding the complexity of textbook provision in Sub Saharan Africa.

Book excerpt: Textbooks play a key role in enhancing the quality of learning, especially in the context of low-income Sub-Saharan African (SSA) countries characterized by large class-size, poorly motivated and inadequately trained teachers, and short effective school years. There are also high rates of illiteracy among parents and few reading materials at home for the student to bank on. Despite extensive investments by governments, the World Bank and other development partners, the majority of students in primary and secondary schools in SSA still lack the benefit of access to textbooks and the key reason for this shortage is affordability: textbooks are generally much more costly in SSA than in other developing regions. The need to increase access to key learning resources is of particular urgency because most African countries experience low learning outcomes which in part contributes to a high drop-out rate. Only two-thirds of those who enter school reach the final grade and only about half of these master basic numeracy and literacy skills. And although quality improvement depends on many factors inside and outside the school, there is wide agreement that availability of textbooks is both an indispensable and a cost-effective way of improving the quality of the learning process. A recent World Bank study examined the actual costs of textbooks, the scope for cost reduction, the portion of a national budget countries allocate to teaching and learning materials (TLMs) and hurdles in the way of making textbooks available to student. Some interesting findings from the study - - The availability of affordable textbooks to all students could be dramatically improved by devoting an estimated 3 to 4 percent of the primary education budget and 6 to 7 percent of the secondary education budget - The production process †“ methods, copyright, length of print runs, effective procurement practices †“ rather than the production costs should be the target of cost saving strategies - The increased integration of ICTs into education in SSA can provide important opportunities for promoting availability of electronic TLMs but electronic TLMs are not a substitute for printed TLMs including textbooks

Available in PDF, EPUB and Kindle. Book excerpt: Louis Barfe's elegantly written, authoritative and highly entertaining history charts the meteoric rise and slow decline of the popular recording industry. Barfe shows how the 1920s and 1930s saw the departure of Edison from the phonograph business he created and the birth of EMI and CBS. In the years after the war, these companies, and the buccaneers, hucksters, impresarios and con-men who ran them, reaped stupendous commercial benefits with the arrival of Elvis Presley, who changed popular music (and sales of popular music) overnight. After Presley came the Beatles, when the recording industry became global and record sales reached all time highs. Where Have All The Good Times Gone? also charts the decline from that high-point a generation ago. The 1990s ushered in a period of profound crisis and uncertainty in the industry, encapsulated in one word: Napster. Barfe shows how the almost infinite amounts of free music available online have traumatic and disastrous consequences for an industry that has become cautious and undynamic.

In 1994, this public concern suddenly disappeared, without any significant reduction in the number of people without proper housing. By examining the making and unmaking of a homeless crisis, this book explores how public understandings of what constitutes a social crisis are shaped. Drawing on five years of ethnographic research in New York City with African Americans and Latinos living in poverty, Where Have All the Homeless Gone? reveals that the homeless "crisis" was driven as much by political misrepresentations of poverty, race, and social difference, as the housing, unemployment, and healthcare problems that caused homelessness and continue to plague American cities.

Book excerpt: A vital contribution to legal theory and media and civic discourse In the 1860s, northern newspapers attacked Abraham Lincoln's policies by attacking his character, using the terms "drunk," "baboon," "too slow," "foolish," and "dishonest." Steadily on the increase in political argumentation since then, the argumentum ad hominem, or personal attack argument, has now been carefully refined as an instrument of "oppo tactics" and "going negative" by the public relations experts who craft political campaigns at the national level. In this definitive treatment of one of the most important concepts in argumentation theory and informal logic, Douglas Walton presents a normative framework for identifying and evaluating ad hominem or personal attack arguments. Personal attack arguments have often proved to be so effective, in election campaigns, for example, that even while condemning them, politicians have not stopped using them. In the media, in the courtroom, and in everyday confrontation, ad hominem arguments are easy to put forward as accusations, are difficult to refute, and often have an extremely powerful effect on persuading an audience. Walton gives a clear method for analyzing and evaluating cases of ad hominem arguments found in everyday argumentation. His analysis classifies the ad hominem argument into five clearly defined subtypes—abusive (direct), circumstantial, bias, "poisoning the well," and tu quoque ("you're just as bad") arguments—and gives methods for evaluating each type. Each subtype is given a well-defined form as a recognizable type of argument. The numerous case studies show in concrete terms many practical aspects of how to use textual evidence to identify and analyze fallacies and to evaluate argumentation as fallacious or not in particular cases.

Book excerpt: From New York Times bestselling author Jenny Colgan comes this hilarious romance about a woman who trades in the comforts of city life in hopes of finding love in a small Scottish town in the middle of nowhere. Faced with the harsh reality that there are 25,000 more women than men in London, Katie’s dating prospects are at an all-time low. While she’s glad it’s not a man’s world anymore, it wouldn’t hurt if there were more eligible bachelors. More likely to get murdered than married, according to gleeful media reports, Katie resigns herself to the fact that there’s no sex in the city for her and decides to head for the hills—or the Scottish Highlands to be exact. Despite the fact she’s never been one for muddy rain boats—and Fairlish is in the middle of nowhere—the tiny town does have one major draw: men. LOTS of them! But while Katie relishes the chance to do battle with armies of admirers, she’s not excited about going head to head with her shady new boss, Harry. At least there’s the local eye-candy to distract her, including gorgeous newshound Iain. But he is at loggerheads with Harry, and she can’t afford to get on Harry’s bad side any more than she already has. Life in the country might not be one big roll in the hay, but now that Katie has taken the plunge, can she ever turn her back on the delights of Fairlish and return to city life…?
