This report explores the potential contribution that the copper mining industry could make to jobs and prosperity in Zambia, and what it will take to achieve this potential. Copper has for many years played an important role in Zambia's economy, and the performance of the economy has followed the fortunes of copper mining closely. This report investigates the role copper mining could play in achieving the government's objectives of increasing economic growth and jobs in the future. Although 40 percent of the country has not been geologically surveyed, Zambia is recognized by the international mining industry as having good mineral potential. Zambia possesses 6 percent of known world copper reserves. According to the highly-respected Fraser Institute survey of mining and exploration companies, Zambia ranks 26th out of 79 jurisdictions worldwide for mineral potential. In Africa, only the Democratic Republic of Congo (DRC) and Burkina Faso have appreciably higher mineral potential scores.

Copper fabrication involves the manufacture of products such as copper wire, wire rod, low-voltage cable, and other copper based semi-manufactures. Copper is clearly a major input into the copper fabrication industry. However, aside from this supply relationship, the copper mining and refining and copper fabrication industries are almost completely separate, with different drivers, competitive forces, structures, and economics. The former produces a fungible commodity which can be sold anywhere and (in most cases) has a market of last resort in the metal exchanges, while the latter is highly dependent on customer demands and needs, stockholding patterns, and technical requirements. The Government and population of Zambia have long looked to copper fabrication as a potential opportunity for adding more value to the country's copper. Zambia has long held a desire to add more value to its copper, and the government and wider population believe that copper fabrication could represent an important source of economic growth, jobs, and diversification.

It follows through the evolution of the copper mining industry up to the re-privatisation of the Zambian mining sector in 1991. The book ties into a single narrative the disparate themes of corporate organisation, labour relations, and profitability of Rhokana, demonstrating how the firm was, for a time, the most important mining entity in the Northern Rhodesian/Zambian mining industry. Rhokana was both an investment firm on the Copperbelt and a mining company through Nkana mine. Thus, the Corporation was central to the development and profitability of the copper industry in Zambia. Its corporate and labour policies influenced the Copperbelt as a whole. Employing the largest labour force in the mining sector, Rhokana spearheaded the labour movement on the Copperbelt. Its Nkana mine was also the largest producer of copper in the Northern Rhodesian mining industry between 1940 and 1953, and contributed hugely to the war economies of Britain and the USA. Throughout its history, Nkana was also a major source of cobalt. After nationalisation of the mining sector in 1970, Rhokana surrendered its investments in the wider copper industry, but remained central to the Copperbelt’s smelting and refining operations, owning the biggest metallurgical facilities in the industry.

Book excerpt: That a country should procure an economic benefit from its natural resource wealth is axiomatic. When this intuitive understanding is violated, it makes for an interesting study. Zambia's failure to derive a transformative benefit from its substantial copper deposits is sufficiently documented; what remains absent in the literature are cohesive clarifications for this failure. This work develops one such clarification by examining Zambia's copper mining framework through the lens of i) knowledge asymmetry and ii) the principal -agent problem. The central argument in this work is that in the context of copper mining transactions, the Zambian government acts within an avalanche of information gaps and agency hazards and is therefore limited in its ability to negotiate and enforce copper mining deals in its best interests. This dearth in capacity must be contrasted with the capacity of the mining conglomerates that often have a monopoly of knowledge on a host of key issues surrounding the bargain. The singular contribution of this work is that it crystalizes the numerous challenges facing the industry into two basic explanations- knowledge asymmetry and the agency dilemma. It contends that many of the permutations, the inefficiencies, and the asymmetries that characterize the industry can invariably be classified as problems of knowledge or problems of agency. While the underperformance of the industry has been adequately documented, this study elucidates this failure by scaling it down to two basic components. The benefits of this distillation are conceptual and typological. From a conceptual perspective, it makes what at first glance looks like an insuperable problem easier to apprehend, and from a typological perspective, it raises the level of abstraction by directing our focus to the rudiments of root cause rather than the minutiae of consequences.
