This paper addresses these questions by applying the Kaleidoscope Model for agricultural and food security policy change to the specific case of agricultural input policy in Zambia. Since 2002, the Farmer Input Support Program (formerly the Fertilizer Support Program) has been a cornerstone of Zambia’s agricultural policy. Over the years, however, many researchers have highlighted weaknesses in the program and proposed other options. Based on semistructured interviews with key stakeholders and intensive process tracing using media, donor, parliamentary, and research reports, this paper examines how the program initially began in 2002 and during subsequent periods of reform in 2009 and 2015. Based on the findings here, periods of reform for input support programs are most likely when there is a confluence of multiple factors. These include the emergence of a window of opportunity in the form of either a focusing event (for example, a food crisis) or an institutional shift (for example, a new president or new ruling party) that coincides with broad stakeholder support for empirically grounded alternatives, available material resources, and sustained commitment from politically important policy makers.

Book excerpt: March 1995 Federal transfers to Russia's agro-industrial complex fell from 10 percent of GDP in 1992 to 3 percent of GDP in 1993, and were slated to be only 2 percent of GDP in 1994. But the basic framework for agricultural policy has not changed since the Soviet era and federal transfers have tended to impede rather than enhance market-oriented reform. Galbi analyzes the role of federal agricultural credits and subsidies in Russia since the Gaidar reforms of January 1992. Pressure on the budget has led to a significant reduction in federal transfers to the agro-industrial complex. Transfers fell from 10 percent of gross domestic product (GDP) in 1992 to 3 percent of GDP in 1993, and budget transfers for 1994 are only about 2 percent of GDP. But the nature of federal transfers to the agro-industrial complex has not changed significantly since 1992, and federal transfers have tended to impede market-oriented reform rather than enhance it. So reform in the agriculture sector has been driven largely by a budget squeeze on the implementation of policies that hinder the development of market-oriented agriculture. Galbi provides an overview of federal agro-industrial programs, describing four types of support in detail: * Credits and subsidies to promote private farms. * Credits associated with state procurement of agricultural products. * Subsidies for agricultural inputs. * General subsidies to agricultural producers. He shows the difficulty of using federal transfers to support agriculture when institutions are unstable, the government's administrative and regulatory capabilities are weak, and information needed for effective credit allocation is unavailable. He also shows the extent to which the framework for agricultural policy has not changed since the Soviet era. This paper -- a product of the Office of the Vice President, Development Economics -- is part of an ongoing research on Russian monetary and credit policy.

Many types of subsidy, especially those that encourage the production and use of fossil fuel, and other non-renewable forms of energy, are harmful to the environment. They can also have high financial and economic costs, and often only bring few benefits to the people for whom they are intended.Removing, reducing or restructuring such energy subsidies is helpful for the environment and the economy at the same time. Potential social costs in terms of employment in the conventional energy industry or reduced access to energy could be addressed by redirecting the money formerly spent on subsidies to income support, health, environment, education or regional development programmes.Of course, subsidies can have certain positive consequences, particularly where they are aimed at encouraging more sustainable energy production and use. Temporary support for renewable energy and energy-efficient technologies to overcome market barriers, and measures to improve poor or rural households' access to modern, commercial forms of energy, for instance, could be positive measures in support of sustainable development.Based on ground-breaking work undertaken by UNEP and the International Energy Agency, this book aims to raise awareness of the actual and potential impacts of energy subsidies and provide guidance to policy-makers on how to design and implement energy-subsidy reforms. It provides methodologies for analysing the impact of subsidies and their reform, and reviews experiences with energy subsidies in a number of countries and regions. Drawing on these case studies, it analyses the lessons learned as well as the policy implications, and provides guidance on how to overcome resistance to reform.The book provides an analytical framework which aims to set the scene for the detailed discussion of energy-subsidy issues at the country level. Book excerpt: In this paper we explore the implications of Nepal’s new federal Constitution—passed in September 2015—for governance of the agricultural sector. Agriculture is the backbone of the Nepali economy, providing a livelihood for approximately two-thirds of the population, contributing one-third of the country’s GDP, and constituting more than half of the country’s exports. In transitioning from a unitary to a federal republic—with greater authority and autonomy granted to subnational units of government—it is of paramount importance to ensure that the agricultural sector is guided by coordinated planning, retains sufficient human capacity, and receives adequate fiscal resources. These considerations are particularly important given that the governance of Nepal’s agricultural sector already suffers from poor coordination, low human resources capacity, and inadequate financial resources. Addressing these issues may become more difficult under a federal structure. This paper begins by laying out the main challenges for agricultural governance in Nepal under the current structure. To do so, it relies on an original survey of 100 district agricultural and livestock officers in charge of local agricultural service delivery in Nepal as well as perspectives collected through more than two dozen semi-structured interviews with officials from the Ministry of Agricultural Development, the Ministry of Livestock Development, civil society, the private sector, and donors. Because Nepal is embarking on a pathway to more decentralized governance, which has been well-trodden by a number of other countries, the paper proceeds by examining five case studies, drawing lessons from India, Indonesia, Kenya, Malaysia, and South Africa. Based on these analyses, the paper offers policy recommendations on how the sector can be restructured to meet the constitutional provisions, while simultaneously ensuring that the government can deliver on its long-term objectives to develop the agricultural sector.

Yet they suffer from degradation, poor management, and overuse due to government subsidies. 'Detox Development: Repurposing Environmentally Harmful Subsidies' examines the impact of subsidies on these foundational natural assets. Explicit and implicit subsidies--estimated to exceed US$7 trillion per year--not only promote inefficiencies but also cause much environmental harm. Poor air quality is responsible for approximately 1 in 5 deaths globally. And as the new analyses in this report show, a significant number of these deaths can be attributed to fossil fuel subsidies. Agriculture is the largest user of land worldwide, feeding the world and employing 1 billion people, including 78 percent of the world's poor. But it is subsidized in ways that promote inefficiency, inequity, and unsustainability. Subsidies are shown to drive the deterioration of water quality and increase water scarcity by incentivizing overextraction. In addition, they are responsible for 14 percent of annual deforestation, incentivizing the production of crops that are cultivated near forests. These subsidies are also implicated in the spread of zoonotic and vector-borne diseases, especially malaria. Finally, oceans support the world's fisheries and supply about 3 billion people with almost 20 percent of their protein intake from animals. Yet they are in a collective state of crisis, with more than 34 percent of fisheries overfished, exacerbated by open-access regimes and capacity-increasing subsidies. Although the literature on subsidies is large, this report fills significant knowledge gaps using new data and methods. In doing so, it enhances understanding of the scale and impact of subsidies and offers solutions to reform or repurpose them in efficient and equitable ways. The aim is to enhance understanding of the magnitude, consequences, and drivers of policy successes and failures in order to render reforms more achievable.

At the same time, there have been widening gaps in wages across provinces. These trends are likely to prompt company headquarters to relocate. The relocation choices of headquarters are likely to change under different ownership, as a result of variations in their internal capabilities as well as the distinctive nature of their businesses. This paper is the first attempt to examine the effects of rising wages on headquarters’ relocation by ownership. Data were obtained from the China Statistical Yearbook and the Annual Survey of Industrial Enterprises for the period 1998 through 2008. These data allow for differentiation among companies with regard to five types of enterprises: foreign owned, Sino-foreign owned, state owned, domestically joint owned, and privately owned. We use a conditional logit model to identify factors to determine which province headquarters chose to relocate. In addition, we consider the impact of these choices on the “minimum wage standard” introduced in 2004. Results indicate that wages insignificantly affected the relocation choice of all types of headquarters before 2004. After 2004, on average, headquarters were more likely to relocate to low-wage provinces, as predicted by “overall cost leadership.” However, we also find that relocation choices are significantly affected by ownership type. While privately owned and state-owned enterprises are likely to relocate to areas with lower wages, foreign-owned headquarters tend to relocate to high-wage areas, as predicted by the “efficiency wage theory.” Wages did not affect the relocation choices of Sino-foreign-owned companies, but had a negative effect on those of domestically joint-owned headquarters.
