Available in PDF, EPUB and Kindle. Book excerpt: First published in 1992, this book analyses social welfare in eight socialist countries, at that time: Czechoslovakia, China, Cuba, Hungary, Poland, Yugoslavia, North Korea and the Soviet Union. For each country it considers the ideological framework underlying the social welfare system and describes the historical development of both the system and the political and socio-economic context. Each chapter looks at the structure and administration of the systems in place and how these are financed. This is followed by a consideration of the nature of different parts of the welfare system, a survey of social security, personal social services and the treatment of the following key target groups: the aged; those with disabilities and handicaps; children and youth; disadvantaged families; the unemployed; and the sick and injured. Each chapter concludes with an assessment of the effectiveness of the system considered.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1980, Socialism, Social Welfare and the Soviet Union examines the views of Marx, Engels and Lenin on what constitutes a socialist form of provision of social security, income, education, health and housing. The authors discuss the implementation of these ideas in the Soviet Union since the 1917 Revolution in the context of economic and political development, and describe the social services in the Soviet Union, assessing the extent to which the original ideas have been matched by reality. They also briefly survey the views of several East European academic writers on social policy, outlining some distinctive features of social policy in the Eastern bloc. The authors’ general conclusion is that the Soviet Union has made great progress in social policy provision; from their research and from their visits in the course of writing this book, they show that the social services of the Soviet Union are as good as and, in some ways, more comprehensive than those of Western Europe. Equally important is their conclusion that a society in which the means of production and distribution are nationalised, and which makes a full provision of social services is not necessarily a socialist society. This book will appeal to students of sociology, political science and area studies.

Book excerpt: The Economic Theory of Socialism and the Labour-Managed Firm focuses on market socialism and the relevant debate among economic theorists. It argues that market socialism is the only rational form of socialism and that market socialism with labour-managed firms is by far the best form of market socialism. The book begins with a critical review of the contributions to the economic theory of socialism. The second part discusses the economic theory of labour-managed firms and pays particular attention to the adverse labour-supply curve, underinvestment, monitoring and the separation of ownership and control. The final chapters discuss problems such as the control of economic activity in labour-managed firms, worker motivation and incentives. This book will be of particular use to students and academics interested in comparative economic systems and to specialists in politics and sociology with an interest in alternative forms of economic organization.

Book excerpt: Post-Industrial Socialism provides critical analysis of recent developments in leftist political thought. Adrian Little charts new directions in the economy and the effects they have had on traditional models of social welfare and orthodox approaches to social policy. In demonstrating the limitations of the welfare state and the associated concept of citizenship, this book suggests that we need to renew socialist welfare theory through the evaluation of universal welfare provision and a policy of breaking the link between work and income.

Book excerpt: The rapid collapse of socialism has raised new economic policy questions and revived old theoretical issues. In this book, Joseph Stiglitz explains how the neoclassical, or Walrasian model (the formal articulation of Adam Smith's invisible hand), which has dominated economic thought over the past half century, may have wrongly encouraged the belief that market socialism could work. Stiglitz proposes an alternative model, based on the economics of information, that provides greater theoretical insight into the workings of a market economy and clearer guidance for the setting of policy in transitional economies. Stiglitz sees the critical failing in the standard neoclassical model underlying market socialism to be its assumptions concerning information, particularly its failure to consider the problems that arise from lack of perfect information and from the costs of acquiring information. He also identifies problems arising from its assumptions concerning completeness of markets, competitiveness of markets, and the absence of innovation. Stiglitz argues that not only did the existing paradigm fail to provide much guidance on the vital question of the choice of economic systems, the advice it did provide was often misleading.
