When controlling for other factors, the collapse of the Soviet Union does not have as large an impact on weapon prices as is generally believed.

The diffusion of modern technology (robotics, cyber weapons, 3-D printing, autonomous systems, and artificial intelligence) to ordinary people has given them access to weapons of mass violence previously monopolized by the state. In recent years, states have attempted to stem the flow of such weapons to individuals and non-state groups, but their efforts are failing. As Audrey Kurth Cronin explains in Power to the People, what we are seeing now is an exacerbation of an age-old trend. Over the centuries, the most surprising developments in warfare have occurred because of advances in technologies combined with changes in who can use them. Indeed, accessible innovations in destructive force have long driven new patterns of political violence. When Nobel invented dynamite and Kalashnikov designed the AK-47, each inadvertently spurred terrorist and insurgent movements that killed millions and upended the international system. That history illuminates our own situation, in which emerging technologies are altering society and redistributing power. The twenty-first century "sharing economy" has already disrupted every institution, including the armed forces. New "open" technologies are transforming access to the means of violence. Just as importantly, higher-order functions that previously had been exclusively under state military control - mass mobilization, force projection, and systems integration - are being harnessed by non-state actors. Cronin closes by focusing on how to respond so that we both preserve the benefits of emerging technologies yet reduce the risks. Power, in the form of lethal technology, is flowing to the people, but the same technologies that empower can imperil global security - unless we act strategically.

How quickly can commodities such as diamonds and cocoa be converted into cash to buy war supplies? And why does answering these questions matter for understanding civil wars? In What Rebels Want, Jennifer M. Hazen challenges the commonly held view that rebel groups can get what they want, when they want it, and when they most need it. Hazen's assessments of resource availability in the wars in Sierra Leone, Liberia, and Côte d'Ivoire lead to a better understanding of rebel group capacity and options for war and war termination. Resources entail more than just cash; they include various other economic, military, and political goods, including natural resources, arms and ammunition, safe haven, and diplomatic support. However, rebel groups rarely enjoy continuous access to resources throughout a conflict. Understanding fluctuations in fortune is central to identifying the options available to rebel groups and the reasons why a rebel group chooses to pursue war or peace. The stronger the group's capacity, the more options it possesses with respect to fighting a war. The chances for successful negotiations and the implementation of a peace agreement increase as the options of the rebel group narrow. Sustainable negotiated solutions are most likely, Hazen finds, when a rebel group views negotiations not as one of the solutions for obtaining what it wants, but as the only solution.

Matthew Galway links Chinese Communist Party efforts to globalize Maoism to the dialectical engagement of exported Maoism by Cambodian Maoist intellectuals. How do ideas manifest outside of their place of origin? Galway analyzes how universal ideological systems became localized, both in Mao's indigenization of Marxism-Leninism and in the Communist Party of Kampuchea's indigenization of Maoism into its own revolutionary ideology. By examining the intellectual journeys of CPK leaders who, during their studies in Paris in the 1950s, became progressive activist-intellectuals and full-fledged Communists, he shows that they responded to political and socioeconomic crises by speaking back to Maoism—adapting it through practice, without abandoning its universality. Book excerpt: This book argues that the effectiveness of the state apparatus is one of the crucial variables determining human rights conditions, and that state weakness and failure is responsible for much of the human rights abuses we see today. Weak states are unable to control their own agents or to police abuses by private actors, resulting in less accountability and more abuse. By contrast, stronger states have greater capacities to protect human rights; even strong authoritarian states tend to have better human rights conditions than weak ones. The first two chapters of the book develop the theoretical connections between international law, sovereignty, states and rights, and the consequences of state failure for these relationships. The empirical chapters (Chapters 3-6) test the validity of these theoretical claims, employing a multi-method approach that combines quantitative and qualitative methods. Englehart uses case studies of Afghanistan, Burma/Myanmar and the Indian state of Bihar to analyze types and patterns of state failure, based on analysis of NGO reports, archival research, primary and secondary texts, and interviews and field research. Examining what happens to human rights when states fail, the book concludes with implications for scholars and activists concerned with human rights. This book will be of great use to scholars of international relations, comparative politics, human rights law and state sovereignty.
