Drawing on surveys of nearly 30,000 firms in 53 developing countries, as well as country case studies and other new research, the report explores options for expanding opportunities for firms and entrepreneurs of all types, from farmers and microenterprises to local manufacturing concerns and multinationals, to invest productively and create job opportunities. Findings drawn include that a strong investment climate should benefit society as a whole as well as individual firms, requires well-designed regulation and taxation systems. and should recognise and embrace the contributions of all types of firms to growth and poverty reduction. Governments need to address barriers to competitiveness and bridge the gap between policies and their implementation and address deeper sources of policy failure which can undermine a sound investment climate. The report also contains selected data from the World Bank's programme of Investment Climate Surveys and the Doing Business Project, as well as from the World Development Indicators 2004.

Book excerpt: The World Bank¿s research program has four basic objectives: to broaden the understanding of development, to assist in developing research capacity in the Bank¿s member countries, to improve its capacity to advise its members, and to support all aspects of its own operations. Whether these aims are achieved depends in part on how extensively Bank research is used internally and externally. In early 2004, surveys were commissioned to assess the use of publications including Bank-wide research (annual flagship publications, Policy Research Reports, Policy Research Working Papers, and the two research journals) by Bank staff and by the Bank¿s clients. The findings lead to four main conclusions: clients use Bank research publications frequently, Bank research publications are influential, translations are important, and for external clients the Internet is an important source of information. The World Bank Research Program reports on research projects that were initiated, under way, or completed from July 2001 through June 2003 and, for the first time, it includes summaries of large research programs. These multiyear programs undertake analysis on several broad development related issues with the aim of providing strategic directions on critical problems facing Bank clients and operations. The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. 'World Development Report 2009: Reshaping Economic Geography' concludes that these spatial transformations are essential, and should be encouraged. The conclusion is not without controversy. Slum-dwellers now number a billion, but the rush to cities continues. Globalization is believed to benefit many, but not the billion people living in lagging areas of developing nations. High poverty and mortality persist among the world's 'bottom billion', while others grow wealthier and live longer lives. Concern for these three billion often comes with the prescription that growth must be made spatially balanced. The WDR has a different message: economic growth is seldom balanced, and efforts to spread it out prematurely will jeopardize progress. Book excerpt: This annual publication analyses the global and national dimensions of the investment climate for developing countries, in terms of the policy and institutional environment. This edition examines the growth of regional trade agreements, which have risen eight-fold in two decades with currently, as much as 40 percent of global trade taking place among countries that have some form of reciprocal regional trade agreement. Issues discussed include: regional trading trends; effects of regional agreements on trade creation, trade facilitation and services, investment, intellectual property rights, and labour mobility; whether the proliferation of agreements poses risks for multilateral trading system, and if so, options for managing them. The report finds that agreements leading to open regionalism (that is, deeper integration of trade as a result of low external tariffs, increased services competition, and efforts to reduce cross-border and customs delays costs) are effective as part of a larger trade strategy to promote growth. Although regional agreements can prove beneficial to member countries, they can have adverse effects on excluded countries, and the lowering of border barriers around the world is crucial to minimising these effects. The completion of the Doha Development Agenda by all WTO countries will reduce the risk of trade diversion associated with regional agreements and will decrease trade losses of countries excluded from agreements.
