It focuses on three key actions to meet the challenge: - evaluate how the region manages water resources - identify guidelines for the Banks water resource programs - develop country-specific strategies and promote joint programs Reforms built into the framework seek to modernize institutions that affect water resources. The authors suggest ways to improve planning and long-term management, streamline economic and financial policy, and upgrade real-time management, operation and maintenance. A general strategy for future World Bank lending and involvement is described. It features a comprehensive approach toward dealing with water resource issues. This approach calls for international and interprovincial basin agreements, makes institutional reform a condition for lending, and promotes integrated water planning and management in borrower countries. Policy guidelines for regional and country activities are also discussed.

Book excerpt: Case studies were conducted in five selected Asian countries on their water policy reform initiatives. Of the five countries, China stands out as the country that has derived the most from on-going global efforts in promoting water sector institutional reforms and the concept of integrated water resources management (IWRM). China has emerged as the leader in adapting these concepts to suit the context of the country. Advanced stages of water development in many parts of the country and increased water shortages due to rapid economic development have prompted China to forge ahead in the search for institutional solutions to make the water sector more productive, and the management of water resources more sustainable. In the other selected countries, efforts to replicate the models of developed countries without much adaptation and due reference to their stages of development have generally failed. The dominance of irrigation within the water sector and the informality of the economy related to water in these countries seem to make the application of prescribed IWRM principles rather unfeasible. The lesson to be drawn from policy reviews of the five countries is that effective waterinstitutions are not static systems, but are adaptive and dynamic institutional developments compatible with the local context, particularly with the structure of the overall economy of the country and its water sector.

Book excerpt: This cluster of books presents innovative and nuanced knowledge on water resources, based on detailed case studies from South Asia—India, Bangladesh, Bhutan, Nepal, Pakistan, and Sri Lanka. In providing comprehensive analyses of the existing economic, demographic and ideological contexts in which water policies are framed and implemented, the volumes argue for alternative, informed and integrated approaches towards efficient management and equitable distribution of water. These also explore the globalization of water governance in the region, particularly in relation to new paradigms of neoliberalism, civil society participation, integrated water resource management (IWRM), public–private partnerships, privatization, and gender mainstreaming. These volumes will be indispensable for scholars and students of development studies, environmental studies, natural resource management, governance and public administration, particularly those working on water resources in South Asia. They will also be useful for policymakers and governmental and non-governmental organizations.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes water policies in South Asia from the perspective of Integrated Water Resources Management (IWRM). It seeks to address the problems of water scarcity, conflict and pollution resulting from the gross mismanagement and over-exploitation of this finite resource. Highlighting the need for IWRM in mitigating abuse and ensuring sustainable use, it discusses issues relating to groundwater management; inter-state water conflicts; peri-urban water use; local traditional water management practices; coordination between water users and uses; and water integration at the grassroots level. With case studies from India, Bangladesh, Pakistan, and Nepal, the innovative, painstaking and transnational researches presented in the volume deal with questions of equity, gender, sustainability, and democratic governance in water policy interventions. It will interest researchers and students of development studies, environmental studies, natural resource management, water governance, and public administration, as also water sector professionals, policymakers, civil society activists and governmental and nongovernmental organizations.

Book excerpt: This book provides an ecosystem perspective in addressing the water resource management issues in the South Asian region. It argues that aspects such as sources of water, its distribution and users; land–water interrelations; drivers of change such as laws, policies and institutions; management of issues and technologies related to water supply; institutional set-up; economic instruments such as pricing, taxes, subsidies; and economics of ecosystem services are crucial. Climate changes, melting of glaciers and polar ice caps, rising sea level and the increased frequency of extreme events, have to be factored into integrated management of water resources. This book addresses some of these major issues related to aquatic ecosystems and focuses on three major aspects: (a) concepts related to ecosystems, ecosystem services and their linkages with water; (b) human impacts on ecosystems, particularly the aquatic ecosystems, and their assessment; and (c) the management, including policy, governance and economics. Comprising new theories, research and case studies, the book will be useful those concerned with water resource management – professionals, students and researchers.

It provides a framework to help governments design effective water management programs.Countries can tailor the framework to suit their needs. The study describes key policy goals that each country program should adopt. It discusses ways to make industry control pollution and conserve water. It suggests means of making water more accessible and sewage collection and treatment more efficient.Practical ways to modernize irrigation techniques and hydropower systems, to protect ecosystems, minimize resettlement, and maintain biodiversity are outlined. Low-cost methods of providing drinking water for the rural poor and water for industry and agriculture are recommended. The study also recommends institutional and regulatory reforms that use incentives to promote more efficient water use and services, employ new water conservation technology, and let communities join in water management. The study describes the conditions that would affect World Bank lending to individual countries. It reviews the water management problems that would get urgent consideration. It also examines how Bank support is affected by a country's commitment to sound water management.

Available in PDF, EPUB and Kindle. Book excerpt: Regulation of India’s rivers and other water systems has been evolving for thousands of years in the face of varying socioeconomic and technological conditions. India's Waters: Environment, Economy, and Development is a study of the current state of development, and proposed future development policies of the government of India, which is the developmental agency. The author first addresses India’s physical and hydrological environment. He explains how the government, using his research, has estimated its usable resources and water requirements for life, environment, and economy for the next half-century. The book describes how, based on its own assessment, the government has made detailed suggestions about developing India’s water resources. After covering the overall national study and analysis, the author addresses the current development of the major river basins— the Indus and Ganges-Brahmaputra-Meghna (GBM) basins, as well as the Central, Peninsular and others. He follows with analysis of watershed, groundwater, and command area development. Inter-basin water transfer has been considered throughout India’s long history. This book briefly details suggestions for interlinking India’s rivers and concludes by presenting legal framework and institutional issues. This is the first of Dr. M.C. Chaturvedi’s three studies on the waters of India. The second, India’s Waters: Advances in Development and Management, presents his proposals for revolutionizing their development, and the third focuses on development of the GBM basin, which is now an international river system. These studies are a unique contribution to the science and art of water resource development from a highly respected expert. He has designed most of the major projects in the Ganga basin and continues to teach and conduct research at the international level.

Rosegrant assesses global water supply and demand, describes in detail the forces contributing to water scarcity, and lays out a number of strategies for managing water in the future. Any solution, Rosegrant asserts, will need to involve both the careful exploitation of new sources of water and strong measures to stimulate more efficient use of water. Policies must treat water not as a free good, as they often do now, but rather as a scarce commodity that comes at a price. Cooperation between countries sharing the same water basin will also become increasingly important as water becomes more scarce.

Available in PDF, EPUB and Kindle. Book excerpt: Falling or stagnant agricultural growth, increasing dependence on groundwater, climate variability, swift industrialization, and unplanned and unregulated urbanization in South Asia have spawned a variety of challenges for water resources governance, management and use: groundwater overdraft; insufficient, ill-managed and poor-quality freshwater supply vis-à-vis escalating demand; and water pollution. Water policies in each of the South Asian countries thus call for a more holistic understanding for the efficient management, equitable distribution and sustainable use of this scarce resource. Analyzing the economic, demographic and ideological context in which water policies are framed and implemented, this book argues for an integrated framework in formulating and implementing water policies in South Asia. It also highlights some common missing links in the national policies: problems of techno-centric and blueprint approach to water management, growing influence of international donor agencies and inadequate concern for issues such as equity, sustainability, gender sensitivity, accountability, regional diversity in property rights regimes and water management practices, and regional conflicts over water access. The innovative and nuanced knowledge on water resources produced from detailed case studies in India, Bangladesh, Bhutan, Nepal, Pakistan and Sri Lanka will be useful for professionals, academics, policymakers and activists as well as those in development studies, environmental studies, natural resource management and public administration.

Available in PDF, EPUB and Kindle. Book excerpt: The Aral Sea Basin, which is located in the central Asian part of the former Soviet Union, is undergoing dramatically rapid and intense environmental change. Pervasive human misuse and overuse of its water, land, and other critical natural resources have led to severe degradation of key ecological systems. This book analyses the environmental, human and economic problems that have arisen and presents recommendations for future research needs. Primary focus is on the drying of the Aral Sea, but related issues of diminished river flow, land and water pollution, and degradation, ecosystem deterioration, and adverse effects on humans are also examined.
