Although environmental protection programs in the United States have successfully improved water quality during the past 25 years, many challenges remain. Significant strides have been made in reducing the effects of discrete pollutant sources, such as factories and sewage treatment plants (called point sources). But aquatic ecosystems remain impaired, mostly because of complex problems caused by polluted runoff, known as nonpoint source pollution. This guidance document is intended to provide technical assistance to state water quality and forestry program managers, nonindustrial private forest owners, industrial forest owners, and others involved with forest management on the best available, most economically achievable means of reducing the nonpoint source pollution of surface and groundwaters that can result from forestry activities. The guidance provides background information about nonpoint source pollution from forestry activities, including where it comes from and how it enters our waters. It presents the most current technical information about how to minimize and reduce nonpoint source pollution to forest waters, and it discusses the broad concept of assessing and addressing water quality problems on a watershed level. By assessing and addressing water quality problems at the watershed level, state program managers and others involved with forest management can integrate concerns about forestry activities with those of other resource management activities to identify conflicting requirements and provide balance between short-term impacts and long-term benefits. This approach can maximize the potential for overall improvement and protection of watershed conditions and provide multiple environmental benefits. This document provides guidance to states, territories, authorized tribes; commercial and nonindustrial private forest owners and managers; and the public regarding management measures that may be used to reduce nonpoint source pollution from forestry activities. At times this document refers to statutory and regulatory provisions that contain legally binding requirements.

Book excerpt: In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

Book excerpt: This book mainly focuses on ecological approaches for preventing and controlling non-point source (NPS) pollution on the basis of forestry measures. In addition to the effects of ecological control, it introduces readers to the characteristics of NPS pollution in Taihu Lake watershed, water eutrophication evaluation methods, and potential countermeasures. Given the crucial role of surface runoff and soil erosion in producing water pollution, the book presents forestry measures to combat them, such as the creation of public welfare forests, urban forestry, planting techniques for hedgerows on slope land, the establishment of shelter belts, nitrogen and phosphorus absorption by hydrophytes, and sustainable management for wetlands. Moreover, the results are supplemented by a wealth of numerical calculations, tables, figures and photographs. The book offers a valuable guide for researchers, educators and professionals working in the areas of water environment, water security and ecological construction. Prof. Jianfeng Zhang works at the Institute of Subtropical Forestry, Chinese Academy of Forestry, Fuyang, China.

Book excerpt: Water pollution control has been a top environmental policy priority of the world’s most developed countries for decades, and the focus of significant regulation and public and private spending. Yet, significant water quality problems remain, and trends for some pollutants are in the wrong direction. This book addresses the economics of water pollution control and water pollution control policy in agriculture, with an aim towards providing students, environmental policy analysts, and other environmental professionals with economic concepts and tools essential to understanding the problem and crafting solutions that can be effective and efficient. The book will also examine existing policies and proposed reforms in the developed world. Although this book addresses and has a general applicability to major water pollutants from agriculture (e.g., pesticides, pharmaceuticals, sediments, nutrients), it will focus on the sediment and nutrient pollution problem. The economic and scientific foundations for pollution management are best developed for these pollutants, and they are currently the top priorities of policy makers. Accordingly, the authors provide both highly salient and informative cases for developing concepts and methods of general applicability, with high profile examples such as the Chesapeake Bay, Lake Erie, and the Gulf of Mexico Dead Zone in the US; the Baltic Sea in Northern Europe; and Lake Taupo in New Zealand.
