Book excerpt: This study reviews the water policies and institutions for water management in the Republic of Korea over a 50-year period during which the country developed from a war-torn nation into one of the 10 largest economies in the world. The Republic of Korea's water policy commenced in the form of comprehensive water resources development projects starting with basin investigations in the 1960s after the Korean War. The comprehensive development projects included large-scale dams and water control projects in major rivers in the 1970s and 1980s. The concept of eco-friendly water resources management was born in the 1990s, and the focus on water supply and/or control moved to sustainable water management including stream environment preservation in the 2000s. Since 2010, the policy has focused on coping with climate change and advancing the water management system. The paper provides lessons for developing countries that otherwise prioritize investment in roads, transportation, communication, and electricity ahead of water. The experience of the Republic Korea shows that water should also be regarded as a necessity both for the citizens' daily lives and industrial activities.

Book excerpt: The aim of the study is to investigate how Korean water resources management policy has evolved in the last two decades of the twentieth century. Environmentally considerate and sustainable priorities emerged as a serious challenge to the development priorities of water resources policy makers. The challenge was particularly strong in the water sector where water management professionals and civil engineers have dominated and continue to dominate Korean water policy-making. The study will trace how public concern for the services provided by the environment gradually gained prominence and support. A number of active campaigns and demonstrations were mounted in Korea during the 1990s, with a view to foregrounding environmental priorities in the water sector. These campaigns have been coordinated by national environmental NGOs. Two case studies are presented to show how major infrastructure projects have provoked anti-dam campaigns in Korea. In the Yong-wol region between 1998 and 2000 evidence emerged of the influence that environmental activists were having on civil society. The nature of the civil transformation is analysed and how it impacted the government's dam construction policy-making processes. Secondly, the impact of typhoon Rusa in August 2002 is reviewed, to provide evidence of the new directions adopted on flood control. It will be shown that the engineering-oriented approach shifted to take into account non-structural and environmental priorities. The ideas of environmental activists moved the public discourse in the media and in civil society more generally. The importance of the environmental services provided by water resources was also gradually reflected in the discourse amongst water professionals in government institutions.

These call for a renewed emphasis on water use efficiency.

Over the decades observers have cited major drivers of South Korea's national water policy reform: 1) Economic growth, 2) Political change, 3) Social change, 4) Environmental change, 5) Technological advance, and 6) International pressure. However, these influences may not be fully sufficient to explain demands for further decisional change in local communities because most policy decisions and processes are still controlled and managed by central government organizations. We still have limited understanding of what specific factors are most influential in the process of decisional change, how they are related to drivers of water policy conflicts in the context of South Korea, and how this decisional change may affect national water policy decisions. Studies of decisional change and its major causes have been underexplored in the recent large water projects. This study looks at the process of agenda-setting to explore to answer the research question. The dataset includes archival documents, participant observations, and interviews with 36 key informants and 5 local ENGOs and CBOs. This study analyzes these data within cases and across cases to answer the question. A comparative case study research design is employed to analyze three large water projects which have been changed from their original plans. This study found that five potentially influential factors were evident in the process of decisional change; 1) stakeholder groups, especially competing pro- and anti-development groups, 2) professional experts, 3) mass media coverage, 4) politicians' self-interest, and 5) resource dependence. This study informs policy scholars, social scientists, practitioners, and policy-makers who seek to establish sustainable environmental policies and understand the factors that lead the government to change policies toward sustainable use of water resource. Also, it helps understand the progress of South Korea's water governance by suggesting a more collaborative process that promotes global sustainability. Therefore, this study is relevant to environmental policy processes that other newly democratized and developing countries go through in deciding to modify their original development policies related to their resources in response to environmental NGOs' actions.
