It also investigates how Smart Water Management Korea, an initiative by K-water that combines information and communication technology with water technology, can be harnessed to better contribute to water management in the country. Finally, it identifies some of the limitations of prevalent water allocation regimes which need to be addressed to make the best use of available water resources. Since 1965, the Korean Government has invested heavily in quantitative development strategies to meet water needs, and despite highly variable water availability, this has allowed for and facilitated rapid urbanisation and economic growth. However, several long-term trends are expected to affect the capacity of the current water management system to adequately respond to current and future water risks, such as rapid ageing of the population, fiscal consolidation and climate change. These call for a renewed emphasis on water use efficiency.

Book excerpt: This report presents the policy recommendations resulting from the National Dialogue on Water in Indonesia, which took place between June 2022 and March 2023. Getting water resources management right, underpinned with appropriate financing mechanisms, is a prerequisite for realising Indonesia’s ambitious national economic growth agenda to become one of the top five global economies by 2045. The Dialogue, therefore, centred around two priority areas: 1) financing water infrastructure and 2) non-structural measures for flood disaster risk reduction. The report explores several instruments to enhance the financing of water services in Indonesia, such as the advantages and disadvantages of uniform water tariffs, independent economic regulation, pollution charges and demand management instruments. The report recommends the utilisation of land value capture as an additional source of financing. It also explores how water information systems for disaster response, flood forecasting and early warning can reduce flood disaster risk. The National Dialogue on Water in Indonesia is part of a regional initiative with the Ministry of Environment of the Republic of Korea, the Asia Water Council and the OECD.

In theory, scientists provide policy makers with robust facts and data that can help guide decision making, and lessons from the political economy of reforms can push scientific boundaries further to trigger further research for wise solutions. Another assumption behind the science–policy gap is the discrepancy between scientists and policy makers in terms of culture, process, timing, language and expected outcome. This joint initiative between the OECD – particularly its Water Governance Initiative – and the International Water Resources Association seeks to provide a canvas for grounding water policy in science, and vice versa.
