Book excerpt: As urbanization continues, and even accelerates, scientists estimate that by 2015 the world will have up to 60 ‘megacities’ – urban areas with more than five million inhabitants. With the irresistible economic attractions of urban centers, particularly in developing countries, making the influx of citizens unstoppable, many of humankind’s coming social, economic and political dramas will be played out in megacities. This book shows how geographers and Earth scientists are contributing to a better understanding of megacities. The contributors analyze the impact of socio-economic and political activities on environmental change and vice versa, and identify solutions to the worst problems. They propose ways of improving the management of megacities and achieving a greater degree of sustainability in their development. The goals, of wise use of human and natural resources, risk reduction (both social and environmental) and quality of life enhancement, are agreed upon. Yet in many of the city's poorer neighborhoods in particular, water is supplied intermittently and taps often remain dry. How does such a socially constructed water scarcity affect water-related everyday practices in the home? And what is the relation between urban space and domestic practices of water use? In this study, Anke Schwarz employs a sociospatial approach which infuses Pierre Bourdieu's Theory of Practice with a relational understanding of space. She draws upon in-depth interviews with 53 residents of Mexico City's Federal District, taking subjective experience as a starting point, and adds a historical angle through the instrument of habitat biographies. With respect to the pressing issue of urban water supply, Schwarz offers a fresh perspective to urban geography by placing an emphasis on a sociospatial approach on the micro scale. She demonstrates how water use can be a demanding everyday task even in cities where virtually all dwellings do have water taps. Rooftop tanks and jugs of bottled water are only the most visible tokens of the differences made by such supply limitations.

Inefficient water-use practices by households and industries, fragmented management of water between sectors and institutions, climate-induced water shortages, environmental degradation of water sources, and inadequate use of alternate sources are also issues of major concern. Despite recent advances in the literature, there exists a considerable gap in attempting an integrated water-resource management approach. In mountain areas, where water supplies for half of the world population originate, climate and hydrologic models are still subject to considerable uncertainty. And yet, critical decisions have to be taken to ensure adequate and safe water supplies to billions of people, millions of farmers and industries, without further deteriorating rivers and water bodies. While global warming is known to cause glaciers’ retreat and reduced snow packs around the world, it is not clear that mountain discharge will be lower. What is widely recognised is that water management must be adapted to accommodate significant regime changes. However, this inevitably involves managing transboundary rivers, adding further complexity to putting principles in practice. This book takes global warming and the importance of mountain areas in world water resources as the starting point. First, it provides detailed reviews of the processes going on in several rivers systems and world regions in Europe (Rhône and Ebro), North America (Canadian Rockies, Western US and Mexico), the Middle East (Jordan), Africa (Tunisia, Kenya and South Africa). These contexts provide case studies and examples that show the difficulties and potential for adaptation to global change. Land-use, economics, numerous modeling approaches are some of the cross-cutting issues covered in the chapters. The volume also includes the views of water practitioners, with two chapters authored by members of the US-Canada International Joint Commission, an industrialist from Western Canada and an environmental leader in Spain. By combining a rich set of contexts and approaches, the volume succeeds in offering a view of the global challenges faced by water agencies, international donors and researchers around the world. A case is made in some chapters to seek adaptive strategies rather than trying to reduce or control resources variability. This requires factoring in land-use, social and economic aspects, especially in developing countries. Another conclusion is that complex problems can and must be posed and negotiated with the help of models, mapping techniques and science-based facts. However complex these may be, there are ways to translate them to easily interpretable and visualisations of alternative scenarios and courses of action. This book provides numerous examples of the potential of such approaches to draft environmental programmes solve transboundary disputes and reduce the economic consequences of droughts and climate instability.

Book excerpt: In 2018, the city of Cape Town faced the prospect of reaching ‘day zero’, that is a combination of natural and human-made factors leading to the complete collapse of its municipal water supply. While the rains eventually fell and a major disaster was averted, the fear of running out of water looms large in the psyche of residents in many cities around the world. Water is a non-substitutable, essential, finite and fugitive resource. It is the lifeblood of human endeavour. Cities, through global processes such as Agenda 2030 and forums such as ICLEI exchange best practices for achieving water security. These forums also are collective social spaces occupied by civil society organizations who share strategies and tactics, and the private sector, who compete for markets and contracts, promoting patent-protected technologies. It is these groups – states, civil societies, private sectors – coming together who determine who gets what water, when, and where. It is the job of academics to understand the how and why, and of (academic-)activists to fight for equity of access and sustainability of use. Evidence drawn from around the world and over time consistently shows that water flows toward money and power. Outcomes are too-often socially inequitable, environmentally unsustainable and economically inefficient. How to shift existing processes toward improved practices is not clear, but positive outcomes do exist. In this collection, we compare and contrast the challenges and opportunities for achieving urban water security with a focus on 11 major world cities: Bangalore, Beijing, Cairo, Cape Town, Chennai, Istanbul, Jakarta, London, Melbourne, Sao Paulo and Tokyo. Through the theoretical, conceptual and practical insights provided in these case studies, our collection constructively contributes to a global conversation regarding the ways and means of ‘avoiding day zero’.
