Book excerpt: Over 3 million U.S. military personnel were sent to Southeast Asia to fight in the Vietnam War. Since the end of the Vietnam War, veterans have reported numerous health effects. Herbicides used in Vietnam, in particular Agent Orange have been associated with a variety of cancers and other long term health problems from Parkinson's disease and type 2 diabetes to heart disease. Prior to 1997 laws safeguarded all service men and women deployed to Vietnam including members of the Blue Navy. Since then, the Department of Veteran Affairs (VA) has established that Vietnam veterans are automatically eligible for disability benefits should they develop any disease associated with Agent Orange exposure, however, veterans who served on deep sea vessels in Vietnam are not included. These "Blue Water Navy" veterans must prove they were exposed to Agent Orange before they can claim benefits. At the request of the VA, the Institute of Medicine (IOM) examined whether Blue Water Navy veterans had similar exposures to Agent Orange as other Vietnam veterans. Blue Water Navy Vietnam Veterans and Agent Orange Exposure comprehensively examines whether Vietnam veterans in the Blue Water Navy experienced exposures to herbicides and their contaminants by reviewing historical reports, relevant legislation, key personnel insights, and chemical analysis to resolve current debate on this issue.

In addition, this chapter will familiarize the reader with water organizations and staffs in the United States Army and United States Marine Corps. Chapter 2 discusses planning for water support operations. Water consumption requirements, water reconnaissance, and deployment preparation are explained in detail. Water planning tools are provided up front to assist staff members and water support personnel in planning operations. Environmental and health considerations are also discussed. Chapter 3 provides considerations for developing a water site to improve efficiency. This chapter will also include techniques for improving a water source to meet raw water requirements. This thesis examines the U.S. military's increasing reliance on the use of bottled water in conducting these military operations. The U.S. military has been conducting operations across all spectrums of conflict throughout history, and most recently in Iraq, Afghanistan, Haiti and support to Japan. In all of these operations, the U.S. military was heavily reliant on the use of bottled water to support our forces, as part of the tool to win the hearts and minds of the people in the execution of our mission. The military has the capability to produce its own water once established in an area of operations, but bottled water has been the drink of choice by a majority of our forces and other personnel. Bottled water is not always economically effective and is very resource intensive, but some indications show that it may be a necessity in the early stages of the mission in a theater of operations, mainly because it is easy to procure and the choice of a majority of the military force. This thesis begins with a review of the history, economic impact, and planning considerations when using bottled water in military operations. The paper will then offer a look at our water supply capability and dependence upon bottled water through two elements of operational design, operational reach and arranging operations, while looking at our water support capacity through the lens of Doctrine, Organization, Training, Material, Leadership, Personnel, and Policy (DOTMLP-P). Lastly, this thesis will propose alternatives and considerations regarding this military problem."--Abstract

Leaders at all levels should be aware of the potentially dangerous situation this presents for soldiers who fear water or cannot swim. Each year many soldiers lose their lives through their inability to manage themselves in water. In addition, soldiers hamper water maneuvers by their lack of confidence and expertise. It is unrealistic to expect that every soldier will be a proficient swimmer. However, every soldier can be trained to participate safely in military training conducted in aquatic environments. Water survival training will build soldiers' confidence for operations in and around water. This publication presents the Army's water survival training program, which has three classification levels: Class Three - Basic, Class Two Intermediate, and Class One - Advanced. The main goal of the program is to train soldiers to meet the requirements of the Class Three - Basic level. Soldiers who achieve competency at this level should pose little threat to themselves or the unit during most operations in and around water. Soldiers qualified at Class Two - Intermediate level should be able to survive in water for a prolonged period and perform tasks and negotiate obstacles while in the water. Soldiers who can perform Class One - Advanced skills should be extremely proficient at water survival. Soldiers who complete the entire program will know how to do the following actions, which are explained and illustrated in this circular: * Maintain buoyancy in full gear.* Swim 15 yards underwater.* Swim the travel stroke, breaststroke, and sidestroke.* Assist other swimmers in the water.* Use personal safety and water survival techniques.Company commanders and platoon leaders are responsible for knowing the water survival ability level of each of their soldiers. This knowledge lets them assign responsibilities and take protective measures to ensure the safety of each soldier.
