Book excerpt: Despite significant progress made through donor and NGO investments over the past thirty years, a large percentage of Africans still lack access to clean water and proper sanitation. The data that African countries report to the Joint Monitoring Programme (JMP) often masks significant disparities between rural/urban populations and between rich and poor. These statistics also fail to capture the impact of poor water and sanitation access on women and girls who bear the primary responsibility for collecting and managing household water supplies and hygiene. They also face greater health and safety issues when confronted with limited access to sanitation facilities. Many African countries are testing and applying different approaches to improve access to clean, safe water and improved sanitation. These offer good examples of market-oriented and public-private partnership approaches that can help countries address specific water, sanitation and hygiene (WASH) challenges. Unfortunately, too often these examples and the lessons they generate get little notice or dissemination outside the country or city where they take place. Based on our experience, replicating successful WASH models requires two key ingredients: (1) wide availability of information about the approach and how it was developed (i.e. not just a simple success story); and (2) the local capacity to understand and adapt the approach to the different political, social, economic and environmental conditions reflected in the targeted country or region.

How these common pool water resources - due to protection gaps in both international and national law - are threatened by large-scale development and commercialisation initiatives, facilitated through national permit systems, is a key concern. The studies demonstrate that existing water governance structures lack mechanisms which make them accountable to poor and vulnerable water users on the ground, most importantly women. The findings thus underscore the need to intensify measures to hold states accountable, not just in water services provision, but in assuring the basic human right to clean drinking water and sanitation; and also to protect water for livelihoods.

The book argues for a sweeping rethinking and combines extended local knowledge, lessons learned from history in advanced countries and thorough research on reforms in Francophone and Anglophone developing countries. This was possible because the writer was working in Sub-Saharan partner countries for almost 30 years as an integrated long term advisor in different sector institutions (ministry, regulator, financing basket and different sizes of utilities) and had the opportunity to cooperate closely with the main development partners. The reader has the opportunity to obtain a comprehensive understanding of how the sector works and sector institutions in low-income countries function and can discover the reasons behind success and failures of reforms. The book also covers issues which have a significant influence on urban water and sanitation development but are hardly the subject of discussions. Book excerpt: The impacts of outside interventions on community-based natural resource management are inherently complex, particularly in dynamic political and environmental contexts. As development projects are increasingly participatory, the relationships between stakeholders have become as critical as the innovations themselves. Demands on safe water supplies among the most resourcestressed populations in West Africa are challenging development practitioners to reevaluate their partnerships to retain focus on community need, rather than on operational imperatives. Fieldwork was conducted between 2006 and 2009 using complementary mixed methods to evaluate a range of structural and behavioral mechanisms shaping water management among farming households in south-central Mali. Examining institutional support, in terms of policy and programming, along with the experiences and perceptions of water users, traditional village leadership, nongovernmental organization (NGO) staff, and government representatives, highlighted many challenges that limit sustainable collaborative development. A gendered-approach to data collection was used to delineate barriers and opportunities for decision-making by marginalized water users. The key challenges that limit the success of development efforts in improving water resource management are 1) the legitimacy of community-based organizations that lack traditional authority as perceived by members of households, 2) poor perceptions of resource-strapped decentralized government agencies by rural communities, and 3) superficial participation of marginalized populations in local decision-making. In the majority of the study villages, these challenges have led to the decline of institutional and physical infrastructure intended to improve local water resource management. Opportunities do exist, however, to engage men and women differently in development interventions to increase participation, promote inclusion, and generate lasting partnerships among rural communities, NGOs, and government agencies. These opportunities require compromises to balance the legitimacy of traditional authority with outside development agendas. It is especially important for NGOs, whose roles in local resource management and civil society often fill a necessary void left by government, to capture these opportunities.
