Book excerpt: The History of the United States Civil Service: From the Postwar Years to the Twenty-First Century provides a broad, comprehensive overview of the US civil service in the postwar period and examines the reforms and changes throughout that time. The author situates the history of the civil service into a wider context, considering political, social and cultural changes that occurred and have been influential in the history of American government. The book analyzes the development of administrative reorganizations, administrative reforms, personnel policy and political thought on public administration. It also underlines continuity and changes in the structures, organization, and personnel management of the federal civil service, and the evolution of the role of presidential control over federal bureaucracy. Taking an essential, but often neglected organization as its focus, the text offers a rich, historical analysis of an important institution in American politics. This book will be of interest to teachers and students of American political history and the history of government, as well as more specifically, the Presidency, Public Administration, and Administrative Law.
Book Synopsis Impact of War on Federal Personnel Administration by : Gladys M. Kammerer

This book was released on 2021-12-14 with total page 502 pages. Available in PDF, EPUB and Kindle. Book excerpt: World War II made enormous and unprecedented demands upon the nation's civil service administration. The task of recruiting millions of new employees of almost every skill in the midst of military and industrial drains upon manpower and the necessity of maintaining efficiency and morale jarred personnel agencies loose from peacetime routine. Both the older establishments such as the War and Navy departments and the new war service agencies such as the Office of Price Administration were affected. Gladys M. Kammerer believes that the war effort would have been seriously hampered had not the Civil Service Commission, in spite of obstacles, managed to retain control of this vast expansion. During 1944 and 1945, Kammerer was able to examine in person the manpower operations of the Civil Service Commission and of four executive agencies: War, Navy, Agriculture, and OPA. Her study is based on observations made at this time, upon interviews with staff members, and upon Civil Service Commission records. Especially significant are her evaluations of changes, good and bad, which war brought to personnel administration and an analysis of their effect upon postwar policies and organization.

Download or read book Propaganda and Public Relations in Military Recruitment written by Brendan Maartens and published by Routledge. This book was released on 2020-11-19 with total page 263 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book represents the first international investigation of military recruitment advertising, public relations and propaganda. Comprised of eleven case studies that explore mobilisation work in Africa, the Americas, Asia and Europe, it covers more than a hundred years of recent history, with chapters on the First and Second World Wars, the Cold War, and the present day. The book explores such promotion in countries both large and small, and in times of both war and peace, with readers gaining an insight into the different strategies and tactics used to motivate men, women and occasionally even children to serve and fight in many parts of the world. Readers will also learn about the crucial but little-known role of commercial advertising, public relations and media professionals in the production and distribution of recruitment promotion. This book, the first of its kind to be published, will explore that role, and in the process address two questions that are central to studies of media and conflict: how do militaries encourage civilians to join up, and are they successful in doing so? It is a multi-disciplinary project intended for a diverse academic audience, including postgraduate students exploring aspects of war, propaganda and public opinion, and researchers working across the domains of history, communications studies, conflict studies, psychology, and philosophy.
Book Synopsis The Disparity of Sacrifice by : Timothy Bowman

Book excerpt: During the First World War approximately 200,000 Irish men and 5,000 Irish women served in the British armed forces. All were volunteers and a very high proportion were from Catholic and Nationalist communities. This book is the first comprehensive analysis of Irish recruitment between 1914 and 1918 for the island of Ireland as a whole. It makes extensive use of previously neglected internal British army recruiting returns held at The National Archives, Kew, along with other valuable archival and newspaper sources. There has been a tendency to discount the importance of political factors in Irish recruitment, but this book demonstrates that recruitment campaigns organised under the auspices of the Irish National Volunteers and Ulster Volunteer Force were the earliest and some of the most effective campaigns run throughout the war. The British government conspicuously failed to create an effective recruiting organisation or to mobilise civic society in Ireland. While the military mobilisation which occurred between 1914 and 1918 was the largest in Irish history, British officials persistently characterised it as inadequate, threatening to introduce conscription in 1918. This book also reflects on the disparity of sacrifice between North-East Ulster and the rest of Ireland, urban and rural Ireland, and Ireland and Great Britain.
