Book excerpt: "DoD utilized the Civil Reserve Air Fleet (CRAF) to help meet Operation Desert Shield/Storm requirements. Commercial carriers flew in excess of 4,700 missions in moving units, equipment, and resupply material. The call-up of aircraft proved particularly troublesome both to MAC (which did not necessarily need all of the capability of an entire CRAF stage) and to the carriers (whose aircraft were not always fully utilized once activated). We propose that DoD discard the use of staged activations; create discrete aircraft requirements categories or segments (e.g., long-range international cargo); select aircraft capability from each segment according to need; use a lottery system to spread volunteer awards and activation burdens among the carriers; and establish new authority levels for calling up aircraft. We believe that this proposed call-up procedure - along with recommendations concerning the senior lodger program, crew ratios, national defense features, and war risk insurance coverage - will strengthen th CRAF Program."--Stinet.

Book excerpt: The Civil Reserve Air Fleet (CRAF) was created in 1951 to provide supplemental airlift capability to the U.S military for worldwide operations. The program has been mutually beneficial, providing peacetime government cargo and passenger business for CRAF participants while allowing the military to man and maintain a smaller, less expensive organic airlift capability. Indeed, Operations Enduring Freedom and Iraqi Freedom recently illustrated the undeniable requirement for the CRAF to continue supplementing organic lift. However, air carrier industry trends and a perceived erosion of the incentive program have put future air carrier participation at risk. If CRAF is to survive, USTRANSCOM and the Air Force's Air Mobility Command must make some tough decisions and implement sweeping changes in the way it manages the program. This paper illustrates concerns with the CRAF program, its outdated activation system, and deteriorating incentives and recommend changes that will ensure the CRAF exists to support the Global War on Terror and other operations well into the future.

To guarantee a robust CRAF for our national security future, some enhancements are vital. An effective, modern mix of incentives for this volunteer program is necessary. Also, policies that shield air carriers from unreasonable risk; improve command, control, and communications; and minimize the inefficient use of commercial aircraft and crews should be developed.

This concept of commercial airline augmentation of military lift was formalized in 1952 and called the "Civil Reserve Air Fleet" or CRAF program. Conventional U.S. military strategy saw CRAF flying safely into allied airfields far from enemy lines and the physical risk to commercial air carriers was considered low. Yet, as was seen during Operation DESERT SHIELD and DESERT STORM, it was necessary for CRAF to fly directly into Saudi Arabian airbases under the threat of surface-to-surface missile and chemical attacks, a situation that CRAF aircrews were unprepared to face. Future conflicts may constitute a greater threat to CRAF than in the case of the Gulf War. Proactive initiation of programs to mitigate known asymmetric threats to commercial carriers employed in either a voluntary or activation mode will go a long way in strengthening carrier confidence in the CRAF program. In addition, it will ensure that this important strategic asset will not be degraded when it is needed most

This paper investigates and analyzes the thesis that the shift in global business practices and a robust economy, combined with CRAF activation concerns, endangers the future of the CRAF program. Section One begins with a historical overview and current status of the CRAF program. Section Two analyzes two core problems (decreased financial reliance upon DoD and increased likelihood of CRAF activation) generated within the civil air carrier industry and military by recent shifts in both the economic and political environment. Section Three provides recommendations to counter these problems and improve the relationship between DoD and civil air carriers. Finally, Section Four examines areas requiring future study that may potentially prove instrumental in addressing the future of CRAF.

Book excerpt: U.S. military war planning is based upon the use of the Civil Reserve Air Fleet (CRAF) to augment organic air mobility assets when deploying and sustaining forces in a contingency. While the CRAF is a tremendous national asset, its resources are not suitable for operations into airfields vulnerable to surface-to-air missile threats or chemical, biological or radiological attack. If a major conventional war erupts and CRAF assets are restricted from operating into planned aerial ports of debarkation, (APODs) a combatant commander's planned force deployment flow will be affected and the deployment timeline will be extended. U.S. military strategic airlift assets will not be sufficient to adequately flow forces to the desired APODs after CRAF transload at an intermediate staging base. The impact will be significant and war plans will have to be reconsidered.
