You need no other passport to our hospitality than that you come from France. We greet you tonight as fellow-citizens. This is no unmeaning phrase. While our soldiers fight side by side in the trenches, while our women behind the lines give to the great cause the very treasures of their souls, while our statesmen meet in joint council and combine the common resources to a common end, while our flags are intertwined in the comradeship of battle, there is, to the eye of imagination, a new state called into being which we may call the United Free States of the world, and of that State we are fellow citizens. Your Minister of War Painleve recently gave fitting expression to this ideal, when he urged that a single front, "a single army, a single nation, that is the programme for future victory," and to this the great Prime Minister of England fittingly replied: "if after forty months of war, after all the lessons the war has taught us, the Allies are not capable of that sacred international union, then in spite of their sacrifices they would not be worthy of victory." That sacred union, so finely characterized by our President as a "partnership of the democratic nations," will continue and all the powers of Prussianism and Hell will not prevail against it. I also appreciate the kindness of the Senator from North Carolina [Mr. Overman] in being good enough to allow the bill to go over yesterday in order that I might speak this morning upon the amendment proposed by the Senator from Utah [Mr. Smoot]. I shall try to be as brief as possible. This amendment, which is purely formal, proposes to strike out the clause supplying the deficiency in the appropriations for the War Department caused by the leasing of transports to take troops to Vera Cruz. It is an honest debt, honestly incurred, and must of course be paid; but I think, Mr. President, it is not amiss at this time and in this connection to review briefly the circumstances which have led to the necessity for this appropriation, and which will lead to the necessity for other appropriations to cover other deficiencies arising from the same source. I wish, in as compact a manner as possible, to call attention to the events in Mexico which have led to these appropriations and to the condition of affairs in Mexico at the present moment. On the other hand there is perhaps no time when the value of peace and: the things upon which it depends can be so much appreciated as in the midst of or immediately following a great, destructive war. It is easy now to see of what great benefit to humanity arbitration and conciliation might have been had all the political leaders of the world only the sense of justice and humanity to employ these means of settlement instead of resorting to military force. America, in its isolation from the military establishments of Europe, has cultivated the aims of an industrial democ racy, and with these aims has nursed a feeling of security even while the old world was torn with strife. We have scarcely yet realized that we are actually at war and that in the next few months may be required to make enormous sacrifices in human life and in the material goods that sup port life. The time for argument as to whether we should or should not participate in the war is past. The present is a time for carefully planned but nevertheless most strenuous action. There is and always must be a limit to individual ism. In a democracy every citizen may freely advocate his opinion while any matter is pending for decision; but when a 'decision has been made by the will of the majority, and when the life of the nation is at stake, as it must be in war fare, the citizen is in duty bound to do his part to protect that common life. To prolong the discussion is to give aid and comfort to the enemy and weakens the defensive powers of the nation. There is, fortunately, little excuse for any peace-loving American citizen to continue his opposition to our participation in the war. On the third of February last I officially laid before you the extraordinary announcement of the imperial German government that on and after the first day of February it was its purpose to put aside all restraints of law or of humanity and use its submarines to sink every vessel that sought to approach either the ports of Great Britain and Ireland or the western coast of Europe or any of the ports controlled by the enemies of Germany within the Mediterranean. That has seemed to be the object of the German submarine warfare earlier in the war, but since April of last year the imperial government had somewhat restrained the commanders of its undersea craft in conformity with its promise then given to us that passenger boats should not be sunk, and that due warning would be given to all other vessels which its submarines might seek to destroy, when no resistance was offered or escape attempted, and care taken that their crews were given at least a fair chance to save their lives in their open boats. Their precautions taken were meager and haphazard enough, as was proved in distressing instance after instance in the progress of the cruel and unmanly business, but a certain degree of restraint was observed. The new policy has swept every restriction aside. Vessels of every kind, whatever their flag, their character, their cargo, their destination, their errand, have been ruthlessly sent to the bottom without warning and without thought of help or mercy for those on board, the vessels of friendly neutrals along with belligerents. Even hospital ships and ships carrying relief to the sorely bereaved and stricken people of Belgium, tho the latter were provided with safe conduct thru the proscribed areas by the German government itself and were distinguished by unmistakable marks of identity, have been sunk with the same reckless lack of compassion or principle. I was for a little while unable to believe that such things would in. fact be done by any government that had hitherto subscribed to the humane practices of civilized nations.
